Cabinet of Ministers Regulations No. 21 in Riga 2014 (January 14. Nr. 2) 4 the provisions on public procurement notices and procedure for preparing the content released under the public procurement law of article 8.2 of part s and 28 paragraph 4 the first paragraph of article i. General questions 1. Rules provide the following procurement notice (hereinafter referred to as the notice) contents and preparation procedure: 1.1. notification of the planned agreement. 1.2. information note on the conclusion of the contract; 1.3. the pre-information notice; 1.4. communication on the buyer profile. 1.5. notice on contract; 1.6. a simplified contract notice; 1.7. the notification on amendments, termination of the procurement procedure or disruption; 1.8. communication on the results of the procurement procedure; 1.9. the voluntary notification of procurement; 1.10. communication on meta and invitations to tender; 1.11. notification of tender results of meta. 2. preparation of the Notification also includes notification, approval, storage submission for publication and publishing. 3. The client shall prepare a notice in electronic procurement monitoring Bureau procurement publication management system, subject to the terms of use.
II. Prior information notice 4. Preparing the prior information notice, the customer shall include the following information: 4.1 the Subscriber's name, registration number, address, nationality, telephone number, fax number, electronic mail address, in general the internet address and the address of the buyer profile; 4.2. contact person's name and surname; 4.3. indication of the customer type and main scope; 4.4. indication of purchase carried out customer needs and customer name, registration number (if assigned), address and nationality of the principal or, where such number is disproportionately large, customers personally identifiable information in accordance with the supplement to the official journal of the European Union's online versions (TED-tenders Electronic Daily) conditions of publication; 4.5. the Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get additional information about the procurement procedure; 4.6. the procurement contract; 4.7. an indication of the type of contracts (works, supply or services); 4.8. short the scope and extent of the works and, if known, the estimated contract price (currency) or the estimated contract price range limits (including currency), or short supply or service type description, quantity, or the estimated contract price (currency), or the estimated contract price range limits (including currency); 4.9. the works, service delivery or delivery location and statistical territorial units of code; 4.10. the procurement according to the nomenclature of the purchase (CPV) key code, additional code and papildvārdnīc code (if applicable); 4.11. indication of the distribution of part of the purchase, and the reference, or the offer may be submitted in only one part, on one or more parts or on all parts; 4.12. indication of preferential agreements; 4.13. indication of the General Agreement; 4.14. if known, the date of the initiation of the procurement procedure and the purchase contract; 4.15. the indication of the Government procurement agreement of the extension to the specific procurement contracts; 4.16. indication of purchase contract with European Union funds, as well as a reference to the projects and programmes; 4.17. the national authorities (name, registration number, address, nationality, telephone numbers, fax numbers, electronic mail address, General internet addresses, contact names and surnames), where you can get information on taxes, environmental protection, employment protection and working conditions; 4.18. in respect of the services agreement-service category number according to the nomenclature of service contracts; 4.19. in respect of a works contract – main terms concerning financing and payment (if known) and reference the sources which govern relevant issues; 4.20. date of dispatch of the notice for publication in the official journal of the European Union. 5. If necessary, the client in the previous information notice may include other additional information. 6. If the procurement is divided into parts, each part of the purchase grant number and this rule 4.6, 4.8, 4.10, and 4.14. information referred to in points for each purchase parts separately.
III. Notice on a buyer profile, 7. when preparing a statement of the buyer's profile, the client in addition to 4.1, 4.2, 4.3, 4.4, 4.6, 4.7 and 4.10. information referred to include the following information: 7.1. short description of the contract or purchase; 7.2. an indication as to whether the notice of specific procurement procedures under the public procurement law is sent for publication in the official journal of the European Union, as well as its ship date. 8. If necessary, the client notice on the buyer profile may include other additional information.
IV. A notice of contract

9. If necessary, information about the persons authorised to be present at the opening of the meeting; 9.10. the tender or application to be used in the language; 9.11. indication of the works or supply (works, designing and carrying out the works, the works by any means, of a work corresponding to the requirements specified by the contracting authority, the purchase, hire purchase, lease, lease-purchase, rental, hire-purchase or a combination of those deliveries); 9.12. the procurement identification number; 9.13. contract period or deadline; 9.14. indication of the application of the electronic auction, as well as information about it; 9. indication of whether the contract will be closed or general agreement, or will create a dynamic purchasing system; 9.16. as regards the General conclusion of the agreement in addition shall bear the following information: 9.16.1. General arrangement the number of participants or the maximum number of participants; 9.16.2. the General duration of the arrangement (including the reasons for any duration exceeding four years); 9.16.3. estimated contract price (currency) or the estimated contract price range limits (including currency); 9.16.4. information (if known) for the award of contracts, as well as the frequency of this contract estimated contract price; 9.17. indication of offer submission variants capabilities; 9.18. indication of possible additional works, supplies or services and their description (including information about the expected additional purchases of the time schedule, as well as, if possible, contract renewal or potential number of contract renewal times range borders); 9.19. in relation to the regular public supply or service contracts or fixed period contract – the future renewable provided a timetable for the conclusion of contracts (if known); 9.20. information on the collateral (the necessary contributions) and guarantees (if provided); 9.21. main financial conditions and terms of payment in the field and a reference to the sources which govern relevant issues; 9.22. If necessary for a successful implementation of the provisions of the Treaty-legal status, in which a supplier Association, for which a decision has been taken to close the contract; 9.23. specific procurement contract performance conditions (if provided); 9.24. rules on the exclusion of a supplier from further participation in the procurement procedure and the documents to be submitted for evaluation of conformity; 9.25. minimum requirements for suppliers of economic and financial situation and the documents to be submitted for evaluation of conformity; 9.26. minimum requirements for suppliers of the technical and professional capacity of and the documents to be submitted for evaluation of conformity; 9.27. as regards service contracts – reference or service rights with laws, regulations or administrative provisions is reserved to a particular profession, and reference to the relevant laws, regulations or administrative provisions, as well as an indication of whether legal persons should indicate the composition of the staff responsible for the execution and professional qualifications; 9.28. indication of the nature of the procurement procedure, designated contract award; 9.29. selection, if you choose to apply an accelerated procurement procedure or the negotiated procedure, with prior publication of a contract notice, in accordance with the public procurement law 62 of the first paragraph of article 2; 9. indication of the criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender). If you select the economically most advantageous tender, the tender evaluation criteria and their share in the order of importance of the extra points if they are not included in the bidding documents; 9.31. in the case of the negotiated procedure where suppliers have already been selected, their names (for individuals – the first and last names) and address; 9.32. indication of the reduction of the number of suppliers of the negotiated procedure or a competitive dialogue, reducing or offer solutions to be discussed; 9.33. the number of suppliers that will be invited to submit tenders in a closed tender or negotiated procedure or a competitive dialogue, to take part as well as the criteria for the selection of suppliers; 9-34. indication of whether it is a routine procurement, as well as the scheduled time for publishing the notice in the future; 9.35. indication of previous publications in the official journal of the European Union in relation to this procurement procedure, as well as information about it; 9.36. indication of other previous publications in relation to this procurement procedure, as well as information about it; 9-37. Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address), which is responsible for the examination of the application and, where appropriate, mediation procedures. 9.38. precise information on the application deadline or, if necessary, the Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address), which you can get the relevant information. 10. If necessary, the client notice of contract may include other additional information. 11. V. simplified contract notice 12. Preparing simplified contract notice, the customer in addition to 4.1, 4.2, 4.3, 4.4, 4.6, 4.7, 4.8, 4.10, 7.1, 7.2 and 9.12. the information referred to include the following information: 12.1. internet address procurement documents; 12.2. the time limit for submitting tenders for information purposes; 12.3. the language to be used in the tender; 12.4. the reference to the previous publication in the official journal of the European Union, which provides for more information on the dynamic purchasing system; 12.5. the reference to the previous publication, giving more information about the dynamic purchasing system. 13. If necessary, simplified subscriber notice of the contract may include other additional information.
VI. notification of amendments, termination of the procurement procedure or termination of

14. when preparing a statement of amendment, or termination of the procurement procedure, the client in addition to this rule 4.1, 4.2 and 4.5. information referred to include the following information: this provision concerned 14.1 1.5, 1.8. "nomenclature of services" the services referred to in (B); 17.3.3. contracts for which no applicable public procurement rules of law or the established procurement procedures; 17.4. for service contracts, the number of categories of services according to the service agreement, as well as the nomenclature, if the purchase contract is concluded by the public procurement law annex 2. "nomenclature of services" the services referred to in (B), the reference to the consent of the Subscriber to publication of the notice; 17.5. to purchase the winning contracts to be concluded; 10.9. date of adoption of the decision; 17.7. the procurement tenders received; 11.1. tenders submitted the names of the tenderers, the registration number (for individuals – names, surnames and identity number), address and nationality, as well as the proposed contract price (currency) and, if applicable, the indication of the reasons for the exclusion of tenderers and applications submitted by candidates off the reasons; 11.1. the total contract price (currency) or the cheapest and most expensive valued bid valued the contract price (currency), as well as an indication of the application of value added tax and rate; 17.10. the estimated contract price (currency), as well as an indication of the application of value added tax and rate; 17.11. name of the successful tenderer, registration number (natural person-first name and last name), address, nationality, e-mail address, telephone number, fax number and internet address in General (if the tenderer, the following information is specified); 17.12. the contract price offered by the successful tenderer (currency) or the cheapest and most expensive valued bid valued the contract price (currency), as well as an indication of the application of value added tax and rate; 17.13. indication of the successful tenderer for the intended subcontracting with third parties and the information about them (the contractual price and the portion of the contract, which will be closed to subcontracting with third parties). 18. This rule 11.1. information referred to in public. 21. IX. Statement of planned agreements

26. In preparing the announcement of the planned agreement, a Subscriber in addition to 4.1, 4.2, 4.3, 4.4, 4.6, 4.7, 4.9, 4.11, 4.16, 9.7, 9.12, 9.13. and 12.3. the information referred to include the following information: 26.1. for works contracts, the short form and extent of the works; 26.2. in respect of the supplies or services agreement-short supply or the nature and quantity of the service description or contract price; 26.3. indication of the availability of the purchase document to the specified internet address; 16.4. If necessary, the Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get the purchase documents; 16.5. If necessary, the date until which you can receive purchase documents; 16.5. the Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), which submitted tenders; 16.6. time limit for submission of tenders; 16.7. the nomenclature (CPV) purchase key code and additional code; 26.9. information on purchase documents included environmental protection requirements. 27. X. information notice concerning the conclusion of an agreement 28. If the purchase was split into parts, each part of the purchase grant number and 10.9. these provisions, 17.7, 28.1, 28.2 and 28.3.. the information referred to in points for each purchase parts separately.
XI. Voluntary notification of results of purchase 31. If necessary, the client notice of voluntary purchase can include other additional information. 33. If the purchase was split into parts, each part of the purchase grant number and 17.10. these provisions, 31.3., 19.5. and 31.5. the information referred to in points for each purchase parts separately.
XII. concluding question 34. Be declared unenforceable in the Cabinet of Ministers of 27 July 2010 No. 698, the provisions of the "rules on public procurement notices and preparatory order" (Latvian Journal No 122., 2010; 13, no. 61).
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 31 March 2004, Directive 2004/18/EC on the coordination of public works contracts, public supply contracts and public service contracts award procedures; 2) of the European Parliament and of the Council of 11 December 2007 of Directive 2007/66/EC, Council Directive 89/665/EEC and 92/13/EEC is amended with regard to improving the effectiveness of review procedures concerning the award of public contracts.
