Cabinet of Ministers Regulations No. 106 in 2011 (February 1. 7. § 36) the procedure for the grant, administered and monitored by national and European Union support for the supply of milk products to the learner's general education institutions Issued under the agricultural and rural development Act article 5, fourth and seventh subparagraph 1. determines the order in which grant, administered and monitored by national and European Union support for the supply of milk products to the learner's general educational institutions, in accordance with the Council of 22 October 2007 Regulation (EC) No 1234/2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (single CMO Regulation), article 102 and the European Commission on July 10, 2008, Regulation (EC) No 657/2008 laying down detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards Community aid for supplying milk and certain milk products to pupils in educational establishments (hereinafter Regulation No 657/2008).
2. national and European Union aid, administration and supervision in Latvia implemented the rural support service (hereinafter service).

4. The State and the European Union support the applicant (hereinafter the applicant) is no 657/2008 of the regulation article 6 referred to in paragraph 2, a person who is: 4.1 registered service customer register according to the regulations on the European agricultural guarantee fund administration;
4.2. This provision was approved as referred to in paragraph 3, for the supply of milk products.
5. the application of these rules referred to in point 4.2 for approval (annex 1), the applicant shall submit service. Service within five working days after receipt of the said application confirms applicant.
6. General education institution in each calendar month, based on student attendance, prepare a report on the use of the delivered milk products (annex 2), showing information on purchased and used dairy products. The report shall be drawn up in duplicate. One copy of the report is stored in a general education institution, and the other shall be submitted to the applicant. If the applicant is a general education institution, the report shall be drawn up in a single original. The requirement to submit a certain number of copies of documents not apllicable if the documents submitted in accordance with the law on electronic document circulation.
7. for national and European support, the applicant shall submit the service: 7.1. application support for the previous calendar month (annex 3);
7.2. General education certificate (annex 4) that it will carry out a programme of support for the requirements laid down in the legislation on the national and European Union support for the supply of milk products to the learner's general education institutions, and will indicate the number of trainees and the number of days of training educational institution where the applicant the application for this educational institution during the school year shall be submitted for the first time. One copy of the certificate is stored in a general education institution, the other to the applicant, and the third was submitted to the service;

7.3.2. the delivery date of the product;
7.3.3. the manufacturer of the product delivered;
7.3.4. the delivered product type and quantity.
8. applicants for five years after receiving confirmation of the rules keep that point 6 and 7.3. documents referred to or their derivatives and, on request, produce them.
9. General education authority which the tenderer or applicant supplied dairy products under these regulations, for a period of five years from the date of first delivery of products in stores and on demand menu displays.
