Cabinet of Ministers Regulations No. 421 in Riga 2014 (July 22. No 40) hunting regulations issued in accordance with article 3 of the law of the hunt for the fourth and fifth, the second paragraph of article 5, article 8, article 10, second subparagraph, article 13, second and third subparagraphs, article 17 of the second subparagraph of paragraph 1 and 2, article 18, article 22, first paragraph, article 23, the second and third subparagraphs, article 26 and article 29, paragraph 2 of the seventh part of the i. General questions 1. determines the : 1.1 the game species, hunting dates, as well as cases of possible hunting outside the hunting periods; 1.2. the arrangements for the national forest service is entitled to change the terms of the hunting of mammals, as well as additional restrictions for the organisation of hunting under the animal populations concerned situation, e. g., phenology and the weather situation; 1.3. the hunting rights movement, their transfer and the minimum periods, as well as for the exercise of this right and the repeal of the order; 1.4. the hunting district and registration procedures and criteria for the recognition of hunting area continuous hunting area; 1.5. hunting for documentation and information for the duration of the procedure in the field of hunting; 1.6. the Hunter's seasonal card issuance procedures; 1.7. the hunting of the permitting procedure, as well as the procedure and conditions for granting authorization to hunt wild game hunting for damage; 1.8. the procedures for issuing and withdrawing authorisations for catching wild wild, for Latvia, use import breeds of hunting dog training or scientific research, for keeping in captivity and release in the wild; 1.9. hunting the driver's obligations and rights; 1.10. hunting firearms and ammunition for hunting use, as well as hunting the considerable safety requirements; 1.11. the trap and large capacity pneumatic arms; 1.12. procedures for public bodies and their cables bar not limited hunts of wild species; 1.13. breed of hunting dog marking procedures and use of hunting; 1.14. the hunted animal handling procedures; 1.15. the procedures for the handling of wild animals, the destruction of which reason is hunting, trapping or holding in captivity; 1.16. the order in which the hunting trophies exported from Latvia. 2. the hunting of the specially protected natural areas down these rules, specially protected natural territory protection and general terms of use, the personal protection of the territory and the terms of use and other hunting regulatory laws.
II. Game species and hunting periods, the following 3 limited and non-limited wild game and hunting dates: 3.1 limited: the wild game 3.1.1. Elk (Alc-alc), from 1 September to 31 December; 3.1.2. the Red Deer (Cervus elaphus) Bull from 1 September to 31 January, calves (age up to one year) and the cows, from 15 august to 31 January; 3.1.3. Roe deer (Capreolus capreolus)-buck from 1 June to 30 November, a kid (age up to one year) and goat, from 15 august to 30 November; 3.1.4. the wild boar (Sus scrofa)-throughout the year. 3.1.5. lynxes (Lynx Lynx), from December 1 to the national forest service permitted amount for use of hunting hunting areas (hereinafter referred to as the amount of hunting), but not more than 31 March; 3.1.6. medņ (tetrao urogall) and grouse (tetrao tetrix), from 1 September to 31 December; 3.1.7. wolves (Canis lupus), from 15 July to the national forest service in a certain amount of hunting, but not more than 31 March; 3.2. the wild game not limited: 3.2.1. raķeļ (tetrao tetrix x tetrao urogall), from 1 September to 31 December; 3.2.2. the grey Hare (Lep-Europaea) and white Hare (Lep-timid)-from 1 October to 31 January; 3.2.3. the Woods Marten (Martes martes), stone Martens (Martes foin), ferret (Mustela putori)-from 1 October to 31 March; 3.2.4. Badgers (Meles Meles), from 1 august to 31 March; 3.2.5. mežirb (bonasia bonasia), from 1 September to 31 January; 3.2.6. pheasants (Phasianus colchic)-from 1 august to 31 March; 3.2.7. the field pigeon (Columba palumbus), from 1 august to 15 November; 3.2.8. the home of pigeons (Columba Livia)-from 1 august to 31 December; 3.2.9. Slokas (Scolopax rusticol)-from 1 august to 15 November; 3.2.10. grey Crow (Corvus Corona) and magpies (pica pica) – from 15 June to 30 April; 3.2.11. sowing geese (Anser fabal), baltpier of geese (Anser albifrons), Canada geese (Branta canadensis), wild geese (Anser anser)-from 15 September to 30 November; 3.2.12 coots (Fulic ATRA), krīkļ (Anas crecc), grey duck (Anas strepera), platknābj (Anas clypeat), wild duck (Anas platyrhynchos), garganeys (Anas querquedul), baltvēder (Anas Penelope), garkakļ (Anas acut), brūnkakļ (Aythya ferina), tufted ducks (Aythya fuligul), Greater Scaup (Aythya maril), Velvet Scoter (melanitta Fusca), black Scoter (melanitta nigra), long-tailed ducks (clangula hyemalis), Goldeneye (Bucephal clangula) – from the second Saturday in august to 14 September 16.00 on Wednesday, Saturday and Sunday but from 15 September to 30 November every day; 3.2.13. Beaver (Castor fiber) and the muskrat (Ondatra zibethicus), from 15 July to 15 April; 3.2.14. foxes (Vulpes vulpes), throughout the year. 3.2.15. the fauna or non-invasive species-the American mink (Mustela vison), nyctereutes (Nyctereut-procyonoid), fallow deer (DAMA DAMA), Mouflon (Ovis orientalis), a belt of deer (Cervus nippon), raccoons (Procyon lotor), nutria (Myocastor coypus in Molina) (marmota bobak) baibak – throughout the year, but were jackals howling on the Golden (Canis aureus), from 15 July to 31 March. 4. captive-bred of escaped animals killing animals in hunting areas at the written request of the owner of the hunting rights user allowed all year. 5. III. Additional restrictions for the organisation of hunting 8. Hunting with engines or jamming (hereinafter stalking) are allowed from Sunrise until sunset from 1 October to 31 March, but the wild boar stalking-until 31 January. 12. further to the national forest service permit stalking also authorised in the following cases: 12.1. animal disease and epizootic control or spreading threats – all year round; 12.2. hunting wolves, from 15 July to 30 September.
IV. the agenda of national chain Hunt 13. land owner or legal possessor of hunting rights may be transferred to another person, by means of a written contract for the assignment of hunting (hunting) ground unit to which assigned a cadastral designation, or a part thereof, if the hunting Treaty is precisely part of the land border and the cartographic representations of 1992 Latvia geodetic coordinate system. Hunting rights at the same time you can put only one person. 14. the contract shall be concluded for a period of hunting that is not less than one year. Hunting contract shall include at least the following components: 14.1. particulars of the persons who conclude a contract (a natural person – given name, surname, personal code, declared place of residence address of the legal person – name, registration number, registered office); 14.2. subject of the contract – the hunting rights in the relevant land unit or part of the existing hunting areas, indicating the land cadastre of the unit name and the property name (except for the information on the joint stock company "Latvian State forests", and owned land); 14.3. the rights and obligations of the Contracting Parties, including the rights and obligations of wild animal damage prevention; 14.4. contract period; 14.5 termination (termination) and extension conditions. 15. the hunting rights in treaty hunting ground units or parts of the hunting rights the user can use the submission of the contract, the national forest service and logging in hunting district, except where limited by not being hunted wild game. Hunting in the composition of the district registered contracts are to be considered as a priority in comparison with unregistered hunting contracts.
V. Hunt and track circuit arrangements 16. to register the hunting district or amend details of registered hunting station in connection with the registration of the contract of a new hunting, hunting for the right holder or the person hunting rights acquired on the basis of the Treaty, be submitted to the national forest service in the application. The application shall be accompanied by such hunting rights supporting documents: 16.1. legal possession of a copy of the identity document, if hunting rights uses the legal possessor; 16.2. hunting contract or its notarized copy, if hunting rights used by the person in accordance with the Treaty hunting rights have been transferred; 16.3. power or a copy thereof, if hunting contract closed, on the basis of a mandate. 17. If the national forest service received several submissions on the same ground the unit or part of a hunting area tracking hunting station, examine them in order of receipt. 18. the national forest service after this provision in the application referred to in paragraph 16 and the receipt of documents in the land registry or other computerized reference checks, or contract made land owner or legal possessor and the contract contains all the provisions referred to in paragraph 14. After examination of the information the State Forestry Department within one month of this provision in the application referred to in paragraph 16 and the receipt of the documents annexed thereto shall take a decision on the station track hunting or refusal to register the hunting station, or refusal to amend the information on the registered hunting station in connection with the registration of the contract of a new game. This decision shall be communicated to the community notification law. The decision can be challenged, and to appeal to the State Forestry Department law article 10. The State forest service of hunting district registration take two working days after the decision. 19. the national forest service to take a decision on the refusal to register the hunting district or amend details of registered hunting station in connection with the new hunting contract registration if: 19.1. hunting rights in the relevant land unit or a part thereof has been put to another hunting rights to the user; 19.2. the agreement does not contain all of the traps of these rules referred to in point 14; 19.3. a contract concluded between the hunting parties, which do not have the right to do so; 19.4. hunting ground unit referred to in the contract or its part does not constitute the hunting station as a continuous area. 20. the national forest service, on his own initiative or of receipt of the application, shall take a decision on the land unit or part of the exclusion from the hunting district administrative procedure law if: 20.1. the entry into force of the judgment of the Court, from which it follows that the ground of the unit or part thereof is to be excluded from the hunting district; 20.2. hunting ground unit referred to in the contract or its part no longer form a hunting station as a continuous area; 20.3. over the period of the contract and the hunting national forest service not received game of the right holder, the authorised persons or hunting rights in the user application and then added to the written evidence of the extension of the Treaty; 20.4. the national forest service received the game of the right holder, the authorised persons or hunting rights in the user application and the written evidence establishing that the hunting Treaty terminated, subject to the procedures laid down in the Treaty; 20.5. the State forest service of the hunting rights of the owner, his authorised persons or hunting rights the user received the application for the hunting of the right holder, or its authorized user. 21. If the State Forestry Department 15 working days of receipt of the request does not inform the person of the decision taken, it is considered that this provision in paragraph 46 that authorisation has been issued in application of the law of freedom to provide services to those in default. XI.
