Cabinet of Ministers Regulations No. 1152 2010 in Riga on December 21 (Mon. The Prime Minister, regional development and local Government Minister v. dombrovsky Deputy Prime Minister, Defense Minister a. PABRIKS adopted and approved by the Cabinet of Ministers of 21 December 2010 regulations no 1152 of the Republic of Latvia, the Ministry of defence and the Minister of defence of the Kingdom of Belgium of the memorandum of understanding on cooperation in the field of defence and military relations of the Republic of Latvia, the Ministry of Defense and the Minister of defence of the Kingdom of Belgium, called-"participants", referring to the 1949 North Atlantic Treaty of 4 April;
in the light of the North Atlantic Treaty Organisation in the Member States of the agreement on the status of their forces (NATO sofa), signed in London on 19 June 1951;
contributing to international security and stability improvement of the Charter of the United Nations (UN), the Organization for security and cooperation in Europe (OSCE), the North Atlantic Treaty Organization (NATO) and European Union (EU);
Desiring to strengthen their good and friendly relations;
Desiring to deepen and strengthen cooperation in areas of common interest;
have reached the following agreement: article 1 General information 1.1. This memorandum of understanding on cooperation in the field of defence and military relations (hereinafter-SM) forms the basis for the implementation of cooperation in the protection of the participants and in military matters, a common area of interest.
1.2. this MOU will not affect obligations arising from each participant to other existing bilateral or multilateral international agreements.
Article 2 scope and forms of cooperation 2.1. cooperation between members will be conducted in English, in compliance with its internal competence in the following areas: (a) policy and planning) defence and military aspects of security;
(b) the military education and training);
c) capability development;
d) logistics and procurement;
e) humanitarian, peacekeeping and crisis management operations;
f) other areas by mutual consent of the participants.
2.2. Cooperation may include: (a)) visits, working meetings and workshops;
b) consultancy, exchanges of experience;
(c) military training and exercises);
(d) the material and information) personālapmaiņ;
e) cultural and sport activities;
f) other activities by mutual agreement of the participants.
2.3. to comply with and implement the MOU the conditions in the areas referred to in this article, parties may conclude special agreements or protocols.
Article 3 planning participants agree on common measures next year, if necessary, prepare a detailed cooperation plan up to the end of each year.
Article 4 financial aspects the participants shall bear their own costs in relation to the application of the MOU, unless otherwise decided.
Article 5 PROTECTION of information members guarantee the implementation within the framework of the MOU entered between the protection of the information. Classified information that resulted in, or will be transferred to the mutual implementation of the MOU, will be handled in accordance with the provisions set out in the relevant international instruments in force in respect of the players.
Article 6 of the resolution of disputes any dispute relating to the interpretation or implementation of the MOU will be resolved through negotiation, through consultations and negotiations between the participants.
Article 7 requirements and obligations 7.1. If the NATO sofa are applicable, then the claims and liabilities arising out of or in connection with, the MOU will be dealt with in accordance with the NATO sofa.
7.2. If the NATO sofa is not applicable, then the claims and liabilities arising out of or in connection with, the MOU will be reviewed in accordance with the applicable national and international law.
Article 8 final provisions 8.1. MOU shall enter into force on the date of the last signature. It shall remain in force indefinitely, unless one of the players the other writing in 6 (six) months prior announces its intention to terminate the MOU.
8.2. Notwithstanding the termination of the MOU shall remain in force article 5 (information) rules, article 4 (financial aspects) and article 6 (Dispute resolution) conditions will remain in effect until all outstanding payments and claims are settled.
8.3. The MOU may be amended at any time, participants agreed upon in writing and shall enter into force on the date of signature.

Memorandum OF UNDERSTANDING BETWEEN the MINISTRY OF defence OF the REPUBLIC OF Latvia AND the MINISTER OF defence OF the KINGDOM OF Belgium ON COOPERATION IN the FIELD OF defence AND MILITARY RELATIONS in the Ministry of defence of the Republic of Latvia and the Minister of defence of the Kingdom of Belgium, hereinafter referred to as "the participants", Referring to the provision of the North Atlantic Treaty , dated 4th April, 1949;
Having regard to the agreement between the parties to the North Atlantic Treaty regarding the status of their forces (hereafter-the NATO sofa), signed in London on 19th June, 1951;
Contributing to the enhancement of international security and stability within the framework of the Charter of the United Nations ' (UN), the Organization for Security and Cooperation in Europe (OSCE), the North Atlantic Treaty Organization (NATO) and the European Union (EU);
Willing to intensify their good and cordial relations;
It and the reinforc complemen (menu rngton Line4) cooperation on subjects of common interest;
Have reached the following understanding: SECTION 1 GENERAL INFORMATION 1.1 this memorandum of Understanding concerning defence and military relations (hereinafter referred to as "the MOU") establish the framework for cooperation in the defence and military matters between the participants in areas of mutual interest.
1.2 this MOU will not be affec the resulting commitment for each Participant from other existing bilateral or international agreements the multilaterals.
Section 2 areas AND forms OF COOPERATION 2.1 Cooperation will be carried out by the participants in English within the limits of their internal competencies in the following areas: (a) defence policy and planning) and military aspects of security;
(b) the military education and training);
c) military capability development;
d) logistics and procurement;
e) peacekeeping and humanitarian, crisis management operations;
(f) other areas upon mutual consent) of the participants.
2.2 the forms of cooperation can be as follows: (a) at it, working) official meetings and seminars;
(b) consultation, exchange of) experience;
(c) military training and exercises);
(d) exchange of information, materials) and personnel;
e) cultural and sports activities;
(f) other activities upon mutual consent) of the participants.
2.3 In order to fulfill the provision of this MOU and to implementations that the cooperation in the areas mentioned in this Section, the participants may a specific subject or conclud protocol.
Section 3 PLANNING the participants will agree on common activities for the next year and, if not, may prepare a cessary detailed plan of cooperation by the end of each year.
Section 4 FINANCIAL aspects the participants will bear their own expense in relations to the implementation of this MOU will unless otherwise decided.
Section 5 PROTECTION OF INFORMATION the participants guarantee the protection of information exchanged during the implementation of this MOU. Classifieds information generated or exchanged as a result of the implementation of this MOU will be treated in accordanc with the provision as set forth in international agreements in force, respectiv for the participants.
SECTION 6 settlement OF DISPUTE in Any dispute regarding the interpretation or implementation of this MOU will be settled amicably through consultation and negotiation between the participants.
SECTION 7 claims AND LIABILIT to 7.1 where NATO sofa is applicable, claims and liabilit arising out of or in connection with this MOU in will be deal with in accordanc with the NATO sofa.
7.2 where the NATO sofa is not applicable, claims and liabilit arising out of or in connection with this MOU in will be deal with in accordanc with applicable national and international law.
Section 8 FINAL PROVISION 8.1 this MOU will come into effect on the date of the last signature. It will remain in effect for an unlimited period of time, unless either to the other Participant in the notifu writing 6 (six) months in advance of its intention to terminate the MOU.
8.2 Notwithstanding the termination of this MOU, the provision of Section 5 (Protection of Information) will remain in effect and the provision of Section 4 (Financial aspects) and Section 6 (settlement of Dispute) will remain in effect until all outstanding payments and claims are settled.

8.3 the MOU may be amended at any time by mutual written consent of the participants and will come into effect on the date of signing.
