Cabinet of Ministers Regulations No 149 in 2012 (February 28. 11. § 12) rules for the order in which the trainees are enrolled in general education institutions and deducted from them, and the minimum requirements for transfer to the next class are Issued in accordance with the General Education Act, article 4 of the 18 i. General questions 1. determines the order in which the trainees are enrolled in general education institutions and deducted from them (except for boarding schools and special educational institutions), and minimum requirements for transfer to the next class. 2. the rules apply to general education institutions that implement the general basic education or general secondary education programs, including special education types of education programs. 3. the provisions of these regulations, except for section III, also applies to the admission and transfer of prisoners to the next class in the general education program. II. Student admission to educational institution

The minutes shall be signed by all the members of the Commission the entrance examination; 8.5. within five working days after the learners about the entrance examination entrance examination results. 9. the student takes the educational institution in the appropriate class and education program with an order of the Director. 10. 16. From the education authorities do not report a student who plans to study in another country for a period not exceeding one year, or who come with one of the parents, who sent a diplomatic service for a period of up to four years. Student who is studying in another country, but by the end of the school year has not provided information on the education authority for education and has expressed a desire to return and continue education in this institution, with an order of the Director from the education authorities. The education authority for deduction of the learner in writing to his parents or adult learners, by sending a letter to the declared place of residence address. 24. If another country learner logs on admission to educational institution: 25.1. Director of student academic achievement creates the Evaluation Commission (call at least three subject teachers); 25.2. the provisions referred to in paragraph 25.1. the Commission assesses the language skills, the trainees learn the teaching content and teaching achievements received ratings (if necessary, via ievadvērtēšan, interviewing the older learners) and provide a written opinion on the conformity of the Director of student admission to his age-appropriate classroom; 25.3. the order of the Director, determine the additional measures to be taken for a successful continuation of education in Latvia (for example, individual advice in the language, Latvian individual learning plan for a specific period of time), and deadlines for their implementation. IV. transfer of the trainees in the next class

26. the student moves the next class: 26.1. from 1-4th grade-no conditions, except where the educational pedagogical Council, assessing student learning achievements (evaluation in several subject areas do not meet the standards laid down in the subjects sample results or annual rating is lower than the four years of assessment, or has not been received), the dynamics of the development of learning outcomes, in the general development of the trainees, amount of absence (absence makes it impossible to assess student learning achievements in the semester or year) learning the art of prediction, the next school year, acknowledges that the student may not be transferred in the next class,; 26.2. from 5-8. classes-if the learner in all subjects (except for the items from which the learner is released) has received the annual evaluation and received no more than one rating that is lower than four balls; 26.3. from 10-11 a class if the learner in all education in specific subjects (except for the items from which the learner is released) has received the annual rating of not less than four balls; 26.4. evening (shift), and distance learning programs-if the learner has received annual assessment in all subjects and received no more than two subjects rated lower than four balls, setting the individual plan for improving insufficient assessment of the next school year first semester. 27. Additional training (tutorials) and pēcpārbaudījum to the trainees at the end of the school year are compulsory subjects in which learning achievement assessment does not meet the standards laid down in the subjects sample results or annual rating is lower than the four years of assessment, or has not been received. 28. Additional training measures (advice) organized in the following order: 28.1. consultation list down by order of the Director, taking into account educational pedagogical Council or the class teacher recommendation of the Group; 28.2. the number of consultations per week is not less than the number of hours of training per week in the subjects concerned; 28.3. educational institution on the advice list informs the student and the parents of learners; 28.4. consultation duration does not exceed two weeks, and the progress of the periods shall be determined no later than the next school year. 29. If the parents or one parent, or minor contests the annual assessment of the learner in a learning subject and interviews with the subject teacher employing educational administration, agreement has been reached, one of the parents or the adult learner is entitled to two weeks after notification of the assessment year submit a request for review of assessment of learning in the subject. V. Student deduction of general education institutions 41. compulsory education learners aged from the educational institutions of general education programmes in the following cases: 25.5. learner is enrolled in another institution; 41.2. the learner's exit from a country (22 and 23 of these rules in the case referred to in paragraph); 41.3. learner has received the certificate of general primary. 42. Adult learners are entitled to deduct from the educational programs of general basic education, if the learner stopped training after the election or, if the learner not followed statutory education learner. 43. the report of the learner's educational institutions general secondary education programmes in the following cases: 43.1. learner is enrolled in another institution; 43.2. the learner's exit from a country (22 and 23 of these rules in the case referred to in paragraph); 43.3. the learner has received the certificate of general secondary education or testimony on general secondary education programs; 43.4. student cannot be transferred in the next class, taking into account the provisions contained in chapter IV of this regulation; 43.5. learner elections, after which represents a written submission. 44. the Learner shall be entitled to deduct from the educational institutions general secondary education program, if the learner not followed statutory education learner.
