Cabinet of Ministers Regulations No. 14 in Riga 2014 7 January (pr. Nr. 1 § 4) the non-governmental organizations and the Cabinet Memorandum of cooperation for the implementation of Council regulation Issued pursuant to the public administration facilities of article 13 of the law i. General questions 1. Non-governmental organizations and the Cabinet of Ministers on the implementation of the memorandum of cooperation Council (hereinafter Council) is a consultative body whose aim is to promote non-governmental organisations and the Cabinet Memorandum of cooperation (hereinafter referred to as the memorandum) specific objectives. 2. the Council shall operate within the principle of cooperation laid down in the memorandum.
II. tasks of the Council and to the Council are the following 3 objectives: 3.1 provide the Prime Minister, the Cabinet of Ministers and ministries, proposals on issues within the competence of the Council in accordance with the memorandum and these terms, including the enhancement of public participation at the local, regional, national and European Union level; 3.2. to give to the Prime Minister, Cabinet and ministries in the proposals for legislation and development planning documents concerning all activities of non-governmental organizations (non-governmental organizations sector horizontal issues); 3.3. approve the Memorandum's implementation priorities and the annual work plan, identifying the persons responsible for implementation, institution or non-governmental organisations, the deadline and the review of the implementation of the agenda for the submission, as well as to ensure the implementation of the memorandum of priorities and control of the working plan and the annual performance evaluation; 3.4. in accordance with the criteria established by the Council, subject to the memorandum signed by the views of non-governmental organizations, to assess the implementation of the memorandum and examine issues related to the non-governmental organizations and the Cabinet further development of cooperation, including deciding on proposals for the implementation of the memorandum. 4. the Council shall have the following rights: 4.1 invite experts, ministries and representatives of other institutions providing information, as well as the work of the Advisory Council; 4.2. According to competence to request and receive from State and local authorities Council tasks the required information; 4.3. create working groups for specific issues within the competence of the Council to prepare; 4.4. provide other advisory councils, commissions and working groups of the Council proposals in matters of competence, as well as to participate in the meetings as invited members.

The employers ' Confederation of Latvia's representative; 6.4. the representatives of the Ministry of industry and other representatives at the invitation of the Council. 7. The secretariat of the Council shall organise electronic voting by placing the Cabinet on the internet home page of the non-governmental organizations and a list of candidates that rule the information referred to in paragraph 8, the timing of the vote, and indicating the manner in which the vote will be. Voting is open to all memorandum signed up non-governmental organisations. 10. The Council is elected by those eight candidates who received the most votes in the vote count. IV. activities of the Council

Each Council Member has one vote. The Council is valid unless they participate in the hearing not less than half of the Board members. A decision was taken, when it voted in more than half of the Board members who participated in the voting. If the vote splits in the casting is the Council leader. 18. V. concluding questions 25.
