5.1.7. the technical passport copy;
5.1.8. water use balance;
5.1.9. sewage treatment plant characteristics;
5.1.10. the origin of waste water and process specification;
5.1.11. the quantity of waste and pollution in a particular outlet (m3, m3 per day, the estimated annual average concentration of pollution per year, estimated the maximum level under adverse operating conditions and the total pollution load);
5.1.12. sewage discharge mode and location;
5.1.13. information about the quality of the water that is discharged waste water, upstream and downstream of the effluent discharge (biological and chemical indicators of each ACC-saprobitāt, index);
5.1.14. sewerage system technical passport copy;
5.1.15. waste water treatment sludge, wastewater treatment process of by-products and the quantity and composition of the sludge, as well as their possible use and/or disposal;
5.1.16. actions to be taken in the event of emergencies and epidemic;
5.1.17. water abstraction and wastewater discharge records (a measuring data acquisition will be used, how often will be carried out, any analysis will be performed and how often);
5.2. on water management system, which takes the water: 5.2.1. rationale required for the abstraction of water;
5.2.2. the terrain, water use and water quality characteristics (if the water is obtained from surface waters, the fish is added to the passport copy protection devices);
5.2.3. the specific water consumption (m3 per capita per day and/or m3 per unit of output per day);
5.2.4. water source, quantity and water use;
5.2.5. water abstraction and use characteristics;
5.2.6. the competent conformity assessment bodies provides an opinion on compliance with its specific water-use requirements;
5.2.7. the technical passport copy;
5.2.8. water use balance;
5.2.9. the water accounting data characteristics (a measuring data acquisition will be used, how often will be carried out, any analysis will be performed and how often);
5.3. on water management system, which is discharged to water: water use 5.3.1 balance sheet;
5.3.2. sewage treatment plant characteristics;
5.3.3. the origin of waste water and process specification;
5.3.4. the quantity of waste and pollution in a particular outlet (m3, m3 per day, the estimated annual average concentration of pollution per year, estimated the maximum level under adverse operating conditions and the total pollution load);
5.3.5. effluent treatment and disposal site;
5.3.6. information about the quality of the water that is discharged waste water, upstream and downstream of the effluent discharge (biological and chemical indicators of quality index of saprobitāt);
5.3.7. sewerage system technical passport copy;
5.3.8. waste water treatment sludge, wastewater treatment process of by-products and the quantity and composition of the sludge, as well as their possible use and/or disposal;
5.3.9. actions to be taken in the event of emergencies and epidemic;
5.3.10. the sewage discharge of the accounts (a measuring data acquisition will be used, how often will be carried out, any analysis will be performed and how often).

8. the application must be submitted no later than four weeks before the current expiry date of the authorisation and must be consistent with the respective County or city authorities.
9. 11. Authorization, on the basis of the water user application, issued by the relevant regional environmental administration (annex 2) and the signing of the regional environmental management Director.

13. the municipality is entitled to request cancellation of a permit or require amendments to it.
14. regional environmental administration within four weeks after the application and receipt of the relevant documents of the water user permits or amend, or two weeks announce a motivated refusal to issue a permit. If permission is granted to the user of the water for the first time, a decision on the grant of or refusal to grant a permit, notify the user of water within a period of six weeks from the application and the date of receipt of documents.
15. the permit is issued three originals, one of which is issued by the water users, but two-regional environmental management.

17. 20.1.6. mineral extraction companies, if designed for groundwater level lowering;
20.1.7. iron and steel industry;
20.1.8. non-ferrous metal industry;
20.1.9. food industry, if the finished product is more than 50 t per day;
20.1.10. skin processing industry, if the water consumption exceeding 1000 m3 a day;
20.1.11. textile companies, if water consumption exceeding 1000 m3 a day;
20.1.12. glass industry;
20.1.13. metālvirsm processing companies, if water consumption exceeding 500 m3 per day;
20.1.14. the use of natural thermal waters;
20.2. to examine disputes, if the environmental protection authority control data does not match the water user records, and if this provision referred to in paragraph 40 of the decision taken by the Commission dispute is not resolved, recommend to the Minister of the environment national solution;
20.3. to amend the authorization and the conditions put forward in the light of the water user requests, as well as deal with disputes about the conditions in the permit, and to recommend to the Minister of the environment issue.
IV. Water extraction and use 21. regional environmental governance for each terrain to develop and approve water conditions that are specified in the water use licences in annex 1. Water use permits annex 1 is an integral part of the permit and shall state: 21.1. the name of the object;
21.2. the water source, the geographical coordinates of the ūdenssaimniecisk code and territorial code;
21.3. the allowable water quantity (m3, m3/year);
21.4. the conditions on water extraction mode;
21.5. the conditions on water accounting data.
22. Water conditions developed, taking into account: 22.1. water user application;
22.2. water source and water resources security;
22.3. water use objectives;
22.4. water consumption norms;
22.5. the existing and perspective technologies;
22.6. the opportunity to purify waste water.
V. discharge of waste waters 23. regional environmental administration of sewage discharge each develop and approve the conditions of discharge of waste water, which is specified in the water use permit in annex 2. Water use permit annex 2 is an integral part of the permit and shall state: 23.1. wastewater discharge point, its geographical coordinates, ūdenssaimniecisk code and territorial code;
23.2. the water quality downstream of effluent discharges;
23.3. the total quantity of each waste water discharges;
23.4. sewage characteristics;
14.6. sewage discharge data accounting procedures and laboratory control frequency;
14.7. pollution effluent pollution specific to each parameter in effluent outfalls in determining: the maintenance of concentration 23.6.1. annual average (mg/l);
23.6.2. maintenance concentration that maximum permitted under adverse operating conditions (mg/l);
23.6.3. pollution load of the year (year t), which is determined by using the total quantity of waste and the maintenance of an annual average concentration.
24. production waste water at the place of production or prior to mixing with other waste water must comply with the conditions set out in the permit.
25. The maintenance of concentration and the allowable pollution load of the regional environmental authority shall be determined taking into account: 25.1. surface water-bodies (annex 4) and water courses (annex 5)-quality fitness for a particular purpose;
25.2. regional environmental management expert or environmental State inspection management opinion;
25.3. the real technical equipment and their possible improvement without major conversion;
25.4. water and purification capacity;
25.5. the maximum levels of waste water regulations (annex 6);
6. waste water treatment grade analog sewage treatment plant at the equivalent capacity;
25.7. water supply and sewage treatment strategy of small towns;
25.8. background concentration in cooling water water source;
25.9. surface water quality guidelines (annex 7) (use to surface water quality standards for approval), developed under the 1974 and the 1992 Helsinki Convention on the protection of the marine environment of the Baltic ' recommendations and directives of the European Union;
25.10. the user's current water treatment requirements and standards and perspective in the implementation of the measures provided for in the plan.
26. Water users have the right to ask the Council to amend the conditions of authorisation.

27. the regional environmental Office developed and approved the sewage sludge, waste water treatment process of by-products and the quantities and composition of the sludge, as well as the maintenance of the conditions that are specified in the permissions, as well as in annex 3 shall evaluate the information provided on the sideline, and the possible use of sludge or placement. VII. Water use records 32. each water user takes water, and waste water discharge of use data records (records), recorded in the appropriate accounting journals, signed by the officer, and according to the journals registered measurement results submitted to the regional environmental governance review for water use.
33. the frequency of accounting and reporting procedures shall be determined at the regional environmental governance.
34. To be counted and registered the following indicators: 34.1. water abstraction and use quantitative and qualitative indicators;
21.3. the pollution of waste water and the quantitative and qualitative indicators outfalls;
21.3. the quantity and quality of sludge.
35. Records to be made using instrumental accounting methods and standardized measuring equipment.
36. To instrumental accounting methods for the implementation of water abstraction and wastewater discharge to determine the amount of allowable indirect calculation methods (taking into account production, the amount of electricity consumed, the pump power URu.tml.). VIII. Charges for water use 37. Water users for water abstraction and wastewater discharge fees, according to the requirements of the law.

IX. Water user responsibilities and accountability 41. Water user responsibilities are: 25.5. get permission before starting to use the water;
41.2. application to provide objective news and meet the conditions set out in the authorization;
41.3. in accordance with the conditions set out in the authorization to report regularly to the regional environmental management plan for the prospective;
25.7. using standardized measuring equipment, to provide quantitative and qualitative water use records in accordance with Chapter VII of these rules;
25.8. the deadlines or on demand to provide objective water use records;
25.8. submit a copy of the permit received by the respective city or county municipality.
42. If, through economic activities, water is used without permission or to comply with the conditions in the permit, the water users may be referred to law and other specific legislation.
X. regional environmental administration rights, duties and responsibilities, shall issue a permit in 43. When issuing authorisations, regional environmental authorities have the following rights: 43.1. refused permission, if Complete information is not provided or is not complied with the procedure laid down in these rules, as well as suspend or revoke a permit if water usage is inconsistent with these rules or other laws;
43.2. reduce the required limit, if the water is not rational (water is not used again if this is technologically possible, high-quality water is used, having it technologically is not necessary, is unduly high water consumption per unit of output);
43.3. If necessary, to issue permits for other water uses (recreation, aquatics organised URu.tml.);
43.4., impose additional requirements for sampling, water use and wastewater discharge records;
call to 43.5. water users to legal liability.
44. the regional environmental authorities have the following responsibilities: 44.1. independently license pursuant to these rules;
44.2. to control compliance with the conditions set out in the permit, as well as the perspective of the implementation of the plan;
disputes to issue permits in accordance with the decision of the Minister of State of the environment;
examine municipal requests for authorizations or amendments.
45. regional environmental management is responsible for: 45.1. compliance with environmental protection requirements the policy principles set out in the plan;
45.2. the national environmental inspection requirements;
45.3. the cooperation with the relevant authorities the authorisation;
28.2. water use records.
XI. Closing questions 46. Maximum permissible concentration regulations enter into force by 1 January 2005. By the time the regional environmental authority determines the concentration of maintenance in accordance with the provisions of paragraph 23.
47. Newly constructed facilities, with the exception of municipal sewage treatment plants, these rules referred to in annex 6, regulations are binding with the entry into force of these regulations.
