Cabinet of Ministers Regulations No. 54 in 2011 (January 18. 5. § 16) amendments to the Cabinet of Ministers of 16 December 2003, regulations No. 712 "animal of the herd and the registration of holdings and identification procedures of animals" Issued in accordance with article 12 of the law of Breeding and veterinary law 59. paragraph 5 of article 1 do cabinet December 16, 2003, regulations No. 712 "animal of the herd and the registration of holdings and identification procedures of animals" (Latvian journal, 2003, nr. 180; 2006, 2008 60 no; 72. no; 2009, no. 102) the following amendments: 1. make paragraph 6 by the following: "6. The data center electronic database: 6.1. indicate the cattle owner or holder's name and address, and the number of livestock housing and address the geographical coordinates, identification number, date of birth, date of death or slaughter bovine animals, sex, breed and provenance data, mother's ID number and information on the movement of cattle;
6.2. the horse shall be registered in accordance with the Commission's 6 June 2008 of Regulation (EC) no 504/2008 implementing Council Directive 90/426/EEC and 90/427/EEC with regard to the identification of equidae (hereinafter Regulation No 504/2008), article 21, paragraph 1, and in addition provide horse holding, provenance data, variety, and a description of the horse's characteristics;
6.3. goats and sheep are recorded according to the Council of 17 December 2002, Regulation (EC) No 21/2004, establishing the identification of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and directives 92/102/EEC and 64/432/EEC (hereinafter Regulation No 21/2004), the requirements of section D of the annex, and in addition specify the breed of sheep and goats;
6.4. indication of the owner of the pig or the holder's name and address, country code, and the holding of livestock number and address, their geographical coordinates, the number of pigs, their age and usage of the group, the movement of pigs and the sanitary condition of the shed. "
1.2. to make 18 the following: "6. If the shed is made of animals (excluding swine) insemination, natural mating during the castration, change of use, were born dead animals, abortion has occurred, slaughtered or have died in cattle, horses, sheep and goats, their descendants have died or been slaughtered not labeled, holder of seven days after the above changes shall be completed and submitted to the data center in the event message (annex 4) or animal insemination sheets (annex 5) to record the relevant information in the database. The data center within three working days, these events are recorded in the database. ";
1.3. make 31 the following: "31. Livestock, bee hives and aquaculture farms produce the animals allowed to realise or live animals are allowed to move when the flock, storage and the animals are registered and are labeled according to the requirements contained in these provisions, as well as horses have passports."
1.4. to make 35 and 36 as follows: ' 35. Newborn calves and imported from third countries bovine animals (if they are not being imported for slaughter) represents 20 days of eartags (annex 9), secure them in both ears. Holder within seven days after the name of the animals with ear tags shall inform the data center of the animal's birth.
36. Data Center beef Passport presented, if the animal is exported to other Member States of the European Union or if that Passport requests the competent authority of the third country. The owner or keeper of the data center report on cattle passports design. "
1.5. to supplement the rules by 36.1 points as follows: "36.1 data center after receiving the submissions presented in the cattle passport according to the requirements set out in the Commission's April 29, 2004 Regulation (EC) no 911/2004 of the European Parliament and Council Regulation No 1760/2000 as regards eartags, passports and holding registers, article 6 (1). The design of the passport shall be borne by the owner or holder in accordance with the statutory data centre supplied charge service price list. ";
1.6. make the following paragraph 39:39 ". If the cattle passport lost, data center owner or holder shall issue a duplicate, on the basis of the information in the database and the application of the owner or holder. ";
1.7. put 41.2 points as follows: "41.2 data center based on this provision, the documents mentioned in paragraph 22.2, enter information in the electronic database and inform the owner or keeper, but previous beef back to the original of the passport authority that issued it.";
1.8. make 42 and 43 in the following: "42. pigs with ear tags or tattoos represents a before each animal's movement outside the shed. Identification number of the holding of the record holder in the register of animals (annex 3).
43.2 If the pigs were imported (except into the slaughter) from a third country and carried out tests according to the legislation on veterinary checks procedures to be followed for the importation of the animals in Latvia from third countries before moving outside the housing and within 30 days after the above checks indicate according to the requirements of these provisions, also save the original identity number assigned to the country from which the animal has been introduced. 1.10. to make 44 and 45 as follows: "44. If the pigs are marked with tattoos, this must be clearly legible. If the tattoo becomes illegible, it restores.
45. The pigs with ear-tags, use the two-sided, flexible, disposable plastic ear tag. Individual breeding pigs ear tag number to write with indelible ink or printed. Pigs ear secures the left ear in the middle third. Lost eartags shall be replaced by the new and record this fact in the register of animals in the holding, if the new tag is another animal's individual number. ";
1.11. to complement the 46 in the second sentence by the following: "where the pigs are bred for the holder's own needs, it's a summary of the movements of pigs shall be submitted to the data center a month after the first insertion of a pig shed and a further summary of every previous semester shall be submitted during the month following January 1 and July 1."
1.12. the supplement V to 46.1 points as follows: "the holder, on request, provide 46.1 food and veterinary service information about pigs that were in his possession, including their origin and identification, as well as, where appropriate, the destination of which they kept, transported, marketed or slaughtered.";
1.13. Express 50 as follows: "newborn lambs and 50 kids and from third countries imported sheep and goats (unless the animals imported for slaughter) 20 days marked with ear-tags, embed them in both ears.";
1.14. the supplement to chapter VI 50.1 and 50.2 points as follows: "If 50.1 ovine or caprine animals are exported to another Member State of the European Union, stands for electronic, secure the left ear electronic ear tags.

1.15.
