Cabinet of Ministers Regulations No. 138 in Riga 12 March 2013 (pr. No 14 30. §) rules on industrial energy audits Issued in accordance with the energy end-use efficiency law article 15 the third paragraph of the law "on conformity assessment" 7. the first paragraph of article i. General questions 1. determines: 1.1. procedures to be carried out in industrial energy audit – procedure applied in large industry enterprises (hereinafter referred to as the company), for information on all the company's energy consumption structure, which defines a numeric expression cost-effective energy savings opportunities and the results of which collects industrial energoauditor (hereinafter referred to as the energoauditor) prepared and issued the report (hereinafter the report); 1.2. legal persons raised the industrial energy audit requirements; 1.3. the conformity assessment energoauditor essential requirements and procedures for implementing this compliance monitoring; 1.4. the liability of energoauditor. 2. rules applicable to companies whose industrial activities according to the statistical classification of economic activities (NACE Rev. 2) includes: 2.1. mining and quarrying (NACE Rev. 2, the type of operation (B)); 2.2. the manufacturing industry (NACE Rev. 2, the type of operation (C)); 2.3. electricity, gas supply, heating and air conditioning (NACE Rev. 2, activity (D)); 2.4. water supply, sewage, waste management and remediation (NACE Rev. 2, type of activity (E)); 2.5. construction (NACE Rev. 2, the type of operation (F)). 3. Merchant authorizes a company representative who is familiar with the company's technological processes, together with the energoauditor to participate in industrial energy audits. 4. Energoauditor industrial energy audit must be involved in the relevant industry.
II. requirements for energoauditor 5. Energoauditor is a legal person, such requirements: 5.1 establish, implement and document the quality management system, based on the standard LVS EN ISO 9001:2009 quality management system ". Requirements (ISO 9001:2008). The quality management system includes industrial energy audit; 5.2. control, or any of its staff do not have audited company or individual it equipment Designer, manufacturer, supplier or installer, as well as representative organizations that perform any of the following; 5.3. it is technically competent staff and appropriate equipment for the technical and administrative tasks associated with industrial energy audits and the preparation of the report. Competence of personnel readiness and capacity to properly perform professional methodological tasks and solve problems based on the acquired technical knowledge and skills, as well as the ability to independently assess the results; 5.4. the staff of the energoauditor, which performs audits of industrial: 5.4.1 has got a master's degree or professional master's degree in one of the engineering industries (energy, siltumenerģētik, siltumtehnik, environmental science); 5.4.2. familiar with industrial energy audit procedures; 5.4.3. knowledge of technological processes of the company, in which industrial energy audit; 5.4.4. pr to build technical notes containing information about the audit process and audit findings gained from (technical notes); 5.4.5. the possession or use of an existing building energy audits and comply with the requirements of law for certified energoauditor; 5.4.6. provides its civil and professional liability insurance for activities that they are entitled to make; 5.4.7. the confidentiality of information obtained in carrying out industrial energy audits, except for the information to be provided to the national supervisory and control bodies in accordance with the laws and regulations make energy efficiency monitoring.
III. Industrial energy audits and report 6. Merchant contract with energoauditor for industrial energy audit was conducted in accordance with the requirements of this chapter. 7. Industrial energy audits in the following individual energy consumers and energy: 10.1 the company's possession or use of an existing building heating energy consumed; 10.2. the household needs required for the preparation of hot water consumed energy; 10.3. lighting energy consumed; 10.4. the ventilation system for the operation of energy consumed; 10.5. the space cooling energy consumed; 10.6. industrial processes 10.6.1. electricity consumption:; 10.6.2. heat; 10.7. other energy consumers. 11. the activity in Industrial energy consumption distribution is determined by the operator, in agreement with the industrial energoauditor. Priority given to energy consumption distribution according to types of output. 12. building heating, hot water, lighting, ventilation and space conditioning energy consumption indicates both absolute units and specific energy consumption, which is related to the production's building area or volume. 13. the activity in Industrial energy consumption indicates both absolute units and specific energy consumption, which is applied to the output quantity, volume, weight or other units of measure. 14. Industrial energy audit energy balance energy in the total energy specified must match the energy consumption under the specified total energy consumption. 15. the existing background detailed description at least the system (for example, containment structures, lighting, hot water system) and equipment (e.g., ventilation equipment, compressors, pumps, industrial process equipment), intended to make energy efficiency measures. Individual systems and equipment description indicates existing indicators or measurement according to the provisions in paragraph 12 and 13 these indicators or measures. 16. the reduction of energy consumption obtained through industrial energy audit energy efficiency measures identified, indicates both absolute units and specific energy consumption reduction. 17. Industrial energy audit report include: 18.1 the industrial energy audit providers. group list; 18.2. gather original data (description of the current situation, energy balance, energy flow charts, process description, annual energy consumption, annual energy costs); 18.3. the initial results of data analysis, based on the company's specific energy consumption; 18.4. the cost-benefit analysis results (energy efficiency measures of economic assessment and justification of priority measures); 18.5. information about the stages of manufacture with the easiest achievable energy savings; 18.6. low cost energy efficiency measures.
IV. Energoauditor accreditation

19. the national society with limited liability "the standardization, accreditation and Metrology Centre" Latvian National Accreditation Bureau (hereinafter the Office), on the basis of the applicant's application for accreditation (hereinafter referred to as the application), concluded with an applicant. The contract determines the assessment procedures, as well as consideration of the application deadlines and obligations of the parties. 20. the application shall specify: 20.1. company name, registration number, in the commercial, legal and actual address; 20.2. responsible contact person (first name, last name, phone number, and e-mail address). 21. the application shall be accompanied by the following: 21.1. their educational copies of documents certifying that the applicant's staff carrying out industrial energy audits, has a master's degree or professional master's degree in one of the engineering industries (energy, siltumenerģētik, siltumtehnik, environmental science); 21.2. the copies of the certificates, which according to the legislation on certified applicants have been issued energoauditor, which made the company's possession or use of energy audits of existing buildings; 21.3. the quality management system documentation copy; 21.4. professional liability insurance and civil liability insurance policy copy. The policy is contained in the industrial energy audit. 22. Tenderers shall be assessed and accredited in accordance with paragraph 5 of these regulations to the requirements of the accreditation of the following sequence: 22.1., the applicant shall submit accreditation Office requested information necessary for the evaluation; 22.2. Office: 22.2.1. appoint competent experts; 22.2.2. analyse reports submitted to staff education and qualifications; 22.2.3. after evaluation visits provide applicant assessment report; 22.3. If the assessment report outlines the shortcomings identified, the applicant they eliminate the time limit referred to in the report. 23. on the basis of the results of the evaluation, the Office shall take one of the following decisions: 23.1. grant accreditation, where the applicant has complied with the rule mentioned in paragraph 5. Accreditation granted initially for four years, following an accreditation procedure accreditation period is five years; 23.2. not to grant accreditation, where the applicant has not fulfilled the provisions referred to in paragraph 5; 23.3. to maintain accreditation, if the accredited energoauditor did the rule referred to in paragraph 5; 23.4. to suspend the accreditation of up to six months if energoauditor conformity assessment of non-compliance found during the not so essential to cancel the accreditation; 14.6. to cancel the accreditation if the accredited energoauditor is found not to have complied with this provision in paragraph 5 above requirements or these rules 22.3. referred to in subparagraph within the time limit set in the report not distracted during the assessment of non-compliance found. 24. In the month following that rule 23.1. the decision referred to in the Office draws up a certificate of accreditation energoauditor. 27. the Office: 27.1. evaluation of energoauditor in the development plan for repeat visits, evaluation and other evaluation-related activities necessary to constantly monitor how a energoauditor accredited accreditation requirements; 27.2. determines the time intervals between the evaluation visits of less than one year; 27.3. the monitoring plan evaluation visits, taking into account other monitoring activities; 27.4. the extraordinary valuation can be performed if the complaints about energoauditor or information about changes in its activities, as well as considering other supervisory action; 17.1. stored in energoauditor assessment reports and ensure confidentiality; 17.1. establishes and maintains a list of accredited energoauditor. Energoauditor list shall contain the following information: 27.6.1. energoauditor accreditation number; 27.6.2. energoauditor name, legal address and the actual site address; 27.6.3. period of validity of the certificate of accreditation; 27.6.4. this rule 23.4. in the cases referred to, the term of suspension of accreditation; 17.2. articulates the information contained in the list of energoauditor for energoauditor. V. liability of 29. Energoauditor Energoauditor is responsible for: 29.1. data used for energy audits quality control; 29.2. energy audit was conducted pursuant to the provisions referred to in chapter III; 29.3. technical notes and message design and it is 10 years after the preparation of the relevant documents; 29.4. the report included in the company's energy balance is correct and economically reasonable energy savings opportunity identification and evaluation. 30. Energoauditor each year until 1 March, submit in writing a report for the Ministry of the economy in the preceding calendar year the industrial energy audits. The report includes information on: 30.1 the industrial energy audit carried out.; 30.2. the industrial sectors of activity according to the statistical classification of economic activities (NACE Rev. 2), which companies made the industrial energy audit; 30.3. the priority identified energy efficiency measures; 18.9. the estimated energy savings potential. 31. disputes between merchants and energoauditor for industrial energy audits of performance, quality, content or results are dealt with in the General civil procedure.
