Cabinet of Ministers Regulations No. 409 in 2011 (24 May. No 32 34) natural barring "Babīte Lake" personal protection and terms of use are Issued in accordance with the law "on especially protected natural territories" of the second subparagraph of article 14 and article 17, second paragraph i. General questions 1. determines: 1.1. natural barring "Babīte Lake" (hereinafter referred to as the natural restricted area) and use the individual protection arrangements;
1.2. identification of natural barring special information used for mark and its creation and use.
2. the Nature of the restriction is to keep waterfowl feeding in important nesting and moulting sites, an important resting place for migration, as well as to protect the interest of Europe to protect special habitats (naturally eitrof Lakes with submerged aquatic vegetation of the peldaug and and river floodplain meadows) and bird species – small merganser, sea eagle, least tern, and others.
3. Natural restricted area of 2988 hectares. Its functional area scheme and planned a public nature tourism and infrastructure arrangement set out in annex 1 of these provisions, functional area within the description in annex 2 of these rules.
4. the nature of the natural boundary of the restricted area in the stands with a special informative sign, a model of which, and the procedures for using these provisions set out in annex 3.
5. Natural restricted area in the following functional areas: strict mode 5.1 area;
5.2. the behavior of nature area;
5.3. the natural park area.
6. Natural area identifies barring three season barring: 6.1 the Central season barring: 6.1.1. Central season barring the southern part of the July 1 March 1;
6.1.2. the Central season barring the north part from 1 June until 1 March;
6.2. the Spuņņup of the season barring from July 1 until March 1;
6.3. the season barring Compulsory from august 1 until March 1.
7. the nature protection authority specifies a restricted availability status information about the barring of nature especially protected species Habitat, and specially protected habitat location if its disclosure could harm the environment. The following information shall be distributed only to the nature protection management written permission.
8. the nature protection authority when issuing a written permission or agreement of the activities mentioned in the rules, use the nature protection plan information and the latest information available concerning specially protected species and natural habitats the barring. Nature protection management authorization is not required for this provision 10. actions referred to in paragraph 1 in accordance with the laws and regulations on environmental impact assessment in national environmental service shall issue technical rules or carry out an environmental impact assessment.
II. General aprobežojum throughout the territory of the natural closed 9. Natural restricted area: closed 9.1. landlords, legal possessor or the users own or use existing real property to limit the movement of visitors through the roads and trails, for protected areas and the existing infrastructure for viewing;
9.2. do industrial fisheries;
9.3. waterfowl hunting use projectiles containing lead, as well as to be in the area with leaded ammunition;
9.4. to deal with underwater hunting;
9.5. move around the Lake and the River are Protected with vessels and other floating means, using internal combustion engines, excluding State and local authority officials and authorized persons, which is controlled by environmental regulations, as well as of human rescue and search efforts. Entering the Lake only from the docks and boat deck;
9.6. stay in the Lake daily dark, except for the period from 1 June to 31 august;
9.7. to engage in water sports and water sports to use the devices and equipment during the ice-free season, except for fishing within these rules, ūdensmotosport and water skiing competitions, as well as the national armed forces and militia training;
9.8. deploy floating buildings and construct buildings to piles of surface ūdensobjekto;
9.9. burn dry grasses and reeds. Prohibition does not apply to specially protected habitat restoration measures that are received by the environmental protection administration's written authorisation and which are informed in writing of the reaction and the institution responsible for fire-fighting;
9.10. to cut shrubs from 1 April to 31 august;
9.11. to leave the roads and move by motor vehicles, tricycles, quadricycles and mopeds over agricultural lands, except for movement along the route who specifically created for visitors to the area, or movement associated with this land, monitoring or management of national defence tasks;
9.12. the installation of camps and build tents outside the designated places or without coordination with the land owner;
9.13. bonfire outside the specially-built sites that provide no further spread of the fire, except the fire fire yards and the incineration of residues of digging;
9.14. perform operations that can change the surface and ground water level, except for existing water level management and regulatory structures, to prevent the flooding of the territory outside the natural behavior, as well as habitat management measures by harmonization with nature protection management;
9. to install wind power plants, the highest point of which will exceed 30 metres;
9.16. getting valid minerals, except for the abstraction of drinking water for personal use;
9.17. to reduce the destruction of animals – mow agricultural land, away from the edge toward the Center;
9.18. lands that have access to the Lake, to have more than one dock (specially built to hold the boat and beach entry pool) or boat (landscaped Pier, which owner boat rentals or travel services).
10. Without nature protection management written permission forbidden: 10.1. carry out activities that result in changes of Lake shoreline and seabed;
10.2. installation of the public nature of tourism and the cognitive infrastructure objects (such as trails, watch tower, the parking lot, the visitor center and information centres), except for items specified in annex 1 to these rules;
10.3. changing the land use category, except those listed in annex 1 of the rules of nature tourism and cognitive infrastructure deployments;
10.4. installation of new or expand existing dock and boat deck;
10.5. take the road, utilities and other civil engineering works of restoration and reconstruction, if you change the width of the route or location.
III. the Strict mode Strict mode zone 11 zone is designed to ensure a smooth nesting waterfowl and feathers, as well as throwing rest during migration and asylum of the hunting season.
12. Strict mode is prohibited in the Lake area residence and movement, as well as economic and other activity except: 12.1. site protection regime controls, as well as people in the rescue and search activities;
12.2. the stay in the territory during the period when the Lake has built up ice cover;
12.3. the nature protection management written permission: 12.3.1. scientific research and monitoring;
12.3.2. specially protected ecosystem, Habitat, and specially protected species habitat protection and conservation measures required for implementation;
12.3.3. Reed cutting from 15 July to the beginning of the hunting season for waterfowl and from 1 November to 15 March.
IV. Natural area 13. barring natural barring zone created to provide waterfowl migration, nesting, moulting and throwing the rest during migration, nesting birds, grassland and floodplain meadow.
14. Natural barring area prohibited to: 14.1. installation of the cranberry plantation;
14.2. mow the Meadow from 1 April to 15 July;
14.3. to damage or destroy (also ploughed or cultivating) floodplain meadows;
14.4. without nature protection management written permission: 14.4.1. organize public events, with more than 50 people;
14.4.2. implement specially protected ecosystem, Habitat, and specially protected species habitat protection and conservation of the necessary measures.
15. land unit Division is permitted only in cases where the individual unit of land area after cutting is not less than 10 hectares. This condition does not apply to ground units that are separated in the infrastructure and utilities construction and maintenance and building conditions which determine the local government planning as well as in cases where the property is separated from ground unit with housing and outbuildings, courtyard and land required for the farm.
16. the Central season barring is established to provide waterfowl nesting undisturbed rest and during spring migration.
17. season of the Spuņņup restriction is designed to ensure a smooth nesting, hatching and feather of the Black-headed gulls a colony throwing.
18. of the season barring Compulsory is designed to ensure the necessary conditions for waterfowl moulting.
19. Season of the liegumo Lake prohibited economic and other activity except: 19.1. site protection regime;
19.2. scientific research and monitoring;

19.3. the stay in the territory during the period when the Lake has built up ice cover;
19.4. waterfowl hunting;
19.5. Reed mowing after coordination with the environmental protection administration from 15 July to waterfowl hunting season, and from 15 November to 1 March;
12.2. fishing and the entry of boats (subject to the provisions referred to in paragraph 9.6. conditions).
20. a central Entry season barring the North from the southern part of the period from 1 June to 1 July only by specially marked path.
V. natural park area 21. Natural park area has been created to ensure the meadow birds (cut, ormanīt, little ormanīt, meadow rain), as well as to ensure the nesting of protected habitats – River floodplain meadow-conservation.
22. Natural park area prohibited to: 22.1. installing a cranberry plantation;
22.2. to divide the land into agriculture and other land units smaller than three hectares, except where the land is detachable necessary infrastructure or construction or maintenance of utilities and building conditions determine the local government planning;
22.3. mow the Meadow from 1 April to 15 July;
22.4. to damage or destroy (also ploughed or cultivating) floodplain meadows.
23. the public measures, with more than 100 people, organized, in coordination with the environmental protection administration.
VI. final question 24. Be declared unenforceable in the Cabinet of Ministers of 28 March 2000, the provisions of no. 115 "natural" Babīte Lake barring "personal protection and terms of use" (Latvian journal, 2000, 2002, 117/118.nr.; 94. no).

3.4. the sign does not install on the roads (including the tracks).
4. Mark (preparation) and deployment provides the management of nature protection, in cooperation with the relevant authorities.
