Cabinet of Ministers Regulations No. 227 in Riga 29 March 2011 (pr. No 20 23) of fundamental and applied research project evaluation, financing and administration order Issued in accordance with the law of scientific activity article 18.1 of the second paragraph of paragraph 2, and article 34, third part i. General questions 1. determines the order in which measurable, financed and opened in fundamental and applied research projects (hereinafter the project).
2. The terms used in the following terms:: 2.1.-the leading scientific researcher, researchers, scientific assistants and University academic staff, as well as doctoral candidates and major;
2.2. the scientific group-scientific personnel and scientific technical staff involved in project implementation. The scientific group's project manager, the project's main performers and performers of the project;

4. Projects financed from the current year national budget allocated funds scientific activities.
5. in order to ensure a balanced representation of the scientific direction and development, while maintaining a high scientific quality, the Latvian Science Council (hereinafter Council) project funding assigned to the national budget funds are distributed by scientific groups.
6. The Council shall make the allocation of funding, based on: 6.1. Science in the scientific potential and performance, as well as the quality of the scientific publications and recognition analysis;
6.2. the Commission of experts of the Council (hereinafter referred to as the Commission) the proposals based on the previous years of the projects submitted to the examiner's findings.
7. 8. 15. Research cooperation project tasks to plan and oversee the implementation project manager. Research coordination is provided by the management group. The management group consists of the project manager and some scientific groups.

19. The contest is held every year. 22. 23. 28. The evaluation of project applications, expert must not come into conflict of interest and disclosure of the information contained in the application, the project involved in the evaluation. 32. in the light of the information available on research development in Latvia and other countries, the experts shall assess the conformity of the projects of fundamental and applied research: 32.1. ability to generate new knowledge;
32.2. the ability to create new technological knowledge (if predictable);
32.3. the importance of planned results science industry as a whole;
32.4. the planned results international scientific competitiveness.
33. the project application to the scientific quality of the expert assessed the information provided in the application, taking into account, if the project is: 33.1. clear achievable goal;
33.2. clearly defined tasks at work and an action plan to meet them;
33.3. the chosen working methods, which correspond and are used effectively to achieve the goals and tasks of the project;
20.8. alternative for the performance variant;
33.5. set achievable results and accounted values;
20.9. wide enough to display the links with other projects and research programs involving the applicant and their representative scientific institution;
20.9. reasonable travel, conferences or meetings of the focus and relevance of the planned tasks.
34. the project manager and main artist scientific qualifications and the qualifications of the expert performers of the project will be assessed by project information contained in the application and added the artist history descriptions (CV).
35. the project manager and main artist research qualification featuring: 21.8. published scientific works, patents, obtained the registered variety, if the following criteria are met: 35.1.1. scientific articles have been published in the international recenzēto editions, are available to the international scientific circulation, quoted in other scientific works, and found international use databases;
35.1.2. scientific monographs are available to the international scientific, information about them can be found internationally used databases;
35.1.3. patents and registered varieties are available to the international scientific chain, sold licences;
35.1.4. published scientific work of international scientific importance movement can approve the quantitative indicators;
21.9.-led projects, thesis and thesis;
35.3. experience in the implementation of research projects and leadership;
35.4. participation in scientific bodies, international cooperation;
22.1. scientific degree.

37. the project feasibility and security expert assessed by project information supplied in the application, taking into account the following: 37.1. the project implementers are entitled to carry out the planned research;
37.2. the project implementer, or their representative scientific body has the necessary scientific equipment or is this hardware may be used in other scientific authorities;
37.3. contracts have been concluded on cooperation in the implementation of the project with several scientific institutions in Latvia or abroad (or those agreements have to be concluded);
37.4. project uses a unique scientific equipment, thereby contributing to the improvement of the scientific infrastructure investment efficiency;
37.5. scientific institutions in 3-d infrastructure meets the conditions required for the implementation of the project;
23.4. project promoters are available sources of scientific information necessary for the implementation of the project.
38. the financial resources Required justification by project expert assesses the information, taking into account that: 38.1. the estimate for the project is transparent and in sufficient detail;
38.2. the estimated costs of the planned tasks is adequate;

If an expert assessment of the overall project is different from any other expert assessment of the project by more than 50%, the Commission organised a discussion of outside experts to agree on the application of the project rating, or attract additional experts for the evaluation of the project.

44.2. comparatively assessed the required financial resources for the project and decide on the preferred amount of financing of the project, if necessary, in consultation with the project manager;
27.5. define the assisted and non-assisted projects, subject to the Council specific funding allocation;
27.6. preparing its opinion on the draft submissions and submit it to the Council.
IV. Project financing 45. a decision on the financing of the project or the rejection of the application, the Council shall adopt, within three months from the date of receipt of the application. The Board shall issue a decision as an administrative act and sent to the project applicant. The Council's decision may be appealed to the Court of Justice of the administrative procedure law.
46. The Council has the right to adjust the eligible project, these adjustments in coordination with the project applicant. Adjustments in the project can relate to the funding to be allocated for the project, project tasks, and provided for its implementation, but should not significantly alter the objectives of the project and change the number on the side of the project referred to in the application, the main project contractor. After adjustment, the Council shall decide on the financing of the project and send it to the applicant, this provision of the project referred to in paragraph 45.

48. V. project administration 49. 53. If the Council receives an application for a change of the scientific institutions, it shall immediately inform in writing the administration. The Administration suspended further during the current phase of the project funding. During the month, the Council shall examine the application of this provision, assesses the 52.3. scientific institutions referred to in compliance with the rules referred to in paragraph 37 of the criteria and decide on the scientific institutions or for the rejection of the application. The Council's decision may be appealed to the Court of Justice of the administrative procedure law.
54. After the receipt of the decision on the change of the scientific institutions, administration, project manager, and both of these rules referred to in paragraph 52. scientific institutions signed an agreement protocol on amendments to the agreement. With this agreement may not be amended project objectives and tasks and increase the funding for the project. 55. further to the decision that the application for the change of scientific institutions is rejected, the project manager and the scientific authority can continue the implementation of the project. If the project leader or a scientific institution decides not to continue the implementation of the project, the contract is terminated in accordance with the procedure laid down therein.
56. the project manager shall provide: 56.1. financial report on the use made of the financing granted to the project (Appendix 5) (hereinafter referred to as the financial report)-twice a year;
56.2. scientific overview of the implementation of the project, an overview of the scientific members (annex 6 to the agreement), as well as the acceptance and transfer of the project Act (annex 7 to the agreement) – once a year.
57. The scientific review of the implementation of the project in the previous project phase or the final scientific report project manager submits the information system to the current year third Monday of January. Scientific report on the implementation of the project approved by the scientific authority specified in the contract.
58. on the basis of the current year the draft scientific report, the Council shall, within two months from the receipt thereof shall draw up a report on the scientific usefulness of the project and submitted to the Ministry of education and science in one copy in the computer, as well as DOC or DOCX sent electronically in the format to Ministry of education and science of the electronic mail address (pasts@izm.gov.lv). That report shall be published by the Council in its homepage on the internet.
59. the half-yearly and annual financial statements, the report of the scientific members and adoption of legislation and prepares a scientific authority specified in the contract. 60. If the scientific authority of this provision in paragraph 59 above are not submitted within 30 days after the deadline, as well as project manager or scientific institution does not comply with any other contractual obligations, the Administration can stop future funding of the project, shall immediately send a written warning to the project leader and scientific institution, asking to meet obligations and informing about the consequences of non-compliance.
61. If within 14 days of the rules referred to in paragraph 60 of the alert sending project manager or scientific authority does not comply with the relevant obligations, the administration shall immediately notify the Council in writing. The Council shall examine this information month, if necessary, request the scientific institutions and the project manager for clarification. If the Council finds that the project manager and the scientific authority: 61.1. has fulfilled the obligations set out in the Treaty, the Council shall immediately inform in writing the Administration, and the Administration resumed the project financing;
61.2. to fulfil the commitments laid down in the Treaty, the Council shall decide on the termination of the project. The decision to send the project leader and scientific institution, but a certified copy of the decision of the administration. The Council's decision may be appealed to the Court of Justice of the administrative procedure law. After the purported date of receipt of the copy of the decision of the Administration unilaterally terminated the contract.
62. the scientific institution without prior coordination with the Administration, can be done in a separate contract price calculation under the heading changes up to 10% of funding (including) and changes in the composition of the performers of the project up to 50% (inclusive) without increasing the total project funding. 63. the scientific institution by submitting the application, may request the Administration to make a separate contract price calculations for heading changes up to 20% of the funding (including) without increasing the total project funding. The application shall be accompanied by information that justified the changes referred to in this paragraph, as well as the signed agreement on amendments to the agreement. Scientific institution is obliged at this point to submit these documents no later than 14 days before this provision, the period referred to in paragraph 59.
64. The Administration of the half-yearly and annual financial statements, and reports of the scientific group of the project examine the month of their reception.

65. If the Administration finds that the funds allocated for the implementation of the project is used not specified in the contract, the project objectives or tasks or individual contract price calculation heading down funds is exceeded by more than 20%, or the artist's composition is changed by more than 50%, as well as the provisions of paragraph 64 of the document referred to in the Treaty of the non-compliance or regulatory provisions, the administration shall immediately notify the Council in writing.
66. the Council shall examine this month referred to in paragraph 65 of the rules of the information, if necessary, request the scientific institutions and the project manager for clarification. 66.2. the discrepancy in scientific institutions the documents submitted, it shall take a decision on the termination of the project. The Council's decision may be appealed to the Court of Justice of the administrative procedure law. After the purported date of receipt of the copy of the decision of the Administration unilaterally terminated the contract.
67. The Administration is entitled to examine the project in the use of funding allocated to scientific institutions. Administration has the right to demand repayment of all the scientific institution of the current phase of the project within the financial resources received 55 of these rules in the second sentence of paragraph and 61.2. and in paragraph 66.2. the cases, as well as if the project is terminated after the project leader and scientific institutions of the decision taken.
68. on the basis of the current year the annual financial statements, the Administration two months from the receipt thereof shall draw up a report on fundamental and applied research projects granted funds to the State budget and submitted to the Ministry of education and science in one copy in the computer, as well as the electronic transmission, DOCX, DOC XLS or XLSX file format to the Ministry of education and science electronic mail address (pasts@izm.gov.lv). That report shall be published by the Administration in its homepage on the internet.
69. The Administration shall ensure access to project financial statements to complete the project.
70. the Ministry of education and science has the right at any time to require the Administration to draft financial statements for the project implementation stage.
