The Cabinet of Ministers of the Republic of Latvia of 23 December 1997, at rules no. 429 in Riga (nr. 72.2. ¤) prečukontrol of the strategic Committee in accordance with regulations issued by the Cabinet of Ministers Act article 14 machine (3) i. General questions 1. Strategic Trade Control Committee (hereinafter the Committee) is the Cabinet of Ministers established the Inter-Ministerial Committee.
2. The task of the Committee is to manage and develop the strategic commodity production, storage, use, export, import and transit control system, as well as realize strategic product licensing and control.
II. the functions and duties of the Committee 3. To comply with this rule in paragraph 2 these tasks, the Committee shall have the following functions: 3.1 approve the strategic goods lists;
3.2. approve strategic goods for export, import and transit of the required documents (licenses, certificates, certified statements, etc.) form;
3.3. service to the strategic goods import, export, transit and import licences;
3.4. the law "on the Convention on chemical weapons development, production, Stockpiling and use of chemical weapons and destruction" approved the Convention on chemical weapons development, production, Stockpiling and use of chemical weapons and destruction (hereinafter referred to as the Convention), article VII obligations under;
3.5. to require from legal or natural persons of any of the provisions of the Convention to carry out for required information related to their activities in the chemical industry or the chemical exports and imports;
3.6. ask this rule 3.4 and 3.5. function referred to take Latvian Development Agency (export and import control and accounting department).
4. the Committee shall have the following responsibilities: 4.1 develop strategic commodity production, storage, use, export, import and transit control laws required for projects;
4.2. to coordinate foreign aid use strategic goods control system;
4.3. to represent the Republic of Latvia in international export control regimes and international organisations in negotiations on strategic trade control issues;
4.4. to prepare the projects of contracts on cooperation with international chemical, biological and other weapons of mass destruction, prevent and control organizations and other national export control authorities, as well as with the export control regimes;
4.5. to prepare and submit proposals to the Minister of Foreign Affairs on the accession of the Republic of Latvia to international non-proliferation of weapons of mass destruction in the conventions and agreements, as well as a member of the relevant international organisations;
4.6. to provide strategic cover production, storage, use, export, import and transit of the confidentiality of the information.
III. composition of the Committee and the Agenda Committee has 5 Cabinet approved a Ministry authorised representatives, as well as the Latvian Development Agency for export and import control and accounting department director and his Deputy. Cabinet order on the composition of the Committee, after consulting with the relevant ministries and institutions in the Cabinet of Ministers submitted to the Minister of Foreign Affairs.
6. The work of the Committee chaired by the Cabinet of Ministers appointed by the President. The Chairman of the Committee from among the members of the Committee shall be appointed by the two Vice-Chairmen of the Committee and the Secretary of the Committee, as well as the obligations of the members of the Committee.
7. the Committee shall take place on a quarterly basis. The Committee's extraordinary meeting shall be convened by the Chairman, either on his own initiative or at the request of three members of the Committee.
8. the Committee's proceedings shall be closed. Participating in the meeting, members of the Committee and invited guests. The members of the Committee to be invited in writing to the hearing, as well as the meeting agenda.
9. the Committee shall be valid if they are sitting on at least half of the members of the Committee. A member of the Committee representing the Ministry or under its authority or supervision in the institution, have the right to veto, if the decision of the Committee, without prejudice to the relevant Ministry or public body competence and comply with its motivated opposition.
10. Decision concerning the export, import and transit licensing, cancellation, expiration date of extension, refusal to issue a licence, import certificate issuance or denial of service, referrals, technical expertise and the import licence or certificate is issued shall accept the extension of the authorised person of the Committee.
11. the Committee's decisions are made in an open vote. The Committee's decision shall be adopted by a majority if not used right of veto. If the votes are divided into similar, Committee Chairman shall have a casting vote. If the right of veto is used, the Committee shall submit a proposal to the Minister of Foreign Affairs to look into the matter.
12. The signatory is the Chairman of the Committee, his Deputy and Secretary of the Committee.
13. the meetings of the Committee in the interim strategic goods control system provides the Secretary of the Committee.
IV. Closing questions 14. Be declared unenforceable: 14.1. Cabinet of Ministers of 27 June 1995, the provisions of no. 167 "strategic export and import control regulations" (Latvian journal, 1995, no. 101; 1996, 70, no. 164);
14.2. The Cabinet of Ministers on 24 September 1996, Regulation No 362 "amendment to the Cabinet of Ministers of 27 June 1995, the provisions of no. 167" strategic export and import control regulations "of the Committee" (Latvia's journal, 1996, no. 164).
