Cabinet of Ministers Regulations No 773 in 2011 (October 4. No 57 41) the procedures for granting state aid in the European Union by way of compensation for the "support measures for young farmers" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the State and the support of the European Union (hereinafter referred to as aid) procedure for the "young farmers" (hereinafter measure).
2. acceptance of application projects, project submissions shall evaluate and select, adopt and communicate, as well as support for the request in accordance with the laws of the State of the European Union and the granting of aid for rural and fishery development.
3. objective of the measure is to promote young people's involvement in the Treaty on the functioning of the European Union annex I not referred to in processed agricultural products, excluding fishery products (hereinafter the agricultural products), permanent production to promote economically viable farms or companies (hereinafter holding) establishing or taking over and ensure the rejuvenation of the labour force in the agricultural sector.
II. conditions for the receipt of Aid, the nature and extent of the implementation of the action the site 4 is a rural support service in the North, Austrumlatgal and Dienvidlatgal of the regional administrations in the territory of Latvia covers except Republican city and County territorial units-cities that have more than 5000 inhabitants. 5.2.2. where Member-natural person who complies with the provisions in paragraph 5.1, owns more than 51 percent-the share capital of the holding.
6. supports the applicant throughout the preparation and implementation of the project during the use of the rural development programmes of technical assistance activities for the "national network" of funded consultant services provided by the consulting firm, which provides a national rural network, to consultant: 6.1. after the applicant's request the preparation of project submissions;
6.2. check and harmonise the application of the project, when it is prepared by the tenderer;
6.3. the entire commitment period (five years after the approval of the application by the applicant or by support the registration status of a legal person, if the decision to grant support is taken before) according to this provision the monitoring 11. prepare point requirements in the implementation of the development plan;
6.4. coordinate the necessary modifications of a farm development plan.
7. supports the applicant before preparing the project with this Regulation referred to in point 6 of consultants, contract consultant responsibility for compliance with the holding of the project development plan.
8. the applicant shall meet the following conditions for receiving public funding: 8.1. the project reaches a particular event target;
8.2. at least 50 percent of these rules 5.1. and 5.2.2. referred to an individual's income in the third year and concluded the subsequent commitment period the income deriving from commitments or take over farms agricultural activity;
8.3. the entire commitment period does not authorize the other person to manage the farm for a period longer than six months;
8.4. to establish or take over the holding in investment indicated in the business plan in the existing standards of the European Union no later than 36 months after the start of operations;
8.5. the entire commitment period undertake to pursue their farming activity;
8.6. has developed a farm development plan for the entire commitment period, beginning with the year following the year of the project, in accordance with the provisions of paragraph 11.
9. This provision 5.1. aid referred to by the applicant during the six months following approval of the project application, establish or take over the farm as a member having at least 51 percent of the share capital.
10. If the applicant is that rule 5.1 a person referred to in that setting up a new farm, the maximum revenue from operating activities during the year prior to the application of the project shall not exceed 20 000 lats. If the applicant takes over the farm, then the net turnover last year concluded or the previous year's revenue from economic activities shall not exceed 50 000 lats.
11. supports the applicant holding a development plan in accordance with the provisions of annex 2:11.1. nature of the initial situation;
11.2. prove the economic viability of farms according to the provisions of paragraph 12;
11.3. providing details about the investment required;
11.4. Description of planned activities (training, tutorials, or other activities) required for economic development;
11.5. the third commitment year: 11.5.1. to save the stricken farms agriculture net turnover of at least the existing (not including subsidies paid as national or European Union support for agriculture and rural development) in comparison with the login provided last year closed accounts or annual declaration of income, but not less than 10 000 lats-aid applicants who takes over;
11.5.2. achieved net sales of agricultural activity, at least 10,000 lats (not including subsidies paid as national or European Union support for agriculture and rural development) — support applicants, which set up a farm.
12. the economic viability of the positive cash flow in all project implementation years and years after the implementation of the project. The first implementation year of the project cash flow cash balance at the end of each month is a positive.
13. project submissions are ranked according to the evaluation by the project selection criteria (annex 3). If the selection of projects, the number of points earned is the equal, prefer to receive public funding is the applicant, the date of the project is the latest.
14. the following Activities are offset investments: 8.8. new production asset acquisition: 14.1.1. agricultural tractors;
14.1.2. soil processing machinery and equipment, including rock harvesting techniques and equipment;
14.1.3. sowing and planting machinery and equipment;
14.1.4. agricultural crops harvesting techniques and equipment, also feed preparation and harvesting techniques and equipment;
14.1.5. volume, plantation care technique and equipment, fertilisers and plant protection machinery and equipment;
14.1.6. load lifting, handling and transportation equipment and facilities;
14.1.7. of primary agricultural production and storage techniques and equipment, including the cold technique and equipment, storage and refrigeration Chambers;
14.1.8. seeds and planting material processing technique and equipment;
14.1.9. machinery and equipment needed for holding animals on the holding or grazing (watering, feeding, and grooming of animal fixation technique and equipment);
14.1.10. farm mechanization technique and equipment, including manure storage facilities and the technique of mechanization;
14.1.11. milk milking and cooling techniques and equipment;
14.1.12. water supply and sewerage, sewage treatment equipment and technology;
14.1.13. greenhouse technique and equipment;
14.1.14. a different technique and equipment needed in the project specific objectives;
14.2. the construction and reconstruction of buildings, up to the rules referred to in annex 4;
14.3. the required purchase of building materials;
14.4. the acquisition of the plant material, intended for permanent installation in fruit plantations (except Strawberry plants);
14.5. the acquisition of agricultural land, up to 10 percent of the project's total investment in the application;
14.6. the breeding of farm animals;
9.1. technical project preparation costs, not exceeding six percent of the total cost of the project;
14.8. one-time costs associated with the installation of equipment to ensure proper operation.
15. the amount of public funding in the calculation includes all object construction-related costs, including external and internal plumbing, internal and external sewerage, internal and external power supply, ventilation and heating systems.

16. the support shall be paid as a lump sum compensation for setting up or taking over a holding 80 percent of the total 14. these provisions referred to in paragraph 1, the amount of investment that throughout the 2007-2013 period to one support the applicant shall not exceed the equivalent of EUR 50 000 lats. The compensation premium does not exceed EUR 40 000 equivalent in local currency.
17. after the entry into force of the decision on the granting of aid, the beneficiary – legal person, receives 40 percent of the project to public funding. The remaining 60 percent support the recipient receives the submission of the project for the implementation of the investment and the submission of the request for payment of the Field support service.
III. Documents to be submitted 18. To log in for receiving the aid, the aid applicants a paper or electronic document, in accordance with the laws and regulations on the development of electronic documents, presentation, storage and movement of the field support service shall be submitted to: 18.1. application of the project in accordance with the provisions of annex 2 in duplicate (if the application is submitted in the form of a paper document) with the provisions referred to in paragraph 6 of the consultant the properties and caption. 18.2. the applicant's statement in accordance with the laws and regulations on the procedures for granting state aid in the European Union for the development of the rural and fisheries;
18.3. together with the project application or within three months after the entry into force of the rural support service decision on approval of the application, the project – credit institutions, leasing companies or cooperative credit society credit granting decision, where the project will take credit, or documents that prove the availability of funds, if the project supports the tenderer intends to invest private (except credit) funds;
18.4. the agricultural education a copy of identity document (original show) or a certificate from the training that the learner learns one of the training programs in accordance with Annex 1 of these rules. 18.6.2. If for a simplified proof of the reconstruction – maps and plans, copies of documentation (the original show), as well as those prepared by the tenderer;
18.6.3. If you purchased materials – accept projects (technical design stage) or a copy of it (the original show);
18.6.4. accept projects (technical design stage) or a copy of it (the original show) and a copy of the building permit (presented in the original);
11.6. If you plan to buy the land, the land of the evaluator, certified land valuation issued certificate;
12.8. If you purchase a breeding farm animals, – a copy of the document (the original show), which according to the legislation of Latvia for sale or breeding of farm animals to be imported, the semen, ova and embryos of the issue of certificates of origin certify the origin of farm animals, together with a request for payment;
11.7. support the applicant and the consultant pursuant to paragraph 7 of these rules signed contract copies (the original show);
18.10. the project provides for the installation of the plantations, the field unit or land boundary plan with the mark of the planned plantations.
19. If the aid is intended for the construction, reconstruction, acquisition or building fixed installations and their equipment, which is specified in the technical project or technological part, this rule 11.6. referred to in documents as well as on construction procurement document shall be submitted together with the application or the project six months (except receipt card) after the entry into force of the rural support service of the decision on the approval of the project application.

21. Starting from the next year after the implementation of the project, the beneficiary of the aid commitment period each year to 30 April in the rural support service: 21.1. 22.1.2. calculated country for social security payments;
22.1.3. annual report or annual income declaration;
22.2. single machine from the State land registry — in the land secured rights to real estate in which to implement the project (land registry department or shore type issued certificate of the land in the land register or long-term lease in which the rent period is not less than seven years from the date of submission of application).
23. in order to be able to assess the operational project submissions or review for the previous period activities support the applicant or the beneficiary of the aid, together with the project submission or review of previous operations carried out during the period of Field support services can submit a copy of such documents (presentation of original): 23.1. State revenue service certificate of tax payment (issued not earlier than one month prior to the application of the project);
23.2. the full annual report set the last year concluded;
23.3. the annual income declaration and its annexes "revenue from operating activities" of the last closed year – if the applicant, in accordance with the laws and regulations on the preparation of the annual report did not provide annual accounts;
23.4. in the land registry office of shore supplied caption or ID, or land in the land register a long-term lease in which the rent period is not less than seven years from the date of the application, of the real estate in which, through a project for the construction, reconstruction, or installation of fixed asset.
24.18 and those provisions referred to in paragraph 21 of the original documents do not indicate if the project submission or review of previous operations carried out during the period shall be submitted electronically in the form of a document in accordance with the laws and regulations on the development of electronic documents, presentation, storage, and movement.
25. After the third year of the commitments and obligations in future years when the aid beneficiary accounts for the previous period, field operations support service to assess compliance with the development objectives of the holding in connection with the submission of the project: 25.1. to attain the objectives;
25.2. contribution to compliance with the applicable standards of the European Union;
25.3. for education in agriculture, if the beneficiary shall submit the rule 18.4. statement referred to;
25.4. the income beneficiary, compliance with this provision in paragraph 8.2 above requirements;
25.5. the conformity of this provision holding 11.5.1 11.5.2. mentioned in points and requirements.
26. If the beneficiary of the first three years of the commitment this provision holding referred to in paragraph 25 of the plan of development indicators contained in the field is not reached, the support service requires it to repay the public funding received under the legislation on the national and European support for agriculture, rural development and fisheries.
