2. These rules shall determine the arrangements for the Republic of Latvia are recognised abroad released products, processes or services, conformity assessment and attestation (hereinafter referred to as "proof of compliance and approvals") legal sphere.
3. these rules apply to all enterprises, companies and public institutions (importers and distributors) that lays claim to a declaration of conformity and approval of the official recognition of the Republic of Latvia.
4. The Republic of Latvia is officially recognised by the Member States of the European Union according to the Republic of Latvia or in the European Union norms and declarations of conformity issued approvals that certify (confirmed) that the product, process or service quality is not lower than those laid down in the Republic of Latvia in terms of safety and safety requirements.
5. The Republic of Latvia are recognized: 5.1, statement of conformity issued by the importer or the Distributor, according to standard EN EN 45014;
5.2. the following eligibility approval: 5.2.1 testing or calibration reports according to the standard EN EN 45001 requirements;
5.3 inspection reports according to the standard EN EN 45004 requirements;

5.5. quality system certificate according to the standard EN EN 45012;
5.6. the personnel certificate according to the standard EN EN 45013.
6. The Member States of the European Union issued a statement of conformity and approval are to be registered for goods and services quality assurance information, consultation and training centre (the "Centre") in the State Register of certificates as follows: 6.1 the importer or the distributor shall submit to the Center: 6.1.1. applications;
6.1.2. the importer's or distributor's copy of the registration certificate;
6.1.3. affirmation or confirmation of conformity containing the information in accordance with the provisions of Appendix 1 or 2;
6.2. the Centre's experts assess the compliance certification or approval, and shall decide on the recognition or non-recognition;
6.3. If in doubt about the proof of conformity or compliance with these provisions the approval in paragraph 4 and in annex 1 or 2 of these requirements, the Centre may require to carry out the conformity assessment procedures laid down in the Republic of Latvia;
6.4. If the evidence of conformity or the confirmation does not match this rule in paragraph 4 and in annex 1 or 2 of these requirements, the Centre shall take a decision on the recognition and not reasoned refusal. The Center's decision may be appealed to the Ministry of the economy. If the applicant is not satisfied with the decision, the appearance of conflict law in the order;
6.5. the importer or the Distributor to bear: 6.5.1. a declaration of conformity or approval for the registration cost by agreement with the State Register of certificates;
6.5.2. If necessary, the costs of conformity assessment, in agreement with the certification or testing body.
7. Other countries issued attestation of conformity or approval in the Republic of Latvia is recognised in the following order: 7.1 the importer or the distributor shall submit an application to the State authorized certification authority;
7.2. the competent certification authority shall assess the products, processes and services in compliance with the Republic of Latvia;
7.3. If the public opinion of the notified certification body is positive, a declaration of conformity or the certificate of the country of approval is recorded in the register;
7.4. If the importer or Distributor is not satisfied with the official opinion of the certification authority, you can appeal to the Ministry of the economy. If the applicant is not satisfied with the decision, the appearance of conflict law in the order;
7.5. the notified bodies for certification, the State assumes full responsibility for the attestation of conformity or approval and conformity assessment;
7.6. the importer or the distributor shall bear the costs of certification and registration, which includes: 7.6.1. a declaration of conformity or approval for the registration cost by agreement with the State Register of certificates;
7.6.2. the conformity assessment costs, in agreement with the certification or testing body.
8. the Centre at least once a month, be published in the official press, the "journal" information about the registered conformity attestations and approvals, as well as four times a year it issued a full summary.
9. Importer (Distributor) stores in the Republic of Latvia for the statement of conformity and approval of the originals.
10. retail and wholesale regulated sphere of goods accompanying documents must indicate the receipt or confirmation of compliance with the registration number of the State Register of certificates.
11. the failure occurs the responsibility of law and order.
12. The provisions of paragraphs 1 to 11 shall apply from the 1 February 1997.
13. the Ministry of the economy: 13.1 to the 1997 January 20 to review the designated laboratories and accredited and conformity marks (certificate) list and submit it to the Center;
