General questions 1. terms used in the rules: 1. a motor vehicle-powered vehicle, implements, also running on a road under its own power (excluding mopeds-two-or three-wheel vehicle with engine displacement of less than 50 cm3 and a maximum design speed not exceeding 50 km/h);

1.5. trailer (semi-trailer)-the vehicle for driving in connection with a motor vehicle. This term does not apply to motorcycle sidecars;
1.6. the international road transport operations-any transport by vehicles, crossing at least one border;
1.7. trading company-a company that has received a licence issued by the Ministry of transport for retail sale of motor vehicles, it numbered units and trailers (semi-trailers);
1.1. implements-tractor, combine or other special machine powered by an internal combustion engine, if it is not built on the base of the car;
1.2. vehicle-device, which by its design for driving on roads with motor assistance or without motor;
1.10. the vehicle identification number (chassis)-combination of characters assigned to each vehicle by the manufacturer for identification purposes;
1.11. the owner of the vehicle-the natural or legal person who owns a vehicle;
1.12. the vehicle disposal-vehicle registration operation whereby you can dispose of a vehicle, leave the country for permanent operation in a foreign country, or be written off;
1.13. write-down of vehicle-the vehicle disposal which results in information about the vehicle and its owner is removed from the vehicle register in Active array;
1.14. the registration of the vehicle-activities and measures by the road traffic safety Directorate (CSDD hereinafter), you create a motor vehicle (other than technical) and trailers (semi-trailers) public records and ensuring its updating. This action results in each vehicle tracking data and bind specific fixation to a natural or legal person;
1.15. the holder of the vehicle-the natural or legal person who, on a legal basis (lease, lease contract, etc.) uses the vehicle. The holder of a vehicle is not considered to be a person who uses the vehicle for service or labour relations;
1.16. the possessor of the vehicle-a person who is in possession of the legal vehicle to inheritance;
1.17. vehicle tracking technical data-the technical data required for accounting: vehicle registration number, make, model, year, Vin (chassis and body), color, full mass, mass, and type;
tricycle and quadricycle 1.18.-Accordingly, three or four-wheel motor vehicle having a manufacturer's maximum speed exceeding 50 km/h or has an internal combustion engine with 50 cm3 or greater capacity (also any other type of engine under power) not exceeding 550 kg unladen mass.
2. These rules down the road traffic motor vehicles involved (except implements) and trailers (semi-trailers) registration and accounting procedures in Latvia.
II. vehicle registration certificate 3. vehicle registration certificate (hereinafter certificate of registration) is a mandatory document, which shall be issued to the vehicle owner or CSDD holder as proof of registration of the vehicle laid down in these rules. Registration certificate (annex 1) contains records of the vehicle technical specifications, details of the owner, possessor, and these provisions, in certain cases, also on the vehicle, data on the holder of the registration certificate the picking location and time, as well as other data provided for in these rules.

6.4. "chassis No." -indicate the vehicle (VIN number) assigned by the manufacturer of the vehicle identification number;
6.5. "no body" – with a backup vehicle identification number marked on the body or in the case of Exchange, the CAB notes installed body or cab number last six symbols. Other cases are not being filled;
6.6 "engine No." -don't point. Complete with two asterisks;
6.7. the "color"-specifies the color of the vehicle if the vehicle paintwork 6.7.1. consists of more colors, registration certificate must be presented in color and not more than one papildkrās. If the number of colors is larger and it is not possible to distribute the two main colors, under "color" writes: "vairākkrās";
6.7.2. the papildkrās not consider the following:-body (CAB) coatings which do not cover more than 20% of the vehicle's outer surface, coloring-color bars, not exceeding 200 mm,-different types of inscriptions or symbols,-anti-corrosion coating,-awning accessories-paint color;
6.7.3. truck color is determined by the colour of the cab;
6.8. the "full mass (kg)"-indicates the vehicle manufacturer or the technical expertise specific to the maximum permissible mass of the vehicle in kilograms with a driver, passengers and cargo. Tractor with a trailer full of mass of tractor and trailer, the mass of the full amount, but the tractor with semi-trailer, the unladen mass of the passenger-mass and the mass of semi-trailer full amount;
6.9. ' unladen mass (kg) "-indicates the country standard completed vehicle mass in kg with the driver, but without passengers and cargo;
6.10. "type"-indicates the vehicle type according to national standards, as well as making marks on the operational status of the vehicle;
6.11. "notes"-specify the restrictions and other information specified in these provisions;
6.12. "last name", "name", "name" — specifies the owner or possessor of the name and the full name, but the entities-their name;
6.13. "address"-indicates the vehicle owner, possessor or holder's address;
6.14. "based on"-indicates the documents on the basis of which the certificate of registration is issued, the number and date of issue;
6.15. "when"-indicates the date of issue of the registration certificate;
6.16. "where"-specifies the city in which the registration was made;

6.17. "valid until"-indicates the validity period of the certificate of registration in the event that it is limited;
6.18. "Z.v. signature"-with the chapter officer's signature CSDD and vehicle registration document for the certification seal certifies the correctness of entries in the registration certificate;
6.19. "Note on the disposal of a vehicle"-made a record of the disposal of the vehicle. Record certified by the signature of an official of Department of CSDD and vehicle registration document for the certification seal. The section is completed without using the computer's print engine;

6.20. "mark a change in the holder of the vehicle"-depending on who made the change: 6.20.1. trade business name, invoice number and reference it-the date of issue. The record is certified by the trading company stamp and signature of the person responsible;
6.20.2. sworn notary's name, contract type, number and date it. Record certified by sworn notary's stamp and signature in;
6.20.3. Businesses mark on vehicle-share capital of the company and the date of the notice of investing. The record is certified by the companies registry's seal and signature of responsible officer;
6.20.4. the seizure-legal persons issued a document of transfer of title and the date. Entry evidenced by the seizure of the stamp and the signature of the person responsible.
III. The national registration plate 7. Every vehicle registered in Latvia, it is assigned a registration number and the State issued the appropriate State (s) of the registration plate (s) (number sign) in accordance with the national standard. More vehicles registration number with the same combination of letters and numbers cannot be assigned at the same time.
8. Every vehicle except for trailers (semi-trailers), tricycles, quadricycles and snowmobiles, issue two identical symbols represented by number signs. 9.2. Type B (280 x 200 mm)-for installation in the rear of the vehicle for which it is not possible to set up the constructive type A number sign (do not install the motor cycles, motor tricycles and quadricycles);
9.3. the type C (240 x 130 mm)-for installation in motorcycles, motor tricycles and quadricycles in the back;
9.4. the type E (300 x 110 mm)-for installation in the rear of the vehicle for which it is not possible to set a constructive (A) or (B) the type of number sign (do not install the trailers or semi-trailers, motor cycles, motor tricycles and quadricycles).
10. The President of the car, along with the national registration number plates are issued plates that depict the great centre of the Latvian National coat of arms.
11. at the request of the owner of the vehicle, the vehicle can be assigned to the individual order number with national standard symbol combination and issued the number sign. This number shall be granted on condition that the requested number of characters of the combination is already assigned to another vehicle.
12. the vehicle may be issued to any of the following special interest plates: 12.1. transit plate-issued vehicle, which is expected to leave the Latvian permanent operation in a foreign country, or in the vehicle, who participate in road traffic, passing through the territory of Latvia in transit, if you come in Latvia does not have number signs, or its number plates have expired. V. the vehicle owner 18. vehicles registered in the Republic of Latvia citizens, permanent residents, foreign nationals who reside legally in Latvia (i.e. having a valid permit or visa termiņuzturēšan, or which it is not necessary in accordance with the international agreements concluded), as well as in Latvia, the registered legal entities or their affiliates.
19. 22. A State or local government owned vehicles registered on the State or local governments or authorities of the name of the company who acts or other regulations in accordance with the procedure laid down by the Act with this vehicle.
23. The vehicle is registered to the name of a natural person who has reached 18 years of age. Persons who have not reached 18 years of age, the vehicle register in the following cases: 23.1. If, in accordance with article 220 of the civil code a person declared a minor;
23.2. If the person is brought into the marriage before the age of 18 in accordance with the procedure laid down in the civil code;
14.5. If the vehicle is used only in a minor (one or more);
14.5. If a person who has reached 16 years of age registered vehicle, which allowed to drive from the age of 16.
24. This rule 23.3. in the case referred to in subparagraph application for the registration of the minor's guardian, and the name of the certificate of registration in the "notes" section, specify the name of the guardian. When a registration, appointed guardian must be presented at the guardian's certificate.

Note the. Guardian's certificate is to be presented to the minor's parents, who are natural guardians.
25. This rule 23.4. in the case referred to in subparagraph requires the consent of the guardian, to be evidenced by the signature of the application for registration in the presence of employees. CSDD When a registration, appointed guardian must be presented at the guardian's certificate.
26. To submit the necessary documents and to sign the application for a vehicle belonging to a natural person or a numbered identification registration CSDD, and after registration to receive the registration documents and number plates authorized for the following persons: the owner or possessor of 26.1. presentation of identity documents;
26.2. the owner or possessor of the authorised person, showing their identity documents and notarial or other civil law of 1474. the persons mentioned in article purported powers;
16.3. a new, previously unregistered vehicle registration in the case of the authorised autotirgotāj-Latvian Association, who entered into a corresponding contract with the CSDD, authorised person, showing their identity documents and submit to the members of the Association of certain forms issued by the authority. Application for registration of the vehicle in this case must be signed by the owner of the vehicle.
27. To submit the necessary documents and to sign the application for a legal person-owned vehicle or numbered unit, as well as the registration of CSDD upon registration, committing to receive registration documents and number plates authorized legal person of the authorised person, showing their identity documents and legal entities issued token.
Note the. As this rule 26.1 and 26.2. subparagraphs. and paragraph 27 of identity document can be presented to the person's passport or, in some cases (except when the vehicle is registered, the property removed from inventory or receive the transit plates) of the Republic of Latvia, the driver's licence.
28. when the vehicle or the numbered identification registration, you must submit these rules 26 and 27 points above the display copies of documents.
29. When registering a legal entity owned the vehicle, making a change in the name or address of registration shall be subject to the presentation of the document certifying the legal status of the original or a notarized copy thereof (hereinafter referred to as the original) and copy must be submitted.
Note the. If the application for registration of the vehicle specified in the data of the legal person (affiliate) meets the CSDD register of companies held in the data, the legal status of the identity document need not be presented, and the copy does not have to be submitted.

19.7. other individual cases at the request of the employee, if the CSDD doubts or suspicions about the data.
The rest of the vehicle registration activities of vehicle identification number comparison is done only in cases where it wants the vehicle owner or beneficiary.
If the registration of the operation is performed in the same chapter CSDD on the same day, then the vehicle identification number is not to be made the comparison.

44. From the foreign imported vehicle registration: 44.1. vehicle imported from overseas, the registration application should be submitted to: CSDD 44.1.1. (annex 6);

44.1.3. foreign State issued vehicle registration document, or a new, previously unregistered vehicle document establishing vehicle tracking technical data;
Note the. A new, previously unregistered vehicle registration CSDD as proof of vehicle tracking technical data, can be submitted to the invoice reference issued by a trading company, the official representative of the manufacturer, who sold the vehicle according to this provision the requirements of subparagraph 27.8.
44.1.4. a foreign country or a customs zone property rights issued identity document;

44.1.5. Customs authorities of Latvia issued the imported vehicle registration certificate (hereinafter certificate of customs);
44.1.6. invoice reference (annex 8), if Latvia as a commodity sold the imported vehicle sales business;
44.2. the vehicle is registered to the name of the person specified in the foreign country or customs area picked property rights supporting document and customs certificate, except for these terms and 44.9. subparagraphs 27.8. these cases;
44.3. the registration certificate is specified in the certificate of the customs restrictions (temporary admission, transfer ban, etc.);
27.6. the certificate is lost, the registration is made on the basis of the Customs authorities of the customs certificates issued in duplicate;
27.7. the vehicle previously registered in a foreign country must be removed from the records in accordance with the information available to the CSDD for this country, the existing vehicle registration procedures;
27.7. foreign number plates issued to transfer the CSDD Department. If the vehicle identification number shown for comparison with foreign number plates, but they are given at registration, registration material must be accompanied by an explanation of the owner of the vehicle;
27.8. the vehicles imported from overseas further disposal is only allowed after the registration CSDD;
27.8. in exceptional cases, when the vehicle is imported as a commodity in Latvia registered legal person, it can pass without previous registration for the sale of a commercial company;
44.9. If you own a vehicle not registered in Latvia want to alienate foreign natural or legal person, it must be received in advance by the Customs authorities of Latvia and Chief of CSDD written permission to dispose of the vehicle and this vehicle must be removed from the records in the appropriate foreign State, according to the information available to the CSDD for this country, the existing vehicle registration procedures. Note the. The certificate of the vehicle identification number may not be submitted for comparison if the acquirer for vehicle tracking compliance with the technical data specified is found and of the Assembly number comparison refuses, stating their application with your signature.
46.1.3. registration certificate (annex 1);
28.7. If the vehicle has only one owner (person) and the vehicle registration of the name of the owner (the seizure) to another person (beneficiary) the word occurs in chapter two person CSDD, property rights of identity document need not be submitted;
46.3. the registration of transfers, on the basis of mutual application, apply only to vehicles which have been previously registered in Latvia and intended for future operation (i.e., the recipient will be issued with a registration certificate);
46.4. the registration of the vehicle, regardless of the beneficiary's address, made at the CSDD Department, where the vehicle is. If this Department works in direct connection to the central vehicle registry database, then the registration can be done in any other chapter of the CSDD, working in direct connection to the central vehicle register in the database. Registration shall be carried out after the CSDD employee has determined the identity of the two parties, as well as the nationality of the seizure of the vehicle;
28.9. If the vehicle is disposed of in advance, transfer registration, on the basis of mutual application, authorized to perform any CSDD Department if it contains topical information on a particular vehicle;
46.6. In these cases, the Latvian vehicle registration number must be replaced by a transit number or refer the CSDD in cases where the vehicle does not participate in road traffic in Latvia and will be removed from Latvia with other transport;
73.2. disposal for export of Latvian CSDD. the application must be submitted to: 73.2.1 (annex 6);
73.2.2. certificate of the vehicle identification number comparison (annex 5);
73.2.3. registration certificate (annex 1);
73.2.4. plates;
73.3. 75. the disposal on the basis of the performance document: 75.1. for disposal of the vehicle, on the basis of the implementation documents, must be submitted to: 75.1.1 CSDD. on behalf of the owner of the vehicle filled in application for authorized officials (annex 6);
75.1.2. certificate of identification number comparison (annex 5);
75.1.3. registration certificate (annex 1);
Note the. If the registration certificate lost or it is not possible to obtain it from the previous owner, must be submitted to the relevant executive body explanatory letter. In such cases, through disposals, the authorised person is issued a certificate for a particular disposal of the vehicle. Duplicate registration certificate is not issued.
75.1.4. documents (to be presented in the original and a copy must be submitted);
75.1.5. performer's power of Attorney issued by a particular person for a particular vehicle disposal;
75.2. vehicle tracking data or data about the owner of the vehicle in the event of non-compliance disposal is carried out, and of this fact CSDD Department shall inform the relevant executive body.
76. vehicle write-off: 76.1. retirement vehicle is deprived of the right to participate in road traffic. Written off vehicle register further prohibited;

76.2.2. registration certificate (annex 1) or property right certificate with a certificate of registration to the previous owner's name;

76.4. retirement vehicle, the owner is issued a certificate of vehicle write-offs (annex 13);
76.5. retirement vehicle, or later, by presenting proof of writing off the vehicle, the vehicle owner can receive a certificate of membership of the numbered unit (annex 10), or register to another numbered unit belonging to the vehicle;
47.6. If the retirement vehicle registration certificate or number sign (sign) the lost or destroyed, the owner must indicate this fact on the application. The following registration certificates and number plates are taken or the number of documents to find the mark in the accounts and thus becomes invalid. In this case, the registration certificate and plates should not be renewed.
77. the issue of the transit number plates: 77.1. transit number plates issued for the export from Latvia;

77.2.4. property rights certificate, if the certificate of registration contains the previous owner (must show the original and a copy);
77.3. transit number to receive marks for a vehicle registered in Latvia CSDD must submit: 77.3.1. application (annex 6);
77.3.2. certificate of the vehicle identification number comparison (annex 5);
77.3.3. proof of vehicle tracking technical data (subject to presentation and submit a copy of the original);

77.3.4. property rights of identity document, if the document certifying the vehicle tracking technical data shows the previous owner (must show the original and a copy);
77.4. transit registration plates of the vehicle shall not be issued for the export from the Latvian Republic of Latvia permanent residents in Latvia, but not belonging to registered vehicles;
transit number marks 77.5. validity term is 30 days. This time limit is specified in number of transit map (annex 2);
77.6. If the vehicle is not removed in time limit from the State based on the owner's explanation, and after a number of comparison, transit number signs, may be extended once for a set time-limit of 30 days, issued a number of new transit card.
XIV. Vehicle registration 78. special cases Of foreign countries temporarily imported vehicle registration: 78.1. from foreign countries temporarily imported vehicle located in Latvia for more than three months and participates in road traffic, register CSDD;
78.2. vehicle can be registered in Latvia a foreign physical person legally residing in Latvia, but the legal person if its representation in Latvia is registered;

78.3.4. Customs licence;

78.5. in cases where the foreign natural or legal person is the holder of the imported vehicles or as the vehicle owner authorizes their use of Republic of Latvia citizens or permanent residents, or other person legally residing in Latvia, the certificate of registration must be made in the following notes: 78.5.1. under "owner" to indicate the owner;
78.5.2. under "remarks" indicate the holder's or authorized person's last name and first name or name (the name of the section "notes" is supplemented by the words "tenant" and "Leaseholder");
78.5.3. in the "address" must indicate the holder's or authorized person's address (section name ' address ' is added to the word "Lessee");
78.5.4. under "valid until" you must specify credentials (rental or leasing contract if the holder is an alien) duration or deadline indicated (the shortest from that specified in the documents).
79. the registration of the vehicle, and the diplomatic consular representations of international organisations and persons enjoying diplomatic or consular privileges and immunities: 79.1. vehicle registration, consular and diplomatic international organisation missions (diplomatic missions) and persons enjoying diplomatic or consular privileges and immunity (diplomats) regardless of their addresses only the CSDD, Riga chapter;
79.2. to the person who submitted the diplomatic mission or diplomatic vehicle registration documents shall be subject to the presentation of the diplomatic mission a certified power of attorney to register the mission and its diplomats. 79.3.3. vehicle registration documents and purchase documents, if the vehicle is not registered in the owner's name (must be produced and presented a copy of the original);

79.3.4. The Ministry of Foreign Affairs of the Republic of Latvia of the note, which contains the owner of the vehicle, the make, model, chassis number, registration required, action and assignable license plate;

79.6.4. The Ministry of Foreign Affairs of the Republic of Latvia of the note, which contains the owner of the vehicle, the make, model, chassis number, registration required, action and hold diplomatic number plates;
79.6.5. the power of Attorney;
79.6.6. diplomatic number plates;
79.7. in case when the vehicle was purchased in Latvia, dispose of it for export from the State, the vehicle is issued a number of transit signs and transit number. The registration certificate shall be returned to the owner;
79.8. to diplomatic missions and diplomats register the vehicle removed from inventory for sale in Latvia, you must first change the diplomatic number plates against the Government number plates.
In the case where the vehicle was previously imported from abroad, must be submitted to the Customs authorities the authorisation to dispose of it, as well as the vehicle registration document of the foreign originals that are added to the registration materials. The vehicle must be removed from the records in a foreign country in accordance with the information available to the CSDD for this country, the existing vehicle registration procedures;
79.9. diplomatic missions and diplomatic agents allowed to register a vehicle with number plates of the country in accordance with the provisions of paragraph 78. The same vehicle at the register with diplomatic and national registration number.

81.1.4. foreign property rights issued identity document;
81.1.5. Customs certificate, which contains the prohibition of disposal;
81.1.6. trading company, who sold the goods imported from abroad as a vehicle, issued invoice reference (annex 8). 81.4. in cases where a commercial company vehicle, which is not subject to customs and value added tax, within a period of two months from the date of import has not been sold, then it disabled, you receive the permission of the Centre may sell it to any other person, or to register for your name. In this case the CSDD must submit the documents referred to in paragraph 81.1 and in addition to the stamp and the signature of the person responsible for a particular invoice evidenced the vehicle customs and value added tax payment.
82. Registering a vehicle that got the Ministry of the Interior of the unit, as well as the owner of the vehicle (the holder) the recording of a change, in addition to the documents required for registration activities, the Ministry of the Interior must also submit orders (excerpt from orders) for listing and transfer of the vehicle.

XV. concluding issues 87. Regulations shall enter into force by 1 July 1998.

89. With the entry into force of these regulations shall lapse at the Ministry of transport on 23 December 1996 order No. 109 "On approval of the rules of registration of vehicles" and "vehicle registration approved".
