Cabinet of Ministers Regulations No 564 Riga, July 12, 2011 (pr. No 43 43. §) rules on waste management national and regional plans and waste prevention programmes are issued by the State in accordance with the waste management Act, article 9, fourth subparagraph and article 11, second part i. General provisions 1 the questions determines: 1.1. national plan of waste management and waste management regional plan (hereinafter referred to as the waste management plans);
1.2. the waste prevention programmes (hereinafter referred to as the program);
1.3. the waste management plan and program harmonization and public consultation, implementation, assessment and review procedure;
1.4. the prevention of the qualitative and quantitative indicators.
II. The waste management plan shall contain 2. the waste management plan in the country include the following: 2.1 national plan of waste management objectives and measures to achieve these objectives;
2.2. characteristics of waste management country: 2.2.1 the bodies involved in the management of waste and waste managers responsibilities;
2.2.2. analysis of waste management, including information about generated, collected, recycled and disposed waste, their quantity and source for the following wastes: 2.2.2.1. municipal wastes, including biodegradable waste;
2.2.2.2. the production waste;
2.2.2.3. hazardous waste;
2.2.2.4. oil product waste;
2.2.2.5. the waste batteries and accumulators;
2.2.2.6. waste electrical and electronic equipment;
2.2.2.7. the rundown vehicles;
2.2.2.8. the medical authorities and veterinary waste;
2.2.2.9. polihlorēto biphenyls and terphenyls polihlorēto containing wastes;
2.2.2.10. construction and demolition waste structures, including asbestos-containing construction and demolition waste structures;
2.2.3. the existing system of waste management, including waste selective collection systems, waste disposal and recovery installations;
2.3. the projections for the waste management plan contained in the waste stream development plan;
2.4. measures to be taken to improve the provision of waste referred to in point 2.2.2 preparing for re-use, recycling, recovery and disposal of waste without risk to the environment;
2.5. assessment of waste management system development, in addition to the required infrastructure for distributed garbage collection, about need new waste recovery or disposal facilities and on the recovery or disposal facility;

2.7. planned waste management technologies and methods;
2.8. the waste management plan of the national authorities;

2.12. the evaluation of the plan's compliance with laws and regulations in the field of waste management and the manner in which the measures included in the plan will contribute to the statutory objectives.
3. regional plans of waste management shall include the following information: 3.1. the region covered by the regional waste management plan;
3.2. regional waste management plan objectives and measures to achieve these objectives;
3.3. Description of waste management in the region: 3.3.1. analysis of waste management, including information about generated, collected, recycled and disposed waste, the quantity and source of waste management in the region, according to the rules referred to in point 2.2.2 wastes;
3.3.2. the existing system of waste management, including waste selective collection systems, waste disposal and recovery installations;
3.4. the projections for the regional waste management plan contained in the waste stream development plan;
3.5. the steps to be taken to improve the provision of waste referred to in point 3.3.1 preparing for re-use, recycling, recovery and disposal of waste without risk to the environment;
3.6. the evaluation of the waste management system development, in addition to the required infrastructure for distributed garbage collection, about need new waste recovery or disposal facilities and on the recovery or disposal facility;
3.7. the rules referred to in point 3.6 the expected capacity of the equipment and the location criteria;
3.8. for the regional waste management authorities responsible for implementing the plan;
3.9. the regional waste management plan for the implementation of the measures provided for and in addition to the required available funds and the source, including the created waste management infrastructure maintenance costs;
3.10. the evaluation of the regional waste management plan in compliance with the laws and regulations in the field of waste management and the manner in which the measures included in the plan will contribute to the statutory objectives.
4. the waste management plan in the country include: Chapter 4.1 of the packaging and packaging waste according to the regulations on packaging;

8. Waste prevention measures are evaluated according to the following quantitative indicators: 8.1 the amount of waste in the household (kilograms per capita);
8.2. the total quantity of hazardous waste (tonnes per year);
8.3. the total amount of municipal waste generated (tonnes/year);
8.4. the revised total amount of municipal waste (a percentage of the amount emitted per year);
8.5. the total amount of hazardous waste processed (a percentage of the amount emitted per year);
8.6. the total revised production volume (percentage of the year in the amount of waste generated in the production);
8.7. the total amount of municipal waste disposed (tonnes per year);
8.8. the total production volume of the waste disposal (a percentage of the amount emitted per year);
8.9. the total amount of hazardous waste disposal (a percentage of the amount emitted per year).
IV. the waste management plan and public consultation, implementation, assessment and review procedure 9. the waste management plans and programmes of action under the Cabinet of Ministers regulations govern the arrangements.
