The Republic of Latvia Cabinet of Ministers of 15 February, Regulation No 58 (in Riga. Nr. 8, § 10.) the provisions for search and rescue in aviation and maritime emergency cases Issued in accordance with the Cabinet of Ministers Act article 14 machine (3) i. General questions 1. These rules shall determine the aviation search and rescue service (hereinafter referred to as the Aviation Center) and the maritime administration of Latvia (hereinafter marine Centre), the duties and responsibilities, as well as operational cooperation with State and local authorities, legal and natural persons as well as this institution and the obligations of the person, organizing and carrying out the search and rescue efforts in aviation and maritime emergency cases where human life is at risk.
2. Aviation Center and marine Centre under the authority of the mutual cooperation scheme (annex 1) organise search and rescue measures to provide assistance to people who are caught up in a life-threatening situation in the aviation or maritime accidents.
II. National Aviation and maritime rescue service organization and Development Council 3. To coordinate Aviation Center and the marine operation and development of the Centre is created for the national aviation and maritime rescue service organisation and the Development Council (hereinafter Council). To be included in the composition of the Council by one authorized representative of the Ministry of defence, the Ministry of Foreign Affairs, the Ministry of the Interior, Civil Aviation Administration, the maritime centre, local government administrations, local authorities, the Latvian Union of national armed forces and the national border guard, as well as the Ministry of welfare and the Ministry of transport Secretary. The Council is headed by a Secretary of the Ministry of transport.
4. the Council shall have the following tasks: 4.1 according to the international organization and international treaty requirements and recommendations to address issues related to aviation and maritime search and rescue service development and organization, and the Cabinet of Ministers to submit appropriate proposals;
4.2. to determine the losses incurred in carrying out search and rescue efforts, and evaluate it, as well as the Cabinet of Ministers to submit proposals for funding sources to cover these losses;
4.3. in order to facilitate the operational cooperation and raise the professional level, to develop proposals on a common aviation Center, Center of the sea and relevant national and local institutions of learning and practical training.

6. the regular session of the Council is convened twice a year.
7. the Council's emergency session is being convened at the request of at least one member of the Council.
8. At the beginning of each year the Council shall, jointly with the Centre of aviation, marine and public authorities concerned officers analyse and evaluate the previous year's performance and with the attendance of the members of the Council majority in next year's action plan.
III. the Aviation Centre 9. Aviation Center within their competence determined by the Center's Department of rights and obligations.
10. the Aviation Center in cooperation with State and local authorities announce and organise search and rescue efforts, coordinate the activities of the bodies involved, and provide assistance to the aviation accident victims.
11. the Civil Aviation Administration shall approve instructions for the operation of the Centre of aviation and aviation control center.
12. the aviation centre direct duties are assigned to extreme right to engage in the activities of the rescue search and rescue area of responsibility (annex 2) any State or municipal institutions, as well as a legal or natural person. Aviation Center Manager and employees for their actions and decisions are responsible in accordance with the law.
13. If the search and rescue efforts are needed to involve foreign aircraft, Aviation Center boss or his authorized person is entitled to give permission for the aircraft to cross the State border of the Republic of Latvia in any place (outside certain corridors) inform immediately the National Guard, the State revenue service, the customs administration and the citizenship and Migration Affairs Administration. If those authorities consider that the need to carry out border control and customs and visa procedures, the relevant procedures without delaying search and rescue, do accidents where the aircraft landed.
14. Search and rescue activities, the Centre shall cooperate with aviation: 14.1. Maritime Center;
14.2. the national armed forces;
14.3. the national fire and rescue service;
14.4. the national police;
14.5. Disaster Medical Center and health care institutions;
14.6. airlines;
14.7. the relevant municipalities, city and district municipalities and local police;
14.8. the national border guards.
15. the Civil Aviation Administration six months after the entry into force of these provisions establish a cooperation plan and harmonize it with the provisions of paragraph 14 of said institutions.
16. All legal and natural persons who have information about possible dangers that might threaten people in aviation accidents, is obliged to report it to the Centre of aviation, the nearest airport or Police Department.
17. the Aviation Center publishes the newspaper "Latvian journal" news on the existing operational communication means as well as the following: 17.1. Aviation site;
17.2. The Aviation Center Manager phone number;
17.3. operational service phone number;
17.4. fax number;
17.5. radio call sign and frequency.
18. the decision on the search and rescue measures adopted by relevant officials of the Aviation Center.
19. Search and rescue is underway, guided and terminated in accordance with the emergency plan.
IV. Maritime Center 20. Maritime Center within their competence determined by the Center's Department of rights and obligations.
21. Marine Centre and the apakšcentr primarily in cooperation with State and local authorities, legal and natural persons to organize and coordinate search and rescue efforts as well as provide assistance to a marine accident victims.
22. The Maritime Center and its apakšcentr the staff responsible are assigned to the extreme right to involve search and rescue activities in the search and rescue area of responsibility (annex 2) any State or municipal institutions, as well as a legal or natural person. Sea Center Manager and staff, as well as the Maritime Center apakšcentr employees for their actions and decisions are responsible in accordance with the law.
23. If the search and rescue is necessary to attract foreign ships, the sea Coordinator of the Centre is entitled to give permission for the ship to enter the territorial waters of the Republic of Latvia and the port of immediately informing the National Guard, State revenue service, customs administration, citizenship and Migration Affairs Administration and the national armed forces maritime forces (naval forces). If those authorities consider that the need to carry out border control and customs and visa procedures, the relevant procedures without delaying search and rescue, ship's location.
24. the activities of the Sea Rescue Center and it shall cooperate with the apakšcentr: 24.1. nearby vessels;
24.2. The Aviation Centre;
24.3. The national armed forces;
15.2. the State fire and rescue service;
15.2. the national police;
24.6. Disaster Medical Center and health care institutions;
15.3. the relevant municipalities, city and district municipalities and local police;
15.4. the national border guards.
25. Maritime Center within six months after the entry into force of these regulations, the development of the cooperation plan and harmonize it with the provisions of paragraph 24 of the said institutions.
26. All legal and natural persons who have information about possible dangers that might threaten the people of the sea in the event of an emergency, is obliged to report it to the center of the sea or the nearest Police Department.
27. the sea Center publishes the newspaper "Latvian journal" news on the existing operational communication means as well as the following: 27.1. Marine Centre's address;
27.2. telephone number;
27.3. fax number;
27.4. the telex number;
27.5. Inmarsat-C number;
17.1. radio call sign, ranges, frequency and channels.
28. the decision on the search and rescue measures adopted the maritime administration, search and rescue services to the appropriate officer.
29. Search and rescue is underway, guided and terminated in accordance with the emergency plan.
V. aviation and marine Center cooperation 30. request by the Aviation Center at the Center for Marine search and rescue activities involving its own search and rescue unit, rescue boats, pilot boats, the port fleet and, if necessary, the relevant foreign authorities.

31. at the request of the marine Centre, the Centre of aviation search and rescue activities involving national armed forces aviation and civil aviation and, if necessary, the relevant foreign authorities.
Vi. cooperation with the aviation centre air force 32. Air Force are involved in search and rescue activities at the request of the Centre of aviation only where human life is at risk. If aviation accidents happening in the military aerodrome in the district, a part of the aviation commander immediately launched search and rescue operations and inform the Aviation Center. After the Aviation Center rescue unit arrived on the scene further search and rescue carried out and coordinated by the Aviation Center.
33. The Aviation search and rescue activities during the air force search and rescue units are operational under the Aviation Center.
VII. cooperation with the maritime centre maritime forces 34. Naval forces are involved in search and rescue activities only after the request of the marine Center. Marine Center has the right to use the naval technical means and personnel search and rescue activities only where human life is at risk.
35. maritime search and rescue activities during naval units taking part in the search and rescue operational centre of the sea destination.
VIII. Maritime aviation centre and the Centre's cooperation with State and local authorities 36. Search and rescue organisation and carrying out of the measures in the aviation and marine Centre, the Centre cooperates with the national armed forces, the State fire and rescue service, the National Guard, disaster Medical Center, health care institutions, the State police and the local authorities who, after receiving the alarm immediately involved in search and rescue activities and provide every type of assistance in order to save human lives.

IX. final question 39.
