The Republic of Latvia Cabinet of Ministers of 20 July 1999, Regulation No 261 in Riga (pr. No 36, § 8) consumer protection Center issued regulations under the consumer protection act article 25, first subparagraph, (I) General questions 1. Consumer Protection Center (hereinafter referred to as the Centre) is a Ministry of Economic Affairs in the State monitoring civiliestād, which protects consumers ' rights and interests.

II. activities of the Centre, the Executive and the rights to 4. In order to protect the consumer rights and interests, the Centre: 4.1. cooperate with other market surveillance involved in supervisory and control authorities, as well as public organizations dealing with the protection of consumers;
4.2. market surveillance shall participate in the development and realization of the program;
4.3. exploring the market of goods and services and provides consumers comparative information about products and services, as well as for the acquisition of goods and services opportunities and conditions;
4.4. providing information for manufacturers, distributors and service providers about their duties, rights and responsibilities from a consumer protection point of view;
4.5. inform the public about consumer protection issues and the activities of the Centre;
4.6. inform the other supervisory and control authorities for the findings of consumer rights violations in areas where monitoring and control are the competences of these bodies;
4.7. collect and analyse information on the rights of the consumer control results and provide proposals for the necessary amendments to the legislation relating to consumer protection;
4.8. representing consumer interests in the national standards system standardization technical committees;
4.9. shall cooperate with international and national consumer protection authorities and bodies, as well as engage in a quick exchange of information in the system by exchanging information about a single non-food use of resulting risks to consumer health or safety;
4.10. the laws and other regulations for the performance of functions provided for necessary action.
5. the Centre's officials is the Center's Director, Deputy Director, Assistant Director, Department head, senior inspectors and inspectors.

7.5. to require the manufacturer, seller or service provider to provide the information in the contract according to the law;
7.6. to check the information about the manufacturer, seller or service provider for information about the origin of the goods, as well as the conformity of the information referred to in the laws;
7.7. to check the quality of the goods or services, or evidence of conformity exists;
7.8. checking the price and warranty specified order and guarantee obligations;
7.9. to check that the appropriate consumers claim submission policy claims are pending, if the consumer is not a quality of the goods sold or provided high quality services;
7.10. checking the consumer's right of withdrawal on the agenda;
7.11. check the weight, measure and correct payment;
7.12. set a time limit within which the manufacturer, seller or service provider, or their authorized representatives must prevent violations of consumer rights;
7.13. to draw up inspection and administrative offence protocols in the field of consumer protection, to examine the cases of administrative offences and impose administrative sanctions;
7.14. legal cases and in order to submit materials to law enforcement agencies on persons whose actions are causing or are likely to cause substantial injury to the law protected the rights and interests of consumers;
7.15. to organize consumer purchased goods or services used for quality and safety inspection (inspection);
7.16. legislation the cases to stop goods sales or provision of a service to a testing laboratory or expert opinion, if: information about product 7.16.1. outbreak or label does not meet the legislative or regulatory requirements;
7.16.2. do not show proof of compliance or approval;

7.18. in order to ensure the Centre's officials in the performance of the duties of the position, if necessary, call the police or other law enforcement personnel;
7.19. to request and receive, free of charge, from the manufacturers, sellers or service providers, or their authorised representatives the information necessary for the goods or services for the evaluation of the quality and safety or enforcement functions of the Centre;
7.20. legislation in the cases and in order to take samples to the laboratory or expert examination of a specific item of information provided on the label or the veracity of the goods or things manufactured in compliance with the safety requirements;
7.21. determine the destination and the time limit within which the producers, sellers or service providers, or their authorized representatives must provide a response to the center of the registered consumer applications or complaints;
7.22. other laws and rights.
8. the Director of the Centre only for the determined competence centre is entitled: 8.1. require that the manufacturer, seller or service provider amends the outline agreement (contract) or cease the provisions of the Treaty, if found unfair or unclear contract terms of manufacturer, seller or service provider an outline agreement or the contract concluded;
8.2. to prohibit the manufacturer, seller or service provider is not a fair use of the provisions of the Treaty;
8.3. the power of officials, who, on the basis of the testing laboratory or expert opinion, are entitled to request to withdraw or suspend the provision of services, their quality or safety if does not comply with the laws or regulations of the technical requirements set out in the documents.
9. the Centre's officials in the performance of official duties, displays the service card.
10. The Centre shall be headed by the Director of the Centre. Director: 10.1. is responsible for the tasks of the Centre;
10.2. the Centre issued to employees and officials of binding orders;
10.3. coordinates the Centre's cooperation with the Government and local institutions;
10.4. is responsible for the Centre of the use of budgetary funds in accordance with the procedure prescribed by law;
10.5. the Centre must state the number of units within the approved establishment plan of the Centre, down the center of the structure and functions of each organ;
10.6. recruiting and dismissal of employees of the Centre shall be appointed, released from Office and transferred to another post, as well as the Centre's officials, concludes contracts of employment;
10.7. the officials of the Centre and to contribute to the training and further training;
10.8. submissions and complaints about the Center's official decisions or orders issued and, if necessary, they shall be amended or repealed;
10.9. without express authorisation by the representative of the Centre.
11. the Centre's departments operate in accordance with the regulations approved by the Centre's Director.
