Cabinet of Ministers Regulations No. 474 in Riga on 21 June 2011 (pr. No 39 40) bovine animals, swine, sheep, goat and horse breeding animals, their semen, ova and embryos certification issued in accordance with the breeding and animal breeding law article 7 of the second paragraph of point 5 i. General questions 1. determines the order in which certifies the bovine, porcine, ovine, caprine and equine species (hereinafter referred to as the breeders) and their semen, ova and embryos (referred to as breeding material).
2. Breeding and breeding material can be certified to use if: 2.1. it is acquired or purchased and intended for use according to the breeding program, developed by the respective breed livestock breeders ' organization that is allowed to breed livestock breeders organization status according to the legislation on agricultural variety breeding organization eligibility criteria and breed livestock breeders organization status (hereinafter referred to as the Organization);
2.2. its breeding value corresponds to the breeding program, these indicators;
2.3. the breeders and breeding material is assessed by descendants of productivity (horses – after the progeny) or is it inspected breeders and breeding material;
2.4. the breeders is labeled according to the laws and regulations on livestock, the livestock and housing registration procedures, as well as the designation of farm animals;
2.5. the breeding material is collected, processed and stored in the sperm preparation and storage centers, registered according to the legislation on veterinary requirements of the bovine, porcine, ovine, caprine and equine species and ova and embryos of the equine, ovine and caprine species, as well as the movement of semen on embryo transplant business, preparation of the semen and semen storage centre.
II. the issue of the certificate and the validity period extension 3. and its breeding Breeding material certificate (annex 1) issued by the Organization in the exercise of the breeding program.
4. the period of validity of the certificate of breeding animals is determined for a period of not less than one year, or during the trial, in which the assessment of the genetic value of breeding material, but the period of validity of the certificate is determined up to the time of use.
5. in order to receive the certificate, the genetic and breeding material submitted in the application to the relevant organisation certificate (annex 2). The application shall be accompanied by the following documents: 5.1 the genetic copy of ciltskartīt or if or breeding breeding material purchased in another country, certificates of origin, copies of the original language of the issuing country and its translation;
5.2. the document certifying the animal infectious disease surveillance required in the mandatory measures of the breeding range in accommodation or health (health) a copy of the certificate, if the breeders and breeding material bought in another country;
5.3. for cattle and horses – test report, confirming the origin of the breeding animals (blood analysis or DNA analysis results).
6. the Organization's in the month following receipt of the application, examine the rules referred to in paragraph 5 and shall adopt one of the following decisions by giving it to the person who submitted the application for certificate issuance: 6.1;
6.2. concerning the refusal to issue a certificate.
7. To extend the period of validity of the certificate of breeding, the person at least two months before the expiry of the period of validity of the certificate shall submit an application for the extension of the Organisation (annex 3). The application shall be accompanied by the following: 7.1 a document showing the animal infectious disease surveillance required in the mandatory implementation of the measures;
7.2. the genetic breeding value estimation.
8. If the genetic evaluation of breeding value of breeding program meet the requirements, the Organization shall extend the period of validity of the certificate, save the first issue the certificate serial number.
9. The Organization shall not issue a certificate or extend the validity period, if these rules are not complied with these conditions.
10. the Organization for which the national agency "data center" (hereinafter referred to as the data center) provided the access rights to the data center, the seven working days after the issue of the certificate data center database, enter the necessary information about the issue bovine, ovine, caprine and equine species and their breeding material certificates or certificate validity extension.
11. the Organization, which does not have access to the data center, the seven working days after the issue of the certificate sent to the data center information on issued bovine, ovine, caprine and equine species and their breeding material certificates or certificate validity period extension, indicating the breeders name, identification number, birth data, the number of the certificate, date of issue and term of validity.
III. Closing questions 12. provisions shall enter into force on July 1, 2011.
13. the certificates issued and breeding breeding material up to the date of entry into force of the provisions shall be valid until the certificate expires.
14. The provisions referred to in paragraph 5.3 requirements for horses shall enter into force on January 1, 2012.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 18 June 1987 directives 87/328/EEC concerning pure-bred breeding animals of the bovine acceptance for breeding;
2) Council of 5 March 1990 directive 90/118/EEC on pure-bred breeding pigs for breeding for recognition;
3) Council of 5 March 1990 directive 90/119/EEC of hybrid breeding pigs for breeding.
