Cabinet of Ministers Regulations No. 996 in 2011 (December 27. 7. II. 10.7. providing information on the beneficiaries of the arrangement;
10.8. check payment submitted by the beneficiaries of funding requests, approve the amount of the eligible expenditure and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the certification authority for examination or, if the declarations of expenditure shall prepare a certification authority, the certification authority shall submit the completed Declaration of expenditure declarations for approval according to laws and regulations on the procedures foreseen in the State budget for the European Union structural funds and the Cohesion Fund co-financed project implementation, as well as payment and arrangements for the preparation of declarations of expenditure;

11. The Liaison Office has functional authority.
III. 18.7.2. electronic document (with signature of the project application to the secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);

19. the competent authority shall register the project application submitted to it on the date of receipt, as well as the identification number. 20. the responsible authority shall have the right to organize a more limited application of additional selection if: 20.1. this rule 17.2. within the time limit referred to in the application is filed for the project;

20.3. the project application is approved for an amount that is less than that of the provisions referred to in paragraph 8 to the activity common to apply available funding.
V. Project submission evaluation activities within the 21 projects submitted to the evaluation of the application, provided by the Commission. The Commission establishes the following order: 21.1. the President of the Commission, the voting members of the Commission and their alternates are from the Ministry of welfare, the members of the Commission as an observer without voting rights – from managing authorities and cooperation agencies. 21.2. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute.
22. The Commission shall determine the responsible authorities developed and approved regulations.

23. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations that determine the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the funds of the European Union management and control system. 27.3. the cost adjustment (reduction or exclusion), in so far as it does not affect this rule 38.2.24.3 and 24.4.,., paragraph 40, and 41.3 in 41.2, 43, and 46 in 27.6. the costs referred to in paragraph 1;
27.4. other legally reasonable action to ensure compliance with the application of the draft rules annex 2 1 and 2 of the project referred to in the application of the evaluation criteria, which permit the application of the project approval with conditions.
28. the responsible authority continues the project evaluation and their application is rejected, if there was at least one of the following circumstances: 28.1. the project submission does not meet any of these provisions, annex 1 and 2 referred to in paragraph 2 of the draft criteria for the evaluation of the application for which the failure to execute the project application is rejected;
28.2. the project evaluation of the application of any of the provisions of annex 2, paragraph 3 of the draft application evaluation criteria received a lower rating than the minimum number of points.
29. the Board's decision on the application of the project approval, approval or rejection provided the determining authority within five working days after the adoption of the Board's decision must be forwarded to the applicant.
30. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
31. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body and send it a regulatory decision on approval of the project application and two copies of the project approved. 33. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, which shall not be longer than 30 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 33.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). 33.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
34. the Commission examined this provision the information referred to in paragraph 33, and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline.
35. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following this rule 34. the expiry of the period referred to in paragraph 1, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as two projects submitted by the applicant with a copy of the document for information on the conditions contained in the decision. 36. If the applicant has not fulfilled the regulatory decision on approval of the application, the project provided the conditions laid down or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 34.

37. If the Government adopted a decision on the rejection of the application or project to the project the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 29, the condition that the applicant be returned to the project, or sent by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent electronically if it is filed under 18.7.2. these provisions in that order.
VII. Eligible and ineligible costs 38. Project plans to the following costs: 38.1. eligible direct costs, or the cost of project implementation the following subheadings: costs 38.1.1. target groups of security costs;
38.1.2. logistical and equipment costs;
38.1.3. other project costs;
38.1.4. project information and publicity costs according to the regulations on the procedures for ensuring the European Union's structural and cohesion funds publicity and visual identity requirements, as well as public information on this Fund projects;
38.1.5. unforeseen costs;
38.2. the company's costs and its application of the project supporting the preparation of the documentation for the eligible costs of the project. If the operator is registered with the State revenue service as beneficiary, eligible employees of the employer are also state social security payment costs. This cost does not exceed 0.1% of the total eligible direct project costs, but not more than 2 000 lats;
23.8. eligible indirect costs;
23.9. the eligible indirect costs.
39. This provision 38.1.1. cost referred to in subheading includes the following costs: 24.3. temporary public jobs as a result of participating in the monthly unemployment compensation of 100 lats (net cost) in the amount paid in proportion to the result of temporary public works worked days and time (no more than two days per month) in the individual job search plan events and working in consultation with the condition that the unemployed are advance agreed with the supervisor and informed the work of the coordinating authorities;
24.4. the State social insurance contributions for pension insurance in accordance with the laws and regulations on State social security payments from the State budget and State social insurance special budget;
39.3. expenditure on the health checks as a result of temporary public works involved the unemployed provided for legislation on minimum health inspections, but no more than 20 dollars per one unemployed person;
24.5. accident insurance costs that rule 5.1. eligible activities referred to in the implementation.
40. This provision 38.1.2. cost referred to in subheading includes funding recipient project personnel needs space rental and lease costs, equipment, inventory, hardware repair and maintenance costs. These costs may not exceed one percent of the total eligible direct project costs.
41. This provision 38.1.3. referred to in subheading includes the following costs: costs of 25.5. procurement procedures implementation costs (fees and the company's costs of the procurement procedure for the preparation of the documentation, publication costs);
41.2. the remuneration costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, bonuses, stimulus materials and cash prizes) and Enterprise contract costs, domestic travel and business travel costs (daily allowance, accommodation and transport costs), Office supplies and equipment, as well as other goods and materials cost of service (Office supply and inventory items (value up to 150 Lats per unit) If the lifetime is less than a year) and the electronic communications service costs the beneficiaries of project implementation staff. 44.2. space rental cost;
44.3. the space management costs (heating, electricity, management services, water supply);

27.7. the internet, postal and telecommunications costs;
27.7. travel or travel costs.
45. 46. VIII. conditions for implementation 49. Project implementation plan in accordance with the agreement, but no more than 31 December 2013.
50. The project site is the territory of the Republic of Latvia. Project international cooperation does not apply.
51. in implementing the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as regulations on procedures to ensure the European Union's structural and cohesion funds publicity and visual identity requirements, as well as public information on this Fund projects.

57.
