Cabinet of Ministers Regulations No. 973 in 2013 (on September 24. No 50 101. §) rules on Latvian language skills and the constitutional framework of the Republic of Latvia, the text of the national anthem of Latvia's history and cultural basis for the knowledge examination were issued in accordance with article 19 of the law on Citizenship and article 21, the fourth part i. General questions 1. determines the nationality law Latvian language skills (language skills) and the constitutional framework of the Republic of Latvia, the text of the national anthem, the Latvian history and Culture Foundation of knowledge (knowledge) test procedures and test sorting facilities. 2. Language skills and knowledge checks the citizenship and Migration Board (hereinafter called the Government) created the Commission (hereinafter the Commission). The Commission is made up of government officials. Language skills and knowledge test, the observer can also participate in persons who have received the consent of the Chief of the administration. 3. the Person who manages the language skills or aptitude test (hereinafter the applicant), on arrival to the inspection, shall produce identity documents. 4. The applicant's language skills and knowledge of the regulatory inspection at the specified location and time. 6. If an applicant for good reason can not attend to language skills or aptitude test, he's two months after the Administration submitted the relevant inspection documents proving that the applicant has not arrived to check for good reason. By this document the administration of other language skills or knowledge the examination time. 7. If an applicant does not pass the language skills or aptitude test or refuses to answer questions, he's one of Latvia's citizenship application process for the examination of language skills to the test a second and third time can be arranged not earlier than three months after the date of the previous test, but test a second and third time can be arranged not earlier than one month after the date of the previous inspection. 8. before the language skills and aptitude tests, the Commission shall present the applicant with the verification arrangements.
II. Language skills testing 9. Language skills to the test the applicant organizes two months after the acquisition of the citizenship of Latvia require the submission of documents. 10. Language skills test consists of two parts: written and oral. 11. the Commission's language skills test evaluated the applicant's skill: 11.1. listen to and understand speech; 11.2. to read; 11.3. to execute a written work; 11.4. to talk casually about topics. 12. Language skills written part of the test checks that 11.1, 11.2 and 11.3. applicants referred to skills. The ability to listen and understand speech as well as to read the applicant certifies, in writing, providing answers to questions. 13. Language skills for writing the test time is 90 minutes. 14. After inspection the written language skills in the execution of part of the work, the applicant shall provide to the Commission for evaluation. 15. the language proficiency examination in the oral part of the examination of these provisions referred to in point 11.4 of the applicant's skill. The Commission interviews applicants for residential areas and make his answers audio recording. 16. the language proficiency examination for the oral part time up to 15 minutes. 17. The applicant, who has reached the age of 65, and applicants who register for the Latvian citizen in accordance with article 2 of the citizenship law, first paragraph, point 3, is entitled to this rule 11.1 and 11.2. the skills referred to in point check sort orally. The Commission shall take the applicant's answers audio recording. 18. Language skills examination is settled, if a tenderer for each of these rules referred to in paragraph 11 the skill is acquired by at least 16 points from the maximum number of points to be acquired – 25 points.
III. Test 19. The written knowledge examination time is 45 minutes. If an applicant knowledge verification test in writing, but the national anthem text knowledge certifies orally, the execution of the test time is 30 minutes, national anthem text knowledge test – no more than 15 minutes. The Commission shall take the applicant's answers audio recording. 25. If the tenderer of the oral examination, he certifies knowledge of the text of the national anthem and the answers of the selected envelope placed questions on the constitutional framework of the Republic of Latvia, the Latvian history and culture. The Commission shall take the applicant's answers audio recording. 26. the Oral knowledge examination time is 45 minutes (answers-30 minutes, for the preparation of the answer-not more than 15 minutes). 27. In the written knowledge examination, if the applicant has settled in Latvian history and culture the basis of knowledge gained at least 7 points from the maximum number of points-10 points, the constitutional framework of the Republic of Latvia of the knowledge gained at least 5 points out of the maximum number of points-8 points, of the text of the national anthem of the knowledge gained at least 1 point from the maximum number of points-2 points. 28. The oral test is passed if the applicant of Latvian historical and cultural basis of the knowledge gained at least 2 points from the maximum number of points-4 points, the constitutional framework of the Republic of Latvia of the knowledge gained at least 2 points from the maximum number of points-4 points, of the text of the national anthem of the knowledge gained at least 1 point from the maximum number of points-2 points.
IV. Language skills and aptitude test for applicants with disabilities 29. Aptitude Test does not sort the applicant groups (II) and (iii) the vision disability. 30. Language skills in the written part of the test does not sort applicants by: 30.1.  II and III group disability with no right hand or right hand (female the − respectively the left arm or left arm wrist); 30.2. (II) and (iii) the Group's vision disability. 31. This rule 11.4. the skills referred to in point check not sort applicants by groups (II) and (iii) speech disability. 32. This rule 11.1 and 11.4. the skills referred to in point check not sort applicants by groups (II) and (iii) hearing disability. 33. If the applicant submits a health administration and operational expertise of the National Commission issued medical certification for medical purposes and the proof is considered grounds for granting relief, Administration Manager or his authorised person subject to the legislation language skills to the test, have the right to determine: 33.1. facilitate language testing procedures the tenderer who register on Latvian citizen in accordance with article 2 of the citizenship law, first paragraph, point 3, to which disabilities in Latvia; 33.2. facilitate the language skills and knowledge of the testing procedures that are specific to the applicant's disability.
V. decisions of the Commission After the applicant's response 34. Evaluation Committee completed the proof sheet (annex), the column "rating", or the check is settled or not settled, and presents candidates with language skills and knowledge of the test results. Applicant signature declares that he is familiar with the test results. 35. If the language skills or aptitude test in place of the applicant arrives in the other person, the Commission shall take a decision not to allow that person to sort the check. 36. If the language skills or knowledge the examination end becomes known to the Commission or the Commission finds that the applicant's test place is taken by another person, the Commission shall take a decision to recognise the language skills or knowledge of the test results to be invalid. 37. If the applicant violates this provision referred to in paragraph 4, the Commission decides to terminate the applicant's language skills or aptitude test. 38. The applicant has the right month to challenge the decision of the Commission shall submit the relevant application management boss.

39.
