Cabinet of Ministers Regulations No. 138 in Riga 12 March 2013 (pr. No 14 30. §) rules on industrial energy audits Issued in accordance with the energy end-use efficiency law article 15 the third paragraph of the law "on conformity assessment" 7. the first paragraph of article i. Merchant authorizes a company representative who is familiar with the company's technological processes, together with the energoauditor to participate in industrial energy audits. 4. Energoauditor industrial energy audit must be involved in the relevant industry.
II. requirements for energoauditor 5. Energoauditor is a legal person, such requirements: 5.1 establish, implement and document the quality management system, based on the standard LVS EN ISO 9001:2009 quality management system ". Competence of personnel readiness and capacity to properly perform professional methodological tasks and solve problems based on the acquired technical knowledge and skills, as well as the ability to independently assess the results; 5.4. the staff of the energoauditor, which performs audits of industrial: 5.4.1 has got a master's degree or professional master's degree in one of the engineering industries (energy, siltumenerģētik, siltumtehnik, environmental science); 5.4.2. familiar with industrial energy audit procedures; 5.4.3. knowledge of technological processes of the company, in which industrial energy audit; 5.4.4. pr to build technical notes containing information about the audit process and audit findings gained from (technical notes); 5.4.5. the possession or use of an existing building energy audits and comply with the requirements of law for certified energoauditor; 5.4.6. provides its civil and professional liability insurance for activities that they are entitled to make; 5.4.7. the confidentiality of information obtained in carrying out industrial energy audits, except for the information to be provided to the national supervisory and control bodies in accordance with the laws and regulations make energy efficiency monitoring.

IV. Energoauditor accreditation

19. the national society with limited liability "the standardization, accreditation and Metrology Centre" Latvian National Accreditation Bureau (hereinafter the Office), on the basis of the applicant's application for accreditation (hereinafter referred to as the application), concluded with an applicant. The contract determines the assessment procedures, as well as consideration of the application deadlines and obligations of the parties. 20. the application shall specify: 20.1. company name, registration number, in the commercial, legal and actual address; 20.2. responsible contact person (first name, last name, phone number, and e-mail address). 21. the application shall be accompanied by the following: 21.1. their educational copies of documents certifying that the applicant's staff carrying out industrial energy audits, has a master's degree or professional master's degree in one of the engineering industries (energy, siltumenerģētik, siltumtehnik, environmental science); 21.2. the copies of the certificates, which according to the legislation on certified applicants have been issued energoauditor, which made the company's possession or use of energy audits of existing buildings; 21.3. the quality management system documentation copy; 21.4. professional liability insurance and civil liability insurance policy copy. The policy is contained in the industrial energy audit. 22. Tenderers shall be assessed and accredited in accordance with paragraph 5 of these regulations to the requirements of the accreditation of the following sequence: 22.1., the applicant shall submit accreditation Office requested information necessary for the evaluation; 22.2. Office: 22.2.1. appoint competent experts; 22.2.2. analyse reports submitted to staff education and qualifications; 22.2.3. after evaluation visits provide applicant assessment report; 22.3. If the assessment report outlines the shortcomings identified, the applicant they eliminate the time limit referred to in the report. 23. on the basis of the results of the evaluation, the Office shall take one of the following decisions: 23.1. grant accreditation, where the applicant has complied with the rule mentioned in paragraph 5. Accreditation granted initially for four years, following an accreditation procedure accreditation period is five years; 23.2. not to grant accreditation, where the applicant has not fulfilled the provisions referred to in paragraph 5; 23.3. to maintain accreditation, if the accredited energoauditor did the rule referred to in paragraph 5; 23.4. to suspend the accreditation of up to six months if energoauditor conformity assessment of non-compliance found during the not so essential to cancel the accreditation; 14.6. to cancel the accreditation if the accredited energoauditor is found not to have complied with this provision in paragraph 5 above requirements or these rules 22.3. referred to in subparagraph within the time limit set in the report not distracted during the assessment of non-compliance found. 24. The report includes information on: 30.1 the industrial energy audit carried out.; 30.2. the industrial sectors of activity according to the statistical classification of economic activities (NACE Rev. 2), which companies made the industrial energy audit; 30.3. the priority identified energy efficiency measures; 18.9. the estimated energy savings potential. 31. disputes between merchants and energoauditor for industrial energy audits of performance, quality, content or results are dealt with in the General civil procedure.
