No 37 11. §) rules for the European integration of third-country nationals Fund 2011 program implementation activities Issued in accordance with the General Programme "solidarity and management of migration flows" within the established fund management law article 14, paragraph 3 (I). General questions 1. determines: 1.1. European third country nationals Integration Fund (hereinafter Fund) programme 2011 following the activity of the project tender procedures: 1.1.1. ' ' (a) ' 1 ' activity "education or adaptation programme development and implementation with the aim of ensuring high-quality third-country the integration of citizens, t.sk. programs for special groups of third-country nationals ' (hereinafter referred to as the ' ' a ' ' 1 activity); 1.1.2. ' ' b ' ' 1 activity "to improve access of third-country nationals in the public and private services and products, as well as to promote a more favourable attitude towards migration in the host society" (hereinafter referred to as the ' ' b ' ' 1 activity); 1.1.3.2. activity "the administrative capacity of the national agencies that provide services to third-country nationals (hereinafter referred to as 2. activity); 1.1.4.3. activity "experience and good practices of integration policies" (hereinafter referred to as 3. activity); 1.2. the requirements of the project of the Foundation the applicant (hereinafter referred to as project applicant); 1.3. the Fund's project application (hereinafter referred to as the project application) preparation and submission of the project application procedure selection procedure, as well as the evaluation criteria; 1.4. the grant award procedure; 1.5. the technical assistance activities. 2. Fund's main target group are the nationals of the Member States of the European Union, as well as stateless persons (hereinafter referred to as third-country nationals) who arrived in Latvia in the last five years and legally resident in the territory of Latvia; 6.2. the Fund's target group can be included in a third-country nationals who have obtained authorisation for entry to the Republic of Latvia prior to entry to ensure the integration of those services, and third-country nationals who legally reside in the Republic of Latvia for more than five years; 6.3. the Fund's target group are not included in the nationals of third countries who submitted an application for asylum in respect of which a final decision has not yet been adopted, which is the status of refugee or alternative or eligible for refugee status or asylum in accordance with the law, as well as seasonal work performers. II. Requirements for the project for the applicant 7. General requirements the project applicant: 7.1 this by a decision of the Court of Justice has not been declared bankrupt (including not in the rehabilitation process, or the process of legal protection), its economic activity is not terminated or in accordance with the commercial information that is not in the process of liquidation (if applicable); 7.2. it provided false information to the managing authority in relation to the implementation of projects co-financed by the Fund; 7.3. the interest a person is not made a criminal offence in the Republic of Latvia or the European Union's financial interests, and it does not have adequate means of coercive influence (if applicable); 7.4. it has received financing or does not provide for funding for the same eligible costs of other activities in the framework of local, regional, national or European Union funds; 7.5. If it has been the beneficiary of another Fund annual program, it has seen the conditions of funding consistent with the laws governing 74. IV. Project application preparation and submission procedures 15. These certificates shall be submitted for an amount that is not less than the planned project, additional financial resources. The project at the date of application to the credit certificate may not be older than 30 calendar days; 10.4. a mandate of supporting documents (if applicable); 16.8. the project applicant cover letter indicating the name of the applicant, the project activity number and name, as well as the name of the project. 17. the application of the project prepared in accordance with the laws and regulations on the development and presentation of the document. 18. the project applicant project application can be submitted by the lead institution: 18.1 in paper form, by personally leading the institution or by sending by registered mail; 18.2. an electronic document. 19. If the project application submitted in paper form, it shall be submitted in one copy together with an electronic copy of the identical electronic media with relevant references. The limited application of the selection of projects: 33.1. the Commission acknowledges the project application for the appropriate valuation and moves on to be administrative evaluation criteria if: the application project 33.1.1 the quality evaluation criteria won at least 55% of the maximum possible number of points; 33.1.2. design application has obtained the minimum required number of points in accordance with the quality evaluation criteria; 33.1.3. the Commission determined that need clarification in some quality criteria, which, in accordance with these terms is defined as a reservation; 33.1.4. activities are sufficient funding of the project for the implementation of the application; 33.2. the project submissions that do not conform to this rule 33.1. the conditions referred to in the Commission considers inappropriate, not further evaluated and recommends the managing authority to dismiss them; 33.3. the Commission assesses the application of the project according to refine, administrative and evaluation criteria: approval; driven 33.3.1. 33.3.2. move for approval provided that clarifications are required in the criteria which, in accordance with these terms is defined as a reservation; 33.4. the Commission secretariat shall prepare and submit to the managing body of the evaluation report, which included information on project submissions received, the evaluation and also for approval, approval with conditions and rejected the proposed project applications and their reasons for rejection. 34. Open the project application selection: 34.1. the Commission acknowledges the project submissions on the appropriate assessment and management of the Fund by the Committee of specific evaluation criteria, if it obtained the minimum required number of points in accordance with specific quality criteria; 21.3. the Commission shall submit project applications in evaluation of the Management Committee of the Fund, in accordance with specific evaluation criteria (annex 5); 21.3. for project submissions that targeted rejection, the Commission shall prepare a summary of the information management Committee of the Fund; 21.4. each project application under the specific evaluation criteria evaluated by two members of the Management Committee of the Fund; 34.5. the total rating in accordance with specific evaluation criteria shall be obtained by aggregating the members of the Management Committee of the Fund, the number of points awarded and the amount of the fund divided by the number of members of the Management Committee, which is valued in the project application; 21.5. the Fund's Management Committee shall prepare and submit to the Commission a draft submission reviews according to the specific project submission evaluation criteria; 21.6. the Commission of these provisions by 21.5. information referred to in the application of the draft assessment of the total number of points earned in accordance with quality and specific evaluation criteria and sorts them in order of priority according to the resulting points; 21.6. the project application is considered appropriate and geared to refine administrative evaluation after evaluation criteria, if all the following conditions are implemented: 34.8.1. project application to the quality evaluation criteria and the specific evaluation criteria won at least 55% of the maximum possible number of points; 34.8.2. design application has obtained the minimum required number of points in accordance with specific evaluation criteria; 34.8.3. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the highest number of points, there is sufficient funding for the implementation of the project application; 21.7. the Commission assesses the application of the project according to refine, administrative and evaluation criteria: 34.9.1. move for approval; 34.9.2. move for approval provided that clarifications are required in the criteria which, in accordance with these terms is defined as a reservation; 34.10. the Commission, on the basis of the Fund's Management Committee and the Commission's assessment shall be submitted to the managing body of the evaluation report, which includes information about received submissions, project evaluation, as well as for approval, approval with conditions and rejected the proposed project applications and their reasons for rejection. 35. the managing authority shall, on the basis of the Commission's evaluation report, shall take a decision on the application of the project: 21.8. those rules are 33.3.1. approval and 34.9.1. in the cases referred to in (a); 35.2. approval, provided these terms and 34.9.2 in 33.3.2. in those cases; 35.3. rejection, if the implementation for at least one of the following conditions: application to project 35.3.1 does not meet even one criterion of the administrative assessment that under these rules to be defined as; 35.3.2. open application in the selection of projects project application to the quality evaluation criteria and the specific evaluation criteria and the limited application of the selection of projects, the quality evaluation criteria – not at least 55% of the obtained the maximum possible number of points; 35.3.3. design application has acquired the minimum required number of points in accordance with a specific quality or specific evaluation, the evaluation criteria (if applicable); 35.3.4. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the highest number of points is not sufficient funds for the implementation of the project application. 36. the managing authority within 10 working days after this provision in paragraph 35 of the decision sent to the applicant of the project. 37. the conditions referred to in the decision of approval of the application, the project on condition that the applicant provides a project managing authority within the time limit provided for in the decision. 38. the Commission within 10 working days after receipt of the information on the fulfilment of the conditions mentioned in the decision on the application for the approval of the project, assess their compliance with the conditions laid down in the decision. 39. Open project application in the selection of the managing authority within five working days after the Commission evaluated the conditions referred to in the decision of approval of the project application, this information is sent to the Steering Committee for examination, or the conditions are fulfilled in accordance with specific evaluation criteria. 40. following the evaluation of conditions managing authority shall draw up an opinion. Where the conditions referred to in the decision of approval of the project application, are met, the managing authority shall inform the applicant of the project grant agreement. 41. Where the conditions referred to in the decision of approval of a project application with the condition are not met or are not met within the time limit laid down in that decision, the application shall be deemed to have been rejected and the managing authority shall inform the applicant of the project. 42. If it is established that the applicant knowingly provided false information in any application evaluation stage of the project, the Commission shall suspend the submission of further evaluation of the project and recommends that the managing authority to reject it, as well as to inform the applicant of the project. Vi. the Grant contract for 43 months after the decision on the application of the project approval or opinion on the conditions referred to in the decision of approval of the application, the project on condition that the managing authority by the beneficiary grant agreement concluded, which defines the obligations of the Contracting Parties and rights as well as the Fund's project implementation procedures and conditions (including the financing conditions and payment arrangements). 44. the managing authority shall terminate the project application selection without closing the grant agreement if all projects submitted submissions are rejected or for objective reasons (force majeure, not available financial means or other special circumstances that preclude the Fund project). 45. Following the adoption of the decision on the application of the project approval or opinion on the conditions referred to in the decision of approval of the project application, but before the grant beneficiary of conclusion of the contract or the managing authority shall specify in the application of the project included information that lost the topicality, without changing the substance of the project submission. 46. The beneficiary is responsible for the implementation of the project according to the approved project submission and provide a report to the managing authority on the progress of the implementation and financial implementation in accordance with the grant agreement. 47. If during the implementation of the project requires amendments to the project, the beneficiary shall submit to the institution the managing grant agreements of the draft amendments and the reasons for them. If the managing authority, the evaluation of the submitted draft amendments to the agreement grants the compatibility of the rules referred to in paragraph 49 of the requirements, as well as their impact on the achievement of the project objectives, establishes the need to amend the grant contract, it prepares the grant agreement draft amendments and send it to the project funding recipient. 51. The beneficiary shall ensure the target group for the information and publicity measures in accordance with the grant agreement. 52. The beneficiary shall ensure the implementation of the project-related information and documentation storage until 2022 31 December. VII. ' (a) ' ' 1 ' activity "education or adaptation programme development and implementation with the aim of ensuring high-quality integration of third country nationals, t.sk. programs for special groups of third-country nationals ' implementation and project submission evaluation criteria 53. ' ' a ' ' 1 the purpose of the activity is qualitative adaptation of third-country nationals programs (language courses, kultūrorientācij courses, support measures for vulnerable groups of third-country nationals) and organizing to ensure full access to services and participation in the host society, as well as the availability of measures to promote integration of the vulnerable groups of third-country nationals-women as children, the elderly, people with disabilities or persons with low education level. 54. ' ' (a) ' 1. ' activity monitoring can leverage the following indicators: 54.1. language and integration courses trained and involved 300 nationals of third countries; 54.2. courses trained and naturalization exam prepared to sort 100 third-country nationals. Information days organised in five regions of Latvia, provided media and publications homepage on the internet; 54.3. creating two platform for dialogue with third country nationals involvement of volunteers; 54.4. create three support mechanisms for third country nationals vulnerable groups such as child minding services, support groups, specific measures aimed at information and services more accessible; 54.5. third-country nationals ' children and young people involved in educational and interactive events that promote the involvement of third-country nationals in public activities, including volunteering, and non-formal education programmes, to promote the preservation of culture and tradition; 54.6. create support mechanisms for third-country National preschool age children and their parents. 55. ' ' a ' ' 1 activity within the project, the following measures: 55.1. Latvian language and integration course design and implementation to enable immigrants to get basic knowledge of Latvian language, history, social and economic characteristics, cultural life, the public administration system, and other areas of fundamental rights; 55.2. courses and informational activities to third-country nationals prepare naturalization process; 55.3. associations and foundations, municipalities and universities are involved in the integration of third-country nationals in the process improvement, including practical support to the Latvian culture and language learning, involving the local population as volunteers and special emphasis on civil participation of immigrants and advocacy; 55.4. creating support mechanisms and the provision of services for vulnerable group of third-country nationals, as well as children's educational and interactive event organizing, promoting their involvement; 55.5. support mechanism for the creation of third-country nationals in preschool age children. 56. ' ' a ' ' 1 activity implemented as an open project application selection. 57. ' (a) ' ' 1 ' activity the project applicant and their partners can be public authorities, municipalities, local authorities, derived public persons, associations and foundations, international organizations, universities. 58. ' ' (a) ' 1 ' activities within available funding is 743,525.21 lats, consisting of Foundation funding and the State budget 557,643.91 lat funding 185,881.30 dollars. The course or program updates costs must not exceed 20% of the development costs. The course or program is considered updated when changes to the content of more than 10% but not more than 50% of its volume. The course or program in which the changes to the content shall not exceed 10%, shall be deemed to be not updated. ' ' (a) ' 1 ' activities within the Latvian language and integration courses or programs, the minimum volume is 120 hours. 63. ' ' a ' ' 1 activity funds used within one project's direct target group member must not exceed 800. 64. the project submissions 1. ' ' b ' ' 1 activity you can leverage the following monitoring indicators: 66.1.300 third-country nationals available advice social, legal, educational, employment and other matters; 66.2. resolve the crisis situation of third-country nationals; 66.3. implement two measures, information and prepared two informational materials about national integration Center; 66.4. third-country nationals have access to the national integration Center home page on the internet, Russian, Latvian and English languages, as well as ensure its associations with other important sources of information; 41.3. organised at least one monitoring and counseling sessions in two regional integration support points; 66.6. provided at least 10 tutorials in different areas of service providers and professionals from at least 10 local authorities to work with third-country nationals; 66.7. ensure a free informational phone activity for third-country nationals; 41.5. at least 50 third-country nationals provided for national integration Center support relating to the improvement of professional qualifications or qualifications for new acquisitions, as well as implement other active labour market policy measures; 66.9. provide support for at least 100 third-country nationals for the recognition of professional qualifications; 66.10. implement three educational and informative measures intended for a wide circle of the population and increased awareness of the issues of immigrant integration, as well as promote immigrant integration into Latvian culture and public life; 66.11. implement three measures to promote media involvement in the integration of third-country nationals issues and more tolerant society. 67. ' ' b ' ' 1 activity is implemented as a more limited application. 68. ' ' b ' ' 1 activity project, the applicant can be a national institution that is the leading national body for social integration policy planning and coordination. 69. Travel and subsistence costs 9.1. Real estate 11.1 real estate property has a project necessary technical features, and it complies with the applicable norms and standards. 11.2.
