General questions 1. Traffic Office is a public body which operates under the supervision of the Ministry of finance and coordinate the activities of the insurer related to vehicle owners or rightful possessor (hereinafter "vehicles") civil liability compulsory insurance.
2. the traffic Office in its activities comply with the Constitution, laws, other legislation, international treaties and this Statute.
3. the traffic Office of their activity is carried out openly and in cooperation with other national and local government bodies, public organizations, insurance companies and citizens.
4. Traffic Office is a legal person. It has its own stamp with the updated state of the Republic of Latvia in the small coat-of-arms image and traffic Office of the full name.
II. Traffic Office tasks 5. Traffic Office tasks: 5.1 develop proposals on vehicle liability insurance development;
5.2. coordinate vehicle liability insurance in the country (also a State border inspection posts);
5.3. in matters within their competence, to organize international cooperation vehicle liability insurance;
5.4. the levying of the laws and other legislation for the fine if the vehicle owner not insured his civil liability;
5.5. creating the insured vehicle and vehicle tracking data base;
5.6. to pay the insurance indemnity for the injury done: 5.6.1. the owner of a vehicle which your civil liability is not insured;
5.6.2. an ascertained vehicle (except for property damage);
5.6.3. a foreign registered vehicle;
5.7. to provide information to victims about the insurance companies of the apdrošinājuš traffic accident guilty of civil liability of vehicle owners;
5.8. after the admission of Latvia's national Office of London Council and joining the international motor civil liability compulsory insurance ("green card") for their competence to organise a mutual settlement procedures associated with vehicle liability insurance payments beyond the country's borders to cover the losses.
III. Traffic duties and rights of the Office 6. Traffic Office responsibilities: 6.1. coordinate vehicle liability insurance in the country, insurance companies provide advisory guidance to vehicle owners civil liability compulsory insurance;
6.2. to represent the Latvian policyholders ' rights and interests abroad;
6.3. the development of draft laws, other legislation, legislative projects and proposals related to the vehicle liability insurance, as well as to organize that document projects and proposals;
6.4. to charge a fine from the owner of the vehicle, if it is not insured in your civil liability, and the resulting funds use these terms in the guarantee referred to in 7.3.1 (reserve) Fund;
6.5. to submit to the Court recourse against: 6.5.1. driving (legal cases);
6.5.2. the road owner (Manager), if an accident occurred, the damage caused by the loss of his fault;
6.5.3. a person who intentionally caused the loss;
6.5.4. the owner of the vehicle who is not insured his civil liability;
6.5.5. dangerous goods if the owner of a road traffic accident caused by the dangerous goods carried in the vehicle.
7. traffic rights: the Bureau 7.1. legislation in order to request and receive the traffic Office work required information from public administration institutions, local authorities and insurance companies;
7.2. in matters within their competence, to perform inspection of draft legislation;
7.3. the Cabinet of Ministers in the order: 7.3.1. creating traffic in the possession of the Office of guarantee (reserve) Fund, which funds used for vehicle liability insurance payment liabilities — this rule 5.6. the remuneration referred to in the cost;
7.3.2. establish traffic Office held by the policyholder protection fund, which funds used for vehicle liability insurance for the payment obligations of the insurer in the event of insolvency or bankruptcy;
7.4. the Cabinet of Ministers and in the order set off a traffic Ministry's special account funds to road accident prevention prevention measures;
7.5. conclude cooperation agreements with other relevant bodies.
IV. Traffic Management Office 8. Traffic Office action drives traffic to the Council Office (hereafter referred to as "the Council").

7.4. the four authorised representatives of the Insurance Association;
11.10. International Road Haulage Association "Latvijas Auto" authorized representative;
11.11. The Latvian National Association of freight forwarders authorized representative;
11.12. Passenger Transport Association's authorized representative.
12. The work of the Council chaired by the President of the Council, that the Council members are appointed to and released from Office by the Cabinet of Ministers on the recommendation of the Minister of finance.
13. the President of the Council in the absence of his functions shall be the Deputy Chairman of the Council, which the Council shall elect from among its members by recommendation of the President of the Council.
14. The Council is: 14.1. to submit to the Finance Ministry proposals for amendments to the traffic Office rules and proposals on vehicle liability insurance development;
14.2. to confirm the traffic Bureau's short-term and long-term action plans and reports on the implementation of those plans;
14.3. to appoint members of the Board (with the exception of the Chairman of the Management Board) and to amend the composition of the Board, approve of the Chairman of the Management Board and the members of the Management Board remuneration and traffic office total wage fund;
14.4. to elect the traffic Office Audit Commission (hereafter referred to as "the Audit Commission") and the amendments to it, determine the Audit Commission members pay;
14.5. to decide questions about the traffic Department of the Office, branch office and mission design and management;
14.6. to consider and approve the budget of the Office of traffic for that financial year;
14.7. to decide other questions submitted for decision by the Council or the Board Chairman of the Board.
15. The Council is responsible for their decisions, which are governed by the traffic Office action.
16. the operation of the facilities of the Council provide traffic Office.
17. The Council meeting is convened at least once every three months. A decision on the convening of the meeting of the Council of the President of the Council shall adopt, on its own initiative or at the request of at least one third of the members of the Council.
18. On the convening of a Council meeting place, time and agenda of the Council members and the Board must inform in writing no later than ten days before the convening of the meeting.

19. Council sitting is valid, if they work more than two thirds of the members. If time is not valid for the sitting opened due to lack of a quorum, not later than one month shall be convened again sitting with the same agenda, and it is valid regardless of the number of members of the Council present.
20. The Council meeting chaired by the President of the Council. Council decisions are taken during the meetings, an open vote, with a simple majority.
21. The Council meeting are recorded. If a member does not agree with the decision of the Council and vote against it, he accepted the decision of the Council is not responsible. At the request of the members of the Council his views must be entered in the minutes of the Council. The minutes shall be signed by the Chairman and the Secretary.
22. the Board meetings in an advisory capacity may participate in the Board, the members of the Executive Board and Council invite people.
23. the Executive Board shall be composed of the Chairman of the Board and four members of the Management Board.
24. the Chairman of the Board is appointed and released from the post of Finance Minister on a recommendation from the Council. Chairman of the Board, may at any time announce their resignation from the post, submitting the application.
25. the members of the Management Board and Deputy Chairman of the Board (from among the members of the Management Board) for a period of three years shall be appointed by the Council on the recommendation of the Chairman of the Management Board.
26. the work of the Board and Board at least once a month, be convened by the Chairman of the Board of Directors, but in his absence, the Deputy Chairman of the Board.
27. The Executive Board shall make the traffic operational management of the Office. The Board in its meetings: 27.1. decide questions on insurance against civil liability in respect of the use of motor vehicles;
27.2. decide questions about the nomination requirements and court proceedings against the natural or legal persons in matters not connected with vehicle liability insurance claims costs;
27.3. decide questions about the traffic Office of the real estate purchase, sale and mortgage;
27.4. Council decision on the development projects;
27.5. define the traffic Office, pay in accordance with the legislation in force;
17.1. the Chairman of the Management Board shall examine the proposals submitted.
28. the implementation of the decision of the Board the Board issued the order.
29. If the members of the Board overstep its authority or does not comply with the law, other legislation, the rules or the decisions of the Council and instructions, or act negligently, or made decisions that result in traffic caused a direct loss to the Office, they are laws and other legislation in the order is jointly and severally liable with all their property for a loss referred to in the Act or omission occurred as a result of the traffic Office, State or third parties.
30. The Executive Board may, at any time, to announce his resignation from the post, submitting the application. In this case, the Council acts in accordance with the procedure laid down by the Board Member concerned must be released from the post and his site should be appointed the new Board member.
31. The Chairman of the Executive Board is responsible for the traffic Office tasks.
32. the Chairman of the Board: 32.1. ensure the Office and its departments, branches and offices of the joint action;
32.2. decide questions about the traffic Office staff choices, their qualifications and job duties;
32.3. in implementing the decisions of the Administrative Board and of the Office of the traffic operational command, issues orders, instructions and other normative acts his competence issues;
32.4. shall submit to the Management Board for approval, proposals for the traffic Office staff and administrative expenditure, the distribution of responsibilities between the Board members and their level of responsibility, as well as the traffic Department of the Bureau, and the heads of missions of branches and other traffic Office staff duties and level of responsibility;
32.5. and national mandate handling traffic Office property and funds;
32.6. organize Board meetings, after recording the Council or the Ministry of Finance shall be issued, at the request of the Chairman of the Board-approved Protocol statements;
32.7. the representative of the Office of traffic court or empowering the traffic Office staff;
20.4. addressing other issues in accordance with the legislation in force is the competence of the Chairman of the Management Board.
V. Traffic Office finances, accounting and reporting traffic Office is funding 33. resources in the Cabinet of Ministers established the type deduction of a percentage of the insurance premiums and income from services and contracts.
34. the traffic Office financial resources are used for the payment of claims, its activity, as well as the laws and regulations referred to in this line of action.
35. traffic Bureau organizes record keeping, accounting and statistical records pursuant to the legislation in force.
Vi. activities of the Office of the traffic control and Audit Office 36. traffic operation is controlled by the Finance Ministry and the Audit Commission, and the Council established the permanent or temporary Commission a separate inquiry.
37. The Audit Board shall be elected for three years. The Audit Commission may not be members of the Management Board, as well as persons in an employment relationship with the traffic Office.
38. On its activities the Audit Commission report to the Council. The Audit Commission Council approved funding may use the certified auditor or auditor services.
39. the President of the Council of law and order within the time limit set, submit to the Ministry of finance audit the annual accounts approved by the Commission.
