General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "environmental protection and efficiency in the use of resources 5.1.1 specific support" target "to prevent flood and coastal erosion risk hazards in urban areas "(hereinafter referred to as the specific objective) project application to the first selection round (round); 1.2. the objectives of the round and the target group; 1.3. selection round of funding available; 1.4. the requirements of the European Regional Development Fund (ERDF) project to the applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. agreement on the implementation of the project (hereinafter referred to as the agreement) a unilateral notice conditions.

Selection round, the total available for eligible funding is eur 1 310 848, including ERDF funding of eur 1 114 221 – local government funding – 196 627 euro. 8. the maximum eligible amount of the ERDF shall not exceed 85 per cent of the total available for the selection round of the related funding. The municipality provides for co-financing of at least 15 percent of the total available for the selection round of the related funding. 9. the minimum Project total eligible costs is not limited to, the maximum total amount of eligible costs must not exceed those set out in section 7 of the rules common to apply for funding.
II. Requirements for the project the applicant 10. Project applicant selection round is a local authority which, in accordance with the regulations laid down in the local autonomous functions provide the flood measures in its administrative territory (annex). 11. the project shall ensure that the submission of the application to the moment is the right to carry out the works concerned (also under the ūdensobjekt of existing land), which is intended to implement the project. 12. Taking additional steps to reduce the risk of flooding, the project shall ensure the sustainability of the results achieved and maintained for at least five years after completion of the project. 13. the project the applicant shall prepare and submit to the authority of the cooperation project submissions under the project application selection rules.
III. eligible activities and costs 14. Selection round within the flood protection of endangered areas according to flood risk assessment and management national program 2008-2015 is laudable: 14.1 existing waterworks structures, technological equipment and pārgāžņ of rebuilding and restoring; 14.2. a new flood of aizsargbūvj construction, if the installation is based on hydrologic and hydraulic calculations; 14.3. surface runoff and stormwater drainage infrastructure construction and alteration of buildings; 14.4. natural areas (green infrastructure) full or partial restoration "and" green "solutions flood risk prevention; 14.5. the environmental conditions for the integration of the procurement of goods and services (the "green procurement"). 15. within the framework of the plan selection round of the direct eligible costs and not eligible. 16. Direct eligible costs are: 16.1. the cost of the works; 16.2. autoruzraudzīb cost that does not exceed two per cent of the estimated eligible costs of the works; 16.3. building costs, which shall not exceed three per cent of the estimated eligible costs of the works; 16.4 value added tax costs, if it is not recoverable under the laws of the Republic of Latvia of tax policy; 16.5. the required informational and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements. 17. non-eligible costs are: 17.1. costs that exceeds this rule 16.2 and 16.3. limitation of costs referred to in (a); 17.2. regional planning costs which are not directly linked to the achievement of the objective of the selection round. This cost does not plan more than two per cent of the estimated eligible costs of the works. 18. The project costs incurred may not be considered eligible: 18.1. If they were incurred before January 1, 2014; 18.2. If before the project to the application project implementation in shipbuilding is accepted and the goods have been signed and acceptance.
IV. Pārbūvējam and renewable infrastructure, which planned to invest, are the property of the applicant for the project. 23. the cooperation of the authority has the right to unilaterally withdraw from the agreement in any of the following cases: 23.1. the beneficiary fulfil the essential conditions of the arrangement, including the project according to the time schedule laid down in the draft or other circumstances have occurred that materially affects or may affect the selection round of the target, the outcome was the creator or a monitoring indicator; 23.2. in other cases according to the agreed terms. 24.
