General questions 1. Traffic Office is a public body which operates under the supervision of the Ministry of finance and coordinate the activities of the insurer related to vehicle owners or rightful possessor (hereinafter "vehicles") civil liability compulsory insurance.

II. Traffic Office tasks 5. Traffic Office tasks: 5.1 develop proposals on vehicle liability insurance development;
5.2. coordinate vehicle liability insurance in the country (also a State border inspection posts);

IV. Traffic Management Office 8. Traffic Office action drives traffic to the Council Office (hereafter referred to as "the Council").

12. The work of the Council chaired by the President of the Council, that the Council members are appointed to and released from Office by the Cabinet of Ministers on the recommendation of the Minister of finance.
13. the President of the Council in the absence of his functions shall be the Deputy Chairman of the Council, which the Council shall elect from among its members by recommendation of the President of the Council.
14. The Council is: 14.1. to submit to the Finance Ministry proposals for amendments to the traffic Office rules and proposals on vehicle liability insurance development;
14.2. to confirm the traffic Bureau's short-term and long-term action plans and reports on the implementation of those plans;
14.3. to appoint members of the Board (with the exception of the Chairman of the Management Board) and to amend the composition of the Board, approve of the Chairman of the Management Board and the members of the Management Board remuneration and traffic office total wage fund;
14.4. to elect the traffic Office Audit Commission (hereafter referred to as "the Audit Commission") and the amendments to it, determine the Audit Commission members pay;
14.5. to decide questions about the traffic Department of the Office, branch office and mission design and management;
14.6. to consider and approve the budget of the Office of traffic for that financial year;
14.7. to decide other questions submitted for decision by the Council or the Board Chairman of the Board.
15. The Council is responsible for their decisions, which are governed by the traffic Office action.
16. the operation of the facilities of the Council provide traffic Office.
17. The Council meeting is convened at least once every three months. A decision on the convening of the meeting of the Council of the President of the Council shall adopt, on its own initiative or at the request of at least one third of the members of the Council.
18. On the convening of a Council meeting place, time and agenda of the Council members and the Board must inform in writing no later than ten days before the convening of the meeting.

19. Council sitting is valid, if they work more than two thirds of the members. If time is not valid for the sitting opened due to lack of a quorum, not later than one month shall be convened again sitting with the same agenda, and it is valid regardless of the number of members of the Council present.
20. The Council meeting chaired by the President of the Council. Council decisions are taken during the meetings, an open vote, with a simple majority.
21. The Council meeting are recorded. If a member does not agree with the decision of the Council and vote against it, he accepted the decision of the Council is not responsible. At the request of the members of the Council his views must be entered in the minutes of the Council. The minutes shall be signed by the Chairman and the Secretary.

23. the Executive Board shall be composed of the Chairman of the Board and four members of the Management Board.
24. the Chairman of the Board is appointed and released from the post of Finance Minister on a recommendation from the Council. Chairman of the Board, may at any time announce their resignation from the post, submitting the application.
25. the members of the Management Board and Deputy Chairman of the Board (from among the members of the Management Board) for a period of three years shall be appointed by the Council on the recommendation of the Chairman of the Management Board.

27.3. decide questions about the traffic Office of the real estate purchase, sale and mortgage;
27.4. Council decision on the development projects;
27.5. define the traffic Office, pay in accordance with the legislation in force;
17.1. the Chairman of the Management Board shall examine the proposals submitted.
28. the implementation of the decision of the Board the Board issued the order.
29. 31. The Chairman of the Executive Board is responsible for the traffic Office tasks.
32. the Chairman of the Board: 32.1. ensure the Office and its departments, branches and offices of the joint action;
32.2. decide questions about the traffic Office staff choices, their qualifications and job duties;
32.3. in implementing the decisions of the Administrative Board and of the Office of the traffic operational command, issues orders, instructions and other normative acts his competence issues;
32.4. shall submit to the Management Board for approval, proposals for the traffic Office staff and administrative expenditure, the distribution of responsibilities between the Board members and their level of responsibility, as well as the traffic Department of the Bureau, and the heads of missions of branches and other traffic Office staff duties and level of responsibility;
32.5. and national mandate handling traffic Office property and funds;
32.6. organize Board meetings, after recording the Council or the Ministry of Finance shall be issued, at the request of the Chairman of the Board-approved Protocol statements;

20.4. addressing other issues in accordance with the legislation in force is the competence of the Chairman of the Management Board.

37. The Audit Board shall be elected for three years. The Audit Commission may not be members of the Management Board, as well as persons in an employment relationship with the traffic Office.
38. On its activities the Audit Commission report to the Council. The Audit Commission Council approved funding may use the certified auditor or auditor services.
