Cabinet of Ministers Regulations No. 922 Riga 2010 (September 28. No 49 40. §) rules on "operational programme human resources and employment" apakšaktivitāt "Appendix 1.2.1.1.3. 1.2. requirements the project applicant;
1.3. the application of the project evaluation criteria;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. the purpose of the Apakšaktivitāt is to improve initial vocational training programmes, including providing general basic skills learning and increasing participation in secondary education, promoting faster integration into the labour market and to ensure balanced skills competencies and professional activities and continuing education.
3. Initial vocational training programme within the meaning of these provisions is the vocational training programmes of the second level of professional qualifications, the abstraction of one school year, vocational secondary education program the third professional qualification level of abstraction and a half during the school year and education programmes, which are implemented in the common basic skills learning, professional continuing education, professional development and vocational guidance measures for the promotion of vocational training (educational programs).
4. Apakšaktivitāt contain the following target groups: 4.1. young people aged up to 25 years without professional qualifications who does not receive unemployment benefits and are not beneficiaries of the Welfare Ministry under the structural funds of the European Union in the framework of the activities implemented in the training and employment measures;
4.2. persons in custody.
5. the total public funding available for apakšaktivitāt is 4 152 131 lats, which consists of the European Social Fund funding 3 821 267 lats and national public funding from the State budget funds 330 864 lats.
6. Apakšaktivitāt implement the project application to the limited selection. Limited selection of the application the responsible authority organises on all the funding available for the apakšaktivitāt. The responsible authority until 31 December 2011 is entitled to re-arrange the project application selection round, if not mastered all the funding available in apakšaktivitāt, including the limited application of the project selection project application submitted is rejected.
7. the maximum permitted by the European Social Fund co-financing amount is 92.03 percent of the total eligible cost of the project.
8. Apakšaktivitāt responsible authorities within the functions provided by the Ministry of education and Science (hereinafter referred to as the responsible authority). 8.2. the accumulated data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
8.3. under this provision the project referred to in paragraph 56 of the amendments;
8.4. the planning and implementation of information activities for the implementation of apakšaktivitāt;
8.5. ensure that these rules are not exceeded, paragraph 5, of the European Social Fund funding for the implementation of apakšaktivitāt, and monitors the available European Social Fund funding, including the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 listed in the implementation of the principle of the apakšaktivitāt level;
8.6. on its Web site the project application form and evaluation project selection and evaluation of the application procedure.
9. Apakšaktivitāt cooperation within the authority supports national education development agency (hereinafter referred to as cooperation body). 9.8. prepare payment projections and submit it to the paying authority;
9.9. European Social Fund demand forecasts for the current and the following year and shall submit it to the leading authority and the responsible authority;
9.10. checking and confirming the beneficiary's payment request and prepare the Declaration of expenditure;
9.11. provide information about the recipient of the funding agreement requirements of enforcement and compliance;
9.12. the draft amendments under this rule 55 and 56 points in these conditions;
9.13. accumulates data about the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
9.14. plans and implements public awareness measures on apakšaktivitāt within the framework of the agreement concluded with the beneficiary.
10. the cooperation body is the functional supervision of the responsible authority.
II. eligible activities and requirements of the project applicant 11. Project activities have assisted educational programmes, including their adaptation to suit the needs of the target groups: 11.1 4.1. the aim referred to in group-the second and third level of professional qualification for one to one and a half gained during the school year;
11.2. the provisions referred to in point 4.2 target group-general basic skills learning, vocational training, professional development and vocational guidance measures for the promotion of vocational training.
12. the applicant is a national Project education development agency.

15. the project applicant project involving the Ministry of education and science and industry professional organizations.
16. the applicant with each Project partners conclude a contract for the implementation of the project (hereinafter referred to as the agreement). The cooperation agreement will determine the selection of partner cooperation obligations and rights in the implementation of the project, the statement and the payment request submission procedures and deadlines, as well as other conditions necessary for the implementation of the project.
III. Project preparation and submission of an application 17. the responsible authority shall within 30 working days following the entry into force of these provisions sends the invitation referred to in paragraph 12, the project applicant to submit project application (hereinafter referred to as the notice).
18. The invitation shall: 18.1. the project to the application deadline;
18.2. the application of the project site and order;
18.3. the paper form, submit a copy of the application to the number of the project;
18.4. the website which published the application to be used for the preparation of project documents;
18.5. the funds available for the project;
18.6. the other information that the responsible authority considers appropriate.
19. the project applicant project application submitted, subject to the following requirements: 19.1. in one project application selection round is allowed to submit only one project submission;
19.2. the project application form: 19.2.1. completed project application form (annex 1);
19.2.2. the project prepared by the applicant in the project financing plan for the project public authorities in accordance with the classification of expenditure of the budget, according to economic categories (annex 2);
19.2.3. partners proof of participation in the implementation of the project (annex 3);
19.2.4. the rules referred to in paragraph 16 of the draft cooperation agreement;
19.3. the project application applicant signature project leader or the institution of the authorized person, the application project by adding the appropriate authorisation.
20. the project applicant: 20.1. project application form contents dealt with in accordance with these rules referred to in annex 4 compliance and quality evaluation criteria;
20.2. the project application form completed in accordance with the rules referred to in annex 4 of the administrative evaluation criteria.
21. the project applicant project application can be submitted to the responsible authority: 21.1. in paper form, all documents posted to the packaging and sealing;
21.2. the electronic document in the form of laws and regulations on electronic documentation, subject to the following requirements: 21.2.1. an electronic document is DOC, xls or PDF file format;
21.2.2. the project application form is signed separately with a secure electronic signature and confirm with the time stamp before the project submission deadline.

22. the responsible authority shall record the receipt of project submissions a day. Proof of receipt of the application, the project authority in charge of the project to the applicant personally, immediately after receipt of the application or project within 10 working days of the submission of the project by the end of the period for submission by post or electronic form, a document signed with a secure electronic signature according to the regulations on electronic document design.
IV. evaluation of the application of the project 23. Apakšaktivitāt project submitted within the application evaluated by the Commission. Panelists include the Ministry of education and science. The Commission may include the Ministry of welfare, employers ' Confederation of Latvia, and regional development and the Ministry of local government representatives.

V. decision on approval of the project application, approval or rejection of a conditional and its notification 30. the responsible authority shall take a decision to approve the project application, if it complies with all the rules referred to in annex 4, the administrative and eligibility criteria assessed with "Yes", as well as quality evaluation criteria project application has received the required number of points.
31. the responsible authority shall take a decision to reject or not further assessment, if the project application: 31.1. the project submission does not meet any of these rules, annex 4, 1.1, 1.2, 1.3 or 1.4. referred to administrative criteria;
31.2. the project submission does not comply with any of the provisions of annex 4, 2.1., 2.2 or 2.3. referred to the eligibility criteria;
31.3. rating in one of the provisions in the annex 4, 3.1., 3.2., 3.3., 3.4., 3.5., 3.6, 3.9, 3.10 or 3.11. quality criteria referred to in the project application has been received by less than one point;
19.5. assessment annex 4 to these regulations 3.8. the quality criteria referred to in the project application has been received by less than two points.
32. The competent authority may take a decision on the approval of the application, the project on condition that must be satisfied in order to project the applicant would conclude the agreement. That decision may include the following: 32.1. clarification of the application of the project in accordance with the provisions of annex 4, 1.6, 1.7 1.5., 1.8, 1.9, 1.10.., 1.11, 1.12, 1.13.., 1.14, 1.15., 2.4., 2.5., 2.6., 2.7., 2.8., 2.9, 2.10, 2.11, 2.12, or 2.13 referred the assessment criteria;
32.2. the clarification of costs, provided that this provision in paragraph 41 and 47 and 42.1.5., 42.2.1. and 42.3.3. referred to the cost limit is not exceeded;
32.3. the clarification of costs, provided that the cost of this Regulation 44. meet the above unit costs and do not exceed the 45 and 46 of the rules referred to in paragraph cost constraints, if the applicant intends to apply that rule 43, paragraph one unit cost method;
32.4. the responsible authorities certain other legally justified action, which is focused on the conclusion of the agreement.
33. the responsible authority shall within five working days after the decision sent to the applicant of the project: 33.1.-the decision on the application of the project approval, approval with conditions or disapproval;
33.2. cooperation authority-the decision on the application for the approval of the project and submission of the project approved original filed in paper form, or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamp according to the regulations on electronic document design.
34. If the application is approved, the applicant in the decision on the project project approval of the application, provided that the prescribed period shall not exceed 30 working days from the date of entry into force of the decision, shall ensure the fulfilment of the conditions contained in the decision and submitted to the responsible body for evaluation information on the fulfilment of the conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
35. the responsible authority shall be 20 working days after the decision on approval of the application, the project on condition the expiry of that period, assess the project submitted by the applicant information and drawing up an opinion on the conditions in the decision (hereinafter referred to as the opinion).
36. If the applicant in the decision approving the project submission deadline provided met the conditions contained therein and in the opinion of the responsible authority is positive, the application will be considered and approved by the responsible authority within five working days from the date of signing the opinion sent: 36.1. the project applicant, opinion;

36.2. the cooperation body – a decision on project approval, and submission of the approved project, which filed the original paper, or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamp according to the regulations on electronic document design.
37. If the applicant does not provide the decision on approval of the application, the project provided the conditions contained or not provide it within the time limit laid down in that decision, the responsible authority opinion is negative and the project application shall be deemed to have been rejected. The responsible authority within five working days from the date of signing the opinion sends the draft opinions to the applicant.
38. If the application is approved, the liaison body switch arrangement with beneficiaries in accordance with the laws and regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
Vi. Eligible and ineligible costs 39. within the framework of the project, eligible costs shall be divided into the following cost headings: 24.3. indirect costs of the project, which is not directly related to the project implementation activities;
24.4. the project direct costs that are directly related to the project implementation activities.
40. This rule 39.1. referred to indirect costs may include the following positions: 24.9.  project management staff costs on the company's contract, including State social security payments;
40.2. work equipment rental costs;
40.3. the transport costs (the cost of fuel for a vehicle lease, purchase of transport services for the use of public transport);
40.4. space rental, rental costs;
25.2. the space management costs (heating, electricity, management services, water supply);
40.6. Office and office supply costs;
40.7. internet, postal and telecommunications costs;
25.4. travel or travel costs.
41. This rule 39.1. the costs referred to in the plan as the actual costs, and shall not exceed five percent of the total direct eligible costs of the project.
42. 42.1.3. the cost of service (internet, telecommunications, postal charges);
42.1.4. teaching aids, materials, books, journals and stationery costs that are fixed in the project in proportion to the total number of student education school year concerned;
42.1.5. inventory costs (value of up to 50 Lats per unit), except furniture;
42.1.6. expenditure qualifying practice for organizing practice;
42.1.7. professional education educators (the supervisor) mission expenses, travel costs, including the practice of qualification testing;
42.1.8. living in a hotel in 4.1. target group referred to maintenance costs (heating, electricity, management services, water supply);
42.1.9. kultūrizglītīb and sport expenses;
26.2. other project activities in the implementation of these provisions 11.1. eligible areas referred to action: 42.2.1. travel expenses for qualifying practice and expenditure on accommodation practices during qualification, which together do not exceed 50 dollars per month per student;
42.2.2. liability insurance for qualifying practice time;
42.2.3. compulsory health checks;
26.3. project activities in the implementation of the provisions referred to in paragraph 11.2. eligible actions: costs of remuneration of teachers 42.3.1., including State social security payments;
42.3.2. transport costs (the cost of fuel, for the use of public transport) getting to the teachers teaching site and back;
42.3.3. education programmes for the provision of the necessary teaching material purchasing costs (value of up to 50 Lats per unit);
42.3.4. the education programme, the cost of adaptation according to the rules referred to in point 4.2 target group needs;
42.3.5. individual training plans and training guide adjustment costs materials general basic skills learning these rules referred to in point 4.2 target group needs;
26.3. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements.
43. These provisions 42.1. the costs referred to in subparagraph beneficiary could apply the per-unit cost method, the authority shall establish the rules referred to in 9.1 per-unit cost of the application of the methodology, showing detailed per-unit cost calculation, including the calculation basis, as well as the per-unit cost of the supporting documentation requirements and payment arrangements, and it includes the conditions of the agreement. The unit cost for the application of the method under these provisions of the agreement and during project implementation will not change.
44. The unit cost of 4.1 in this target group is calculated using the following formula: S = N1 x N2, which the K + S – one unit costs;
42.1.2. N1-this provision, 42.1.3., 42.1.5. and 42.1.7., 42.1.4. cost referred to in heading;
N2 – this provision, 42.1.6., 42.1.8 42.1.1.. and 42.1.9. the cost referred to in heading;

K – education thematic areas, education groups and educational programs for minimum cost factor, which is determined according to the regulations on the implementation of vocational training programmes for the minimum cost per student.
45. The minimum per-unit cost per student (if the subject areas of education, training and educational programmes, the minimum ratio of costs according to the regulations on the implementation of vocational training programmes for the minimum cost per student is 1.00) are as follows: 45.1.  1083 dollars, the second level of professional qualifications, the abstraction of one school year;
45.2.1407 lat in the third level of professional qualification and a half for production during the school year.
46. The maximum unit cost per student (if the subject areas of education, training and educational programmes, the minimum ratio of costs according to the regulations on the implementation of vocational training programmes for the minimum cost per student is 3.20) are as follows: 46.1.  1409 lats in the second level of professional qualifications, the abstraction of one school year;
46.2.1862 late in the third level of professional qualification and a half for production during the school year.
47. This rule 26.3. cost referred to in heading does not exceed 0.2 per cent of direct eligible project costs.
48. the eligible costs recoverable value added tax payments are eligible.
49. the project costs not included in the application that is specified in this provision in paragraph 39 and 48.
50. Financing from the European Social Fund are not eligible costs: 50.1 do not meet these rules. 41 and 47 and 42.1.5., 42.2.1. and 42.3.3. costs referred to in point limit;
50.2. This provision does not match the one specified in paragraph 44 of the unit cost calculation and 45 and 46 of these regulations referred to in paragraph cost limit, if the beneficiary applies this rule 43, paragraph one unit cost method;
50.3. is not related to the implementation of project activities and does not meet the reasonable financial management, in particular value for money and cost-effectiveness;
50.4. project activities have not encountered during implementation or for payments made later than the month after the expiry of the implementation of the project;
50.5. not justified by supporting documents or the costs incurred by the law of the non-compliance.
VII. Project implementation conditions 51. Funding recipient project can start from 1 October 2010, but no later than one month after the date of conclusion of the agreement. The project to 31 December 2013. The project site is the territory of the Republic of Latvia.
52. The rules referred to in paragraph 13 of the vocational training institutions every year to hold a contest for student admission to educational programs, the second and third professional qualification level abstraction of one or one and a half during the school year.
53. The beneficiary shall ensure the implementation of the project related loading snapshot, the beneficiary's website at least once every three months.
54. The beneficiary shall ensure the sustainability of the results achieved in the project and maintenance after completion of the project according to the Council on 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, the period in question.
55. the draft amendments shall be consistent with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, except for the provision in paragraph 56.
56. Draft amendments to coordinate with the responsible authority, if the changes are related to: 56.1. project objectives;
56.2. change of the beneficiary;
56.3. project results indicators to be achieved;
56.4. total project cost breakdown by year;
56.5. project start and end date.
57. The beneficiary, without making amendments to the project, you can make the project cost reallocation: 57.1. between this rule 42.1. section (if you do not apply the per-unit cost method), 42.2, 42.3 and 42.4... costs mentioned in points positions, not exceeding five percent of the cost of a transferable and subject to the provisions set out in paragraph 47 of the cost limit;
57.2. this rule 42.1. subparagraph (if not apply unit cost method), 42.2, 42.3 and 42.4... the position referred to.
58. The beneficiary shall provide the authority with a request for payment, accompanied by an explanation of the rules referred to in paragraph 57 of the reallocation of costs. If this explanation is not filed or the explanation is not justified, liaison body cost reallocation may be considered not to have occurred, notifying the beneficiary of the financing.
59. If the beneficiary does not provide funding for learning conditions for agreement to the extent and within the time limits or other conditions of the agreement obligations, the authority shall inform the beneficiary of the financing and the responsible authority in accordance with the laws and regulations of the European Union's policy of foreign financial aid allocation, renewal or revocation of the suspension order. In this case, the cooperation of the authority has the right to decide on the project funding reduction or termination of the project (Agreement), the agreement with the responsible authority.

The project applicant is invited to submit a project application to the limited application of the project selection N 1.2.
The project proposal is submitted to the responsible authorities within the specified N 1.3.

The project proposal is submitted in paper form to the desired number of copies of the application for the project (the original and a copy of the application (if provided) is cauršūt (caurauklot)) or electronic form, a document signed with a secure electronic signature law on electronic document design established P 1.7.
The project application is signed by the project head of the institution to the applicant or his authorised person P 1.8.
