The Republic of Latvia Cabinet of Ministers Regulations No. 3 Riga, 2 January 2001 (pr. Nr. 1, § 13) the rules on industrial fishing in inland waters issued under the Fisheries Act, in article 13, first paragraph, point 2 i. General questions 1. These rules shall determine any natural and legal person (further-the fishermen) may deal with industrial fishing (-) of the Republic of Latvia in internal waters, except in the waters, which are only used for specialized farming and artificial propagation of fish.
2. Blue cancer 16.16 (Astac of astac)-10 cm; 16.17. šaurspīļ cancer (Astac to leptodactyl)-10 cm. 17. 22. In directed fishing during the period from 16 April to 20 June, this provision referred to in paragraph 16 of the by-catch of prohibited species, but other species of fish by-catch must not exceed 10% of the total weight of the catch.
23. Allowable by-catch of undersized fish, except that rule 21 and 22 by-catch limits set out in each gear, lifting each time the rules referred to in point 16 species of fish of the species concerned in the total number of catch must not exceed the following: 23.1. fishing with nets-8%;
23.2. fishing with any type of pots and wire-5%.

V. Prohibition of fishing times and places 27. It shall be prohibited to fish for, and get any fish species in all bodies from 16 April to 20 June, except for the specialized fishing with traps and zušķērāj.

28.4.3. other rivers where the lamprey fishing is allowed, from 1-February to 31 October;
28.5. whitefish and Morgan-from 1 October to 30 November;
28.6.-1 turbot February to 30 March;
28.7. cancer (blue and šaurspīļ)-from 1 October to 30 June, but cancer females with calves-visible all year.
29. It shall be prohibited throughout the year, to fish in the following locations (except specialized eel, lamprey and stickleback fish): 29.1. in all the rivers and canals, with the exception of the Daugava, Buļļup, dry, at Lielupe river Daugava in period of Iecava inlets to the sea and Venta Kuldīga district of the period from the border to the sea where fishing is permitted, subject to these rules 29.2, 29.3., 30.1.. and 30.2. restrictions referred to;
29.2. The River Lielupe and Vents from the mouth of the sea 1000 m upstream;
29.3. the Daugava: 29.3.1.1000 m from the sea in the estuary upstream;
29.3.2. of the ķegums HES 1000 m downstream of the dam;
29.3.3. from the Meadow, the HES dam 1000 m downstream;
29.3.4. from Riga HES 700 m downstream of the dam;
29.4. Lake lubāna 100 m on all sides of the Aiviekste floodgate.
30. in addition to the 29 of these rules to the places referred to in paragraph 1 shall be prohibited to fish for the following locations and times (except specialized lamprey fishing): 30.1. in the period from the Daugava flows into the sea up to the Riga hydroelectric power plant and the river Lielupe-from September 1 to September 30;
30.2. Buļļup, dry and Vents in the Daugava-from 1 September to 30 November;
30.3. Lake lubāna-from 15 March to 15 April;
18.9. Lake lubāna North dam-fitting of the Rezekne River to the dam of 1400 m turn along the coast and 600 m from the shore of the Lake, from 1 September to 15 March;
5. Lake Liepāja with networks-from 15 September to 30 November.
31. gear, except zušķērāj (specialized eel), forbidden to deploy: 31.1. blocking the body of water between the land points any more than two-thirds of the free water in the area is not densely overgrown with reeds, rushes or other aquatic plants;
31.2. closer than 100 m from any side of the River in fishing gear located furthest up the point;
31.3. closer than 50 m on all sides of the river and the inlet channels and sources.

21.1. do not disturb regional environmental management and environmental State Inspectorate officials authorized to test fisheries, fish caught and processed, fishing gear, fishing-related information and provide the required inspection.
VII. marking of gear and location, designation 34. marking of gear and location tagging is subject to the following conditions: 34.1. the marking of fishing gear made of bright sign foam, baltmetāl or other waterproof material, and its size may not be less than 3 x 6 cm; 21.3. label to indicate the legal entity (Organization) name or an individual's first name, last name, and a fishing permit (license) number;

21.4. the size of the letters and numbers and the degree of wear must be such that the inscriptions and signs are legible;
34.5. the label shall be affixed: 34.5.1. network-both ends at the top of the line no more than one metre from the netting ends;
34.5.2. for larger pots without wings-circle (circle);
34.5.3. with wings-pots, each end of the top wing not more than one metre from the end;
34.5.4. eel hooks-at pamataukl not more than one metre from each end;
34.5.5. fish wire, and larvae of chironomidae frame (screen)-in any visible place;
21.5. the network locations marked with buoys or other visible above the water, except that the body of water with the permission of the regional environmental governance network location not be designated;
21.6. navigable rivers are the river right bank network in addition to labelling with a red buoy, but the left coast-with a white buoy.
VIII. management of fish resources and fisheries control authorities of the rights and duties of 35. To ensure that the follow-up to the regional environmental management and environmental State Inspectorate officials authorised by: 21.8. has the right: to issue a fishing authorisation 35.1.1. 35.1.3. request information from fishermen on the fishing, as well as to check the correctness of filling in the logbook;
35.2. is obliged:

35.2.1.20th of the following month to the date you submit from fishermen after fishing fishing logs received Latvia's Fisheries Research Institute;
35.2.2. If a fishing permit (license) is suspended or withdrawn, inform the appropriate authorities;
35.2.3. submit to fisheries management and the protection of the environment and regional development Ministry proposals for the necessary accompanying measures for the regulation of fishing in the water.
36. the municipalities, which are agreed with the management of fisheries on fisheries resources management, in accordance with the fisheries management bodies established fishing limits and arrangements concluded on fishing rights lease agreements and allocation of fishing limits for fishermen.
37. in compliance with these rules is controlled by the State environment inspectorate, the regional environmental authorities, the environmental protection and regional development Ministry of marine environmental management and specially protected natural areas the Inspector, as well as public inspectors of environmental protection. The monitoring of fishing activities within the limits of its competence of the municipal authorities, duly authorised by the police, municipal police, National Guard, as well as the status of the owners and tenants.
IX. Liability for violation of this rule 38.
