General questions 1. determines the order in which the State and the support of the European Union (hereinafter referred to as aid) to open the project in the form of tender application for the measure "promotion of tourism activities" (hereinafter measure), implemented under Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development ( The EAFRD) (hereinafter Regulation No 1698/2005), the Commission of 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter Regulation No 1974/2006), and of the Commission of 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (hereinafter referred to as Commission Regulation No 1998/2006). 2. objective of the measure is: 2.1. promote non-agricultural activities in rural areas, developing and improving the rural tourism and tourism-related services and infrastructure; 2.2. with a marketing campaign to help promote rural development, agricultural and rural tourism industry cooperation in the development and promotion of rural tourism in the rural environment. 3. Measures to support the following activities: 3.1 existing tourist accommodation (not more than 20 beds throughout the complex as a whole) the reconstruction or reconstruction and equipping of simplified; 3.2. existing tourist accommodation catering to block construction or reconstruction, or renovation and equipping of the simplified; 3.3. the existing camping and youth tourism accommodation sharing kitchenettes, dining room, toilet and shower room construction, reconstruction, rehabilitation and equipping of the simplified (not including bath or sauna construction, reconstruction or simplified reconstruction); 3.4. the diversification of tourism services; 3.5. the investment in environmental protection and energy efficiency of the tourist accommodation shall, if the project is not intended for other construction or reconstruction work in the headquarters of tourism; 3.6. the rural tourism-related marketing activities of tourism services. 4. project application (1 or 2) announcing the adoption, project submissions valued and select, adopt and communicate, as well as support for the request in accordance with the laws of the State of the European Union and the granting of aid for rural and fishery development. 5. the following Activities are not eligible: 5.1 interest payments, money transfers, Currency Exchange Commission payments and currency fluctuation losses; 5.2. fines, penalties and costs; 5.3. subcontracting, if they do not ensure the achievement of the objectives of the project; 5.4. costs associated with the supply of any services or work for which there is no appropriate procurement procedure organised pursuant to the laws and regulations on the application of the procurement procedure; 5.5. the existing maintenance costs, maintenance, spare parts and operating costs; 5.6. the remuneration of personnel; 5.7. fees for equipment with internal combustion engines; 5.8. the costs in excess of the market price, and the unfinished work; 5.9. tack the equipment (as defined in the company's accounting in accordance with accounting standards); 5.10. other costs that are not eligible under Regulation No 1698/2005 and article 71 of the Regulation No 1974/2006 Article 55 (1) of the regulation. 6. before the grant of the aid field support service checks whether the aid granted pursuant to these provisions, the Commission Regulation No 1998/2006 2 the requirements set out in the article. If within this period the implementation of activities was not started, as well as failure to comply with the provisions of paragraph 19 of such requirements, then the decision on approval of the project application shall lapse. This works across the territory of Latvia in the field of tourism and rural development. 17. The aid recipient along with the final payment request Field Support Services report on the implementation of the project results (annex 6).

28. Starting with the next year after the implementation of the project, the beneficiary each year up to June 1, a five-year period, the rural support service report on the supported and implemented activities (annex 7). Vi. the nature of the aid, the amount and eligible costs this rule 3.1, 3.2, 3.3, 3.4 and 3.5. the activities mentioned in points 29. The event has the following eligible costs: 34.1. the construction, reconstruction or simplified reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the maximum structure types of eligible costs (annex 3); 21.3. the acquisition cost of the building materials based on the construction plan of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs (annex 3); 21.3. the acquisition cost of fixed assets, in order to ensure the implementation of the relevant activities; 21.4. General costs (including architects ', engineers ' and consultants ' fees, legal fees, feasibility study, obtaining of patents and licences), directly related to the project preparation or implementation. If the application contains only this rule 21.3. the costs referred to in general costs shall not exceed two percent of the 21.3 these rules in those costs. If the project construction or reconstruction costs for the respective type of construction exceeds the maximum eligible costs, the cost difference shall be borne by the beneficiary. 38. Apply construction estimates are solely those positions that directly linked to the achievement of the objective of the project. 39. The aid shall be paid only for goods purchased, which is the property of the beneficiary. 40. aid for goods bought on installments, paid only if they have become the property of the beneficiary. VII.
