General questions 1. determines: 1.1. procedure a in which the activities of the "growth and jobs" 4.2.1. specific aid objectives "to promote energy efficiency in public and residential buildings ' event" boost 4.2.1.2. improving energy efficiency in public buildings ' (hereinafter measure) the first application round project (hereinafter referred to as the selection); 1.2. measures and the objectives of the round; 1.3. selection round of funding available; 1.4. the requirements of the European regional development fund project (hereinafter the project) to the applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement and the agreement on the implementation of the unilateral notice conditions. 2. the measures and selection round aims to promote energy efficiency, smart energy management and renewable energy, to direct the national regulatory authority or authorities of the departments or State delegated functions of derived public person sponsoring the possession or use of existing buildings. 3. The indicator reflects the average thermal energy consumption for heating in buildings throughout the Republic of Latvia; 8.2. to 2023 December 31, within reach of the selection round outcomes indicators: 8.2.1. annual primary energy consumption reduction, at least 26 084 MWh/year; 8.2.2. the installed renewable energy sources of heat generation using papildjaud – at least 1.48 MW; 8.2.3. the calculated reduction of greenhouse gases, at least 6 787 tonnes CO2 equivalent per year; 8.3. finance the pointer within the selection round-up to 2018 December 31 certified expenditure at least 25 903 583. 9. the selection round of the total available for the implementation of public funds is eur 82 619 415, including the European regional development fund – 70 226 502 euro and national budget funding – 12 392 913 euro. 10. within this selection round of the rules referred to in annex 1. ministries and the State joint stock company "national real estate" project building freedom Boulevard 36, Riga, is a set of public funding available, the maximum level according to the rules specified in annex 1 for allocation of funding. 11. The provisions referred to in annex 1 shall ensure that the authority is not exceeded those calculated public funds. 12. Project has supported the following: 21.1. building energy efficiency: 21.1.1. defining works in the construction of buildings; 21.1.2. building engineering systems, alteration or creation; 21.1.3. renewable energy-efficient heat source for purchase and installation; 21.1.4. building the automated command and control system purchase and installation; 21.2. the preparation of the technical documentation of the project; 21.3. the restoration of the building and interior fittings (if implementing energy efficiency measures is concerned the internal decoration of the building) to ensure the building's original architectural and interior finishing details of Visual and technical positions; 21.4. the management and monitoring of the project; 21.5. publicity for the project. 22. within the framework of selection round of direct eligible costs of the project are: 22.1. costs associated with the energosertifikācij, technical survey, construction cost estimates, construction, construction intentions, minimum of documentation projects, building facades and the receipt of the acknowledgement card card engineering structures, as well as the development of projects expertise; 22.2. building and autoruzraudzīb of the project's costs. 22.3. the project management personnel remuneration costs arising from the employment contract, order, or company (services) contract, including State social security payments from taxable eligible costs, taking into account that: they do not exceed 56 580 22.3.1. euro per year if the direct eligible costs of five million or more; 22.3.2. they shall not exceed 24 426 euros per year plus 0.64% of the direct eligible costs, but not including direct project management staff costs, if the direct eligible costs are less than the five million euro; 22.3.3. eligible is not less than 30% capacity, the staff involved in the project by providing, in accordance with the principle of relevance of part-time (apply, if the costs incurred on the basis of the contract of employment); 22.4. the cost of the works: 22.4.1. works in the buildings delimiting structures; 22.4.2. basement and top floor shelter insulation; 22.4.3. building engineering systems, alteration or creation; 22.4.4. building restoration and internal finishing works (if, through energy efficiency improvement measures, affected the inner decoration of the building) to ensure the building's original architectural and interior finishing details of Visual and technical positions; 22.5. renewable energy-efficient heat source for purchase and installation; 22.6. building the automated command and control system installation, which provides energy consumption control and reduction; 14.1. the project activities directly related to the cost of the publicity measures carried out in accordance with the laws and regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements, and does not exceed 1% of the total eligible direct project costs. 23. If the average heated area of a building shall exceed the height of 3.5 meters, heat consumption for heating (kWh/m2/year) after the implementation of the project according to the rules for conversion to annex 2 section 10; 31.3. as a result of the implementation of the project are achieved minimum energy efficiency requirements for Cabinet 30 June 2015 by Regulation No 339 "rules for the Latvian et seq of LBN 002-15" building construction siltumtehnik "delimiting", except where these rules provide justification in annex 2, according to the energy performance of buildings Act article 4 quarter. 32. the measure is supported by the building energy efficiency measures in the report on the dissemination of the entries used in the calculation of the values predicted by the independent expert in the field of energy performance of buildings. Project implementation and financing conditions, including agreement on a contract or project implementation conditions for unilateral notice 33. During project implementation the provisions referred to in paragraph 13.3. beneficiaries can receive advance payment in accordance with the laws and regulations on the procedures of plan the State budget funds for European Union structural funds and the cohesion fund projects and payments to 2014 – 2020 programming period that does not exceed 90% of the project to the European regional development fund and, where this is provided for in the draft State budget co-funding totals. Advance payment of this 13.4. the provisions referred to in subparagraph beneficiaries can receive 100% of the project to the European regional development fund and, where this is provided for in the draft State budget co-funding totals. The advance payment can be received in multiple installments. 44. cooperation authority have the right to unilaterally withdraw from the contract or arrangement for the implementation of a project in any of the following cases: 44.1. the beneficiary fails to fulfil a contract or agreement for the implementation of the project, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the specific aid target or paragraph 8 of these rules mentioned; 44.2. the beneficiary during project implementation deliberately provided the cooperation body of false information; 44.3. in other cases provided for by the Treaty or agreement on the implementation of the project. 45. This provision is specified in annex 1. the national authorities within the framework of the selection round will provide that paragraph 13 of the projects mentioned in the payment request to the extent that until 2018 December 31 provide the certified expenditure at least 32% of the total public funding available.
