No 43 47) order in which train natural persons livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos, and the order in which these persons are issued and rescinded certificates and Certificates Issued in accordance with the breeding and rearing of animals article 13 of the law fifth i. General questions 1. determines the order in which trained persons conducting the evaluation of livestock, artificial insemination of the oversight of the ova and embryos, transplantation (hereinafter person), as well as the order in which these persons are issued and revoke the relevant certificates and licences.
2. the State agencies "agricultural data centre" (hereinafter referred to as the data center) certificate and certificate got individual register (hereinafter register) is a national information system "agricultural data centre information system".
II. the issue of the certificate, and the organisation of the training cancellation 3. Livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos of the certificate (hereinafter certificate) is issued to a natural person and cancels the data center.
4. A person may receive a certificate: 4.1. evaluation of livestock, if a natural person shall meet the following requirements: 4.1.1 it is higher education in agriculture (livestock specialist) or veterinary medicine (veterinary qualification) or higher education in agriculture (crop husbandry and horticulture specialist) by learning course of study in the bee, if a person is eligible for a certificate of assessment of honey bees;
4.1.2. it is in accordance with the laws and regulations for breed livestock breeders organization eligibility criteria and breed livestock breeders organization status recognised organisation (hereinafter referred to as the Organization) issued proof of practical skills in the evaluation of farm animals by a natural person who has a certificate of assessment of farm animals;
4.2. monitoring of livestock if the person meets the following requirements: at least it 4.2.1 average vocational training in agriculture (mastered the training program in animal husbandry or veterinary medicine);
4.2.2. the Organization has provided proof of practical skills under the supervision of farm animals by a natural person who has a certificate, under the supervision of farm animals;
4.3. the artificial insemination of farm animals, if a natural person shall meet the following requirements: 4.3.1. at least in the medium has a vocational training in agriculture (mastered the training program in animal husbandry or veterinary medicine) or professional education in the artificial insemination of animals;
4.3.2. the Organization has provided proof of practical skills for the artificial insemination of farm animals in a natural person who has a certificate of the artificial insemination of farm animals;
4.4. Agriculture of ova and embryos of animal transplants, if a natural person is a graduate in veterinary medicine (veterinary qualifications obtained and are veterinary practice certificate) or higher medical biologist (doctor or physician bioķīmiķ biofiziķ).
5. for a certificate under the supervision of farm animals get physical person with at least secondary education, certificate of farm animals to perform monitoring in one herd and at least three years experience in relevant animal species and the supervision of monitoring at the time of the infringement have been found breeding area, but not this rule 4.2. education, referred to a person acquire the theoretical and practical training courses.
6. in paragraph 5 of these rules the person undergoing the 70 hours of theoretical and practical training of 50 hour course that includes the following topics: 6.1 agricultural animal breeding and breeding grounds;
6.2. the removal of livestock and breed;
6.3. the agricultural animal nutrition and welfare;
6.4. livestock and livestock tracking and tagging animals;
6.5. the monitoring system and the Organization of work in document filling;
6.6. the veterinary requirements and first aid on the farm animals.
7. This provision of the natural person referred to in paragraph 6 of the theoretical and practical training course to acquire the educational institution or a data center. Practical training in an educational institution or a data centre in collaboration with the organization. After the training course, educational institution, or a data center, a natural person shall be issued a certificate of training.
8. in order to receive a certificate, an individual sort test.
9. A practicing veterinarian who is Latvian society veterinarian veterinary practice certificates issued by certificate rules 4.3 and 4.4 the transaction referred to, can be obtained by submitting the data center application and not the sort of rules referred to in point 8 verification test.
10. to sort test, a physical person data center: 10.1. application;
10.2. a copy of the identity document;
10.3. this rule 4.1, 4.2 or 4.3. the proof referred to in subparagraph on practical skills in the field of activity concerned or the provisions referred to in paragraph 7 of the theoretical and practical training in a copy of the identity document, with the exception of this rule 4.4. natural persons referred to in point.
11. Before the test, the test sort data center physical person presented identity documents.
12. Data Center information about the possibility of a natural person to apply this provision in paragraph 8 verification test, indicating the logon expiration and verification test sort of time and space, place the Web site, the address of which is specified in the State regional development agency in the public service (hereinafter referred to as the directory).
13. Data Center verification test prepares questions for breeding, if needed, by experts of the sector concerned.
14. Verification of adopted test data center established a Commission (hereinafter the Commission). The President of the Commission and the work of the Commission is responsible for checking the progress of the test.

15. Before the test, the test sort the President of the Commission shall inform the individual of the inspection and test procedures of the Commission.
16. the Secretary of the Commission to draw up a verification test protocol.
17. Natural person checks during the test provided written responses to 40 questions. Check test is fine, if it provides not less than 36 correct answers (90 percent).
18. the Commission's decision on the issue of the certificate, or of the refusal to issue a certificate based on the results of the test, the test and reported it to a natural person.
19. If the Commission adopted the decision on the certificate, the data center within three working days of its notification is issued to a natural person certificate without a time limit.
20. the certificate shall state: 20.1. receiving the certificate name, surname and personal code;
20.2. the scope in which the certificate holder is entitled to operate;
20.3. the certificate registration date and number.
21. The data center within three working days after the decision on the issue of the certificate shall be entered in the register the particulars of the natural person to whom the certificate is issued.
22. The data center of the physical person who is issued a certificate Web site, the address of which is given in the catalogue, specify the following information: 22.1. the name, address, County and district;
22.2. the certificate, the date and number of the registration;
22.3. scope;
22.4. the status of the certificate (in effect, temporarily suspended or revoked).
23. A natural person who has received a certificate, not less frequently than every five years, attending educational institutions, data center, or organization acting skills, as well as courses, seminars and conferences in the field of activity concerned (not less than 16 hours) and submitted to the data center skills with a copy of the identity document.
24. If a natural person has received a certificate, five years is not raised the qualifications in the field, the data center based on the breeding and rearing of animals Act paragraph 12 of article 5, provisionally suspend an individual's action until it submits the data center skills supporting documents in accordance with the provisions of paragraph 23.
25. The rules referred to in paragraph 23 of the requirement does not apply to the physical person who has received a certificate in the artificial insemination of farm animals, which has a higher education in veterinary medicine and not less than 20 years has done by artificial insemination of farm animals.
26. If a natural person has received a certificate has not adhered to the requirements of the legislation in the area of breeding, the data center according to point 8 of these regulations require natural sort test.
27. Data Center cancels a certificate, if the person: is provided knowingly 27.1. false information in the field concerned;
27.2. has repeatedly breached the legislation in the relevant field of activity;
27.3. three years after the receipt of the certificate is not started transaction scope defined on the certificate.
28. A natural person has the right to challenge and appeal against the decision of the data centre of the administrative procedure law.
III. Certificate issuance, cancellation and organizing training 29. monitoring of livestock and artificial insemination certificate (hereinafter certificate) is issued to a natural person and cancels the data center.
30. A natural person can get the certificate if it acquired the theoretical and practical training courses in the field of activity concerned (theoretical training course is to acquire the physical person who is at least average vocational training in agriculture (mastered the training program in animal husbandry or veterinary medicine)): 30.1.  18 hours of theoretical and practical training of 10 hours of supervision of farm animals;
30.2. the 18 hours of theoretical and practical training of 15 hours of artificial insemination of farm animals (except the pig);
30.3. the six hours of theoretical and practical training of two hours for the artificial insemination of swine.
31. the training course includes the following topics: 31.1. monitoring of livestock: livestock 31.1.1. and breeding grounds;
31.1.2. agricultural animal nutrition and welfare;
31.1.3. livestock and livestock tracking and tagging animals;
31.1.4. monitoring of the system and fill in the document;
31.1.5. veterinary requirements and first aid on the farm animals;
31.2. the artificial insemination of farm animals: 31.2.1. cultivation and livestock breeding grounds;
31.2.2. agricultural animal nutrition and welfare;
31.2.3. livestock and livestock tracking and tagging animals;
31.2.4. farm animal anatomy and Physiology;
31.2.5. veterinary requirements and first aid on the farm animals.
32. Natural person 31. these provisions referred to theoretical and practical training course to acquire the educational institution or a data center. Practical training in an educational institution or a data centre in collaboration with the organization. After the training course, educational institution, or a data center, a natural person shall be issued a certificate of training.
33. in order to receive the certificate, the individual data center: 33.1. applications;
33.2. the rules referred to in paragraph 32 of document formal training.
34. prior to the receipt of the certificate data center physical person presented identity documents.
35. Data Center within three working days following that rule referred to in paragraph 33 of document receipt shall be issued to a natural person certificate without a time limit.
36. Certificates shall specify: 36.1. name of consignee certificate name and ID number;
36.2. the note on the rights of the holder of the licence to engage in certain activities;
36.3. the registration number of the herd in which the natural person will carry out monitoring of livestock or artificial insemination;
36.4. the registration of the licence date and number.
37. Data Center within three working days after the issue of the certificate shall be entered in the register the particulars of the physical person who issued the certificate.

38. an individual who has received a certificate, not less frequently than every five years, attending educational institutions, data center, or organization acting skills, as well as courses, seminars and conferences in the field of activity concerned (not less than 16 hours) and submitted to the data center skills with a copy of the identity document.
39. If a natural person has received a certificate, five years is not raised the qualifications in the field, the data center based on the breeding and rearing of animals Act paragraph 12 of article 5, provisionally suspend an individual's action until it submits the data center skills certificate in accordance with paragraph 38 of these rules.
40. Data Center cancels the licence, if the person: is deliberately provided 24.9. false information in the field concerned;
40.2. has repeatedly breached the legislation in the relevant field of activity.
41. Data Center decisions may be challenged, and to appeal to the administrative procedure law.
IV. Closing questions 42 to this provision to the date of entry into force of the issued licences and certificates are valid until the date of expiry stated therein, unless they are cancelled in accordance with the procedure laid down in these provisions. Natural person three months before expiry of the period of validity of the certificate shall submit the data center application for the certificate in the field without a verification test sort, if an individual is raised according to qualifications requirements of these provisions.
43. These rules 5, 6 and 7 are valid until 1 July 2012.
