Cabinet of Ministers Regulation No 1107 in Riga 2010 December 7 (pr. No 71 2) amendments to the Cabinet of Ministers of 21 November 2006, regulations no 966 "order in which military aviation aircraft flying the airspace of the Republic of Latvia" Issued in accordance with the law "on the air" article 117 to make a Cabinet of 21 November 2006, regulations no 966 "order in which military aviation aircraft flying the airspace of the Republic of Latvia (Latvian journal, 2006, nr. 194) the following amendments: 1. Replace the words" in paragraph 7.3 national armed forces air force "with the words" national armed forces ".
2. Delete paragraph 12.2.
3. Supplement with 13.1 points by the following: "13.1 military aircraft for military training flights during the battle of the ammunition used specifically for this purpose created zones of the national armed forces training in progress over the landfill."
4. To supplement the provisions of chapter V with the following: "v. Low flights 16. flights are specific to military tactical military aircraft flights, carried out within the following limits:-not aircraft 16.1 below 61 meters (200 feet) above the surface of the pārlidojam or potentially dangerous objects located no closer than 150 metres (500 feet) from the flight route, with a speed of up to 475 knots;
16.2. helicopters – not less than 15 metres (45 feet) above the surface of the pārlidojam or potentially dangerous objects located not closer than 50 meters (150 feet) from the route of the flight;
16.3. all military aviation aircraft – not more than 610 meters (2000 feet) above the surface of the pārlidojam.
17. The low flights: 17.1. specific airspace structure element (hereinafter referred to as the low flying zone), which shall be established in accordance with the laws of the Republic of Latvia to the airspace structure and its change agenda;
17.2. during daylight hours, starting no earlier than the clock and complete no later than 08.00 18.00 local time;
17.3. not more than four aircraft in one group, and the time interval between the groups is not less than 30 seconds;
17.4. in the light of the information in "aeronautical information publication (AIP) posted on the seasonal bird migration routes and massive settlements on land and sea.
18. it is prohibited to make low flights: 18.1. outside the low flight zone;
18.2. in certain national holidays and public holidays;
18.3. the low flight zone for more than three hours during a period of up to 23:59 after 00.00 local time;
18.4. If the visibility of less than eight kilometres and the distance from the clouds are less than 150 metres (500 feet);
18.5 if military aviation aircraft not equipped with a radio-frekfenc-123.95 MHz reception and broadcasting;
18.6. where military aviation aircraft not equipped with a working secondary radar receiver-transmitter (IFF transponders);
11.6. over Latvian territorial waters to vessels (except in military training warship involved) less than one nautical mile horizontally and less than 300 meters (1000 feet) in the vertical direction;
12.8. above the territory of the Republic of Latvia's land (except the national armed forces of landfill) during the period from 1 March to 1 may;
11.7. above the residential areas that have more than 5000 inhabitants;
18.10. above ground and aerodrome traffic zones;
18.11. above the natural reserves, national parks and wildlife sanctuaries "lubāna wetland" during the period from 1 March to 1 November;
18.12. above the national increase of hazardous objects, industrial risk areas and objects of national significance to ionizing radiation, as well as objects that contain objects electromagnetic field emitting high power plant with a capacity of 10 kilowatt up to one megawatt, and objects of national defence.
19. foreign military aircraft flights below the flight zone is allowed only if you have received a flight authorisation in accordance with the laws and regulations on the procedures of public international law is granted permission to use the airspace of the Republic of Latvia public functions for the foreign aircraft flights of 7 December 1944 Convention on international civil aviation within the meaning of article 3.
20. National armed forces collect requests low flight operations, coordinate the low usage of the availability of flights, shall take a decision on the low flight authorization of usage and at least one month in advance of the national armed forces website publishes information on the internet under the flight zones and their operating time in the next month.
21. The national armed forces to previous working days 10.00 o'clock after the coordinated universal time (UTC) by State joint stock company "Latvian air traffic" low flight zone applications, specify the following information: 21.1. under the name of the flight zone;
21.2. the planned usage of the low flight time in coordinated universal time (UTC);
21.3. aircraft type, registration number and the number of aircraft in the Group;
21.4. aircraft identification mark (Callsign) and transponder code;
21.5. the military air traffic control unit name and contact information;
21.6. the low flight zones of vertical flight limits, if it is not necessary to use the entire range of the height of the zone.
22. by paragraph 21 of these rules in the application referred to in the national joint stock company "Latvian air traffic" shall examine whether, in the light of this provision in paragraph 5, the following priorities and the strategic level the priorities set for the flexible use of airspace, and takes one of the following decisions: 22.1. about permission to use the area below to carry out flights in accordance with the submitted application to its use at the same time, if you have previously logged on to other airspace users or are not applied to the conflict of the flexible use of structural elements;
22.2. for permission to use the area below to perform the flight, informing military aviation unit (under the flight zone of use of the applicant) of area use restrictions, if its use at the same time has previously logged on to other airspace users whether they have applied to the conflict the flexible use of airspace structure element. In such a case, these limits and suggested alternate time line with low flight zone of use of the applicant;
22.3. the refusal to permit the use of the area under the flight, if the area of use of the applicant can make low flights pursuant to this rule 22.2. restrictions referred to or offered an alternative time.
23. the national joint stock company "Latvian air traffic" until the decision taken the previous day after 14.00 o'clock coordinated universal time (UTC) informed the flight zone of low use of the applicant.
24. The national armed forces of the decision taken the previous day to 15.00 after the coordinated universal time (UTC) inform the military aviation aircraft captain.
25. no later than 30 minutes before the start of the low flying military aircraft presented to the master of the State joint stock company "Latvian air traffic flight plan, drawn up in accordance with the 7 December 1944 Convention on international civil aviation, annex 2.
26. Military Aviation prior to arrival of the vessel below the flight area and departure from those communicated to the national joint stock company "Latvian air traffic" aircraft identification mark (Callsign), the low flight zone designation, the direction of flight, the number of aircraft in the group, if flown more aircraft.
27. The low flying to ground flights to and from the area carried out according to general air traffic.
28. The low flying area of the low flight operational air traffic is carried out in accordance with the low flight zone operational rules. Finally, under the flight zone of the period applied for, the use of military aircraft by the master of the vessel shall inform the State joint stock company "Latvian air traffic".
29. the national agency "Latvian geospatial information agency" prepare low flight maps using topographic mapping information, as well as information in "aeronautical information publication (AIP) the" air navigation information.
30. the national agency "Latvian geospatial information agency" free of charge one copy of the low flight maps of the National Agency for Civil Aviation Agency ", State joint stock company" Latvian air traffic "and the National Guard."
