The Republic of Latvia Cabinet of Ministers Regulations No. 212, Riga, May 22, 2001 (pr. No 24, 22 ¤) forest monitoring the order Issued in accordance with article 38 of the law of the forest's second part 1. These rules shall determine the arrangements for the monitoring of the forest.
2. Depending on the intensity of the monitoring of the forest observation has the following levels: 2.1 first — the forest growing tree health status assessment of change of various forest condition factors influencing exposure;
2.2. Second, the situation of forest ecosystems and its assessment of changes in air pollution and other factors influencing forest condition of exposure.
3. the first-level forest monitoring shall include: 3.1 tree crown condition assessment;
3.2. analysis of the soil;
3.3. needles or leaves the chemical analysis.
4. The second-level forest monitoring includes: 4.1 the tree crown condition assessment;
4.2. tree growth over measurement;
4.3. soil analysis;
4.4. analysis of soil water;
4.5 needles or leaves the chemical analysis;
4.6 precipitation observations;
4.7. meteorological observations;
4.8. vegetation observations;
4.9. phenological observations.
5. on the basis of these provisions of points 3 and 4, the State Forestry Department, together with the protection of the environment and regional development Ministry to develop and the Minister of agriculture shall approve the following forest monitoring programme: forest monitoring 5.1 long term (five years);
5.2. annual forest monitoring programme according to the purpose assigned to the national budget.
6. Two levels of monitoring carried out in forest monitoring plots (which stands out in the observations, analysis or measurement).
7. The forest monitoring plots shall meet the following requirements: 7.1 the first level forest monitoring plots forbidden to cut the marked trees (trees that are used in the observations);
7.2. the second-level forest monitoring plots banned the main harvesting and thinning hair.
8. the national forest service determines the forest monitoring plots and inform the forest owner or legal possessor of forest monitoring plots location, observations, which are performed in the respective plots, and forestry activities limits stands where the monitoring plots.
9. Be declared unenforceable in the Cabinet of Ministers of 20 august 1996, Regulation No 334 "forest monitoring procedure" (Latvia's journal, 1996, no. 142).
