Cabinet of Ministers Regulations No. 796 Riga 2014 (23 December. No 72 38. §) rules on commercial fishing limits and procedures for their use inland waters issued under the Fisheries Act, article 11 4.1 part 1. determines the total catch limit, limit on catches of some fish species and fishing gear, the number limit (hereinafter referred to as the fishing limit) breakdown of the water bodies of the Republic of Latvia for inland waters and their use. 2. in accordance with these rules and the National Research Institute for food safety, animal health and Environmental Research Institute "BIOR" (hereinafter called the Institute) scientific substantiation for the fishing limits defined as the allowable number of fishing gear (nets-network length metres), the amount of total catch and catches of some fish species, which allowed each year to use the relevant inland waters. 3. Inland waters such fishing limits: 3.1 fish network limit (in metres), Lakes (annex 1); 3.2. fish pot limit, Daugava and Buļļup reservoirs (annex 2); 3.3. limit pot fish Lakes (annex 3); 3.4. eel fishing gear limit bodies (annex 4); 3.5. pot limit cancer Lakes (annex 5); 3.6. lamprey fishing gear limit rivers (annex 6); 3.7. the limits of Larval chironomidae mining Lakes (annex 7); 3.8. Morgan limit fishing lakes (annex 8); 3.9. the total catch limit and limit catches of certain fish species in the Lakes (annex 9); 3.10. the total catch limit and limit catches of certain fish species in rivers (annex 10); 3.11. the limit of fishing nets-75 meters (overall length) – Lakes, which are not mentioned in this provision in annex 1 and 3 and in which industrial fishing in accordance with the regulations governing fishing is prohibited. Limit of fishing nets, in whole or in part, may be replaced by fish pot limit, provided that one pots corresponds to 25 metres from the length limit. 4. the municipality administrative territory is located or to which administrative area bordering water bodies, subject to the laws and regulations on water and commercial fishing rights leases and fishing rights and laws and regulations on the use of private fishing rights in waters, as well as these rules, certain fishing limits, do the following: 4.1 the waters in which fishing rights belong to the State, divided into a specific limit, the amount of natural and legal persons with which the municipality concluded commercial fishing rights lease agreement (hereinafter referred to as the fishermen); 4.2. in waters where fishing rights are owned by their proprietor — assesses the holder of private waters on a fishing limit use or shared ownership in the private owners of the waters in the mutual agreement on the distribution of the fishing limits compliance laws and regulations governing water and commercial fishing rights leases and fishing rights, and regulations on the use of private fishing rights in the waters and notify the national environmental service for the distribution of the fishing limit compliance with specific body set fishing limits; 4.3. ensure fishermen fishing limit the amount does not exceed a specific body down the total fishing limit, as well as to limit the total amount indicated for the private owners of the waters fishing limit notices or the use of which is determined by the mutual agreement of the owners of the fishing limit distribution, does not exceed a specific body down the overall limit. 5. If water is located in the administrative territory of several municipalities or bordering the municipality of mutually agree on the following provisions set out the distribution of fishing limits, taking the total number of requests in fishing gear, the coastal population, the municipal territory within the watersheds of the area land area of, bounded by the coast line, or other relevant authorities acceptable factors. On the agreed limit of the distribution of municipalities two weeks shall notify the National Environment Department. 6. If the authorities in accordance with paragraph 5 of this rule cannot reach mutual agreement on the body in a certain common fishing limit distribution, issue concerned a proposal dealing with the local authorities, the Ministry of agriculture and the State environmental representatives in a joint meeting. 7. The municipality, dividing those rules in certain fishing limits for fishermen, the following principles shall apply: 7.1. fishing this provision in annex 1 Lakes were each allocated a specific fisherman network length limit in metres. Morgan fishing lakes, subject to this provision is laid down in annex 8. fishing limits, fisherman are broken down into specific network length limit in metres. 9.
