Cabinet of Ministers Regulations No. 113 in Riga on March 3, 2015 (pr. 14. § 12) the order in which the State budget plans to the European structural funds and investment fund objective "European territorial cooperation" programme and project implementation and payments Issued under the European structural funds and the investment objective "European territorial cooperation" programme management law article 15 (4) i. General questions 1. determines the order in which the State budget plans to the European structural funds and investment fund objective "European territorial cooperation" programme (hereinafter the programme) and the project (hereinafter the project) implementation and payments. 2. The State budget plan features: 2.1 the program beneficiaries: 2.1.1. national public institutions; 2.1.2. the State budget funded partly derived public persons (including the planning regions) and institutions established by them; 2.1.3. public corporations exercising public functions delegated for public infrastructure and management, if the planned State budget allocations for the implementation of the project is not considered business support business support Control Act; 2.1.4. the municipalities and institutions established by them; 2.1.5. other public enterprises, other than those referred to in point 2.1.3 of this provision, but exercising public functions delegated, if planned government budget allocations for the implementation of the project is not considered business support business support Control Act; 2.1.6. the municipal corporation that performs delegated functions of a municipality, if the planned State budget allocations for the implementation of the project is not considered business support business support Control Act; 2.1.7. associations and foundations; 2.2. programme beneficiaries in the partner countries. 3. the national budget plan for the implementation of the following programs: Estonia-Latvia 3.1. cross-border cooperation programmes (Interreg A V EE-Estonia-Latvia-LV); 3.2. The Latvian-Lithuanian cross-border cooperation programmes (Interreg A V-Latvia-Lithuania-LT LV); 3.3. the Central Baltic cross-border co-operation Programme (Interreg – Estonia – Finland – A V Latvia-Sweden (Centrālbaltij)); 3.4. The Baltic Sea region programme transnational cooperation (Interreg Baltic Sea g-B); 3.5. Europe interregional cooperation INTERREG programme (INTERREG Europe); 3.6. Concentrated III interregional cooperation programmes (URBACT); 3.7. the interregional cooperation programme ESPON (ESPON); 3.8. in interact for territorial cooperation programme (iii) good governance programme; 3.9. other European structural and investment fund objective "European territorial cooperation" programmes to be implemented by the European regional development fund, which is registered in Latvia may participate in the beneficiaries under the conditions of the program. 4. programme funding sources are the European regional development fund co-financing and the State budget according to the Latvian National co-financing. II. Programs, program priorities, and technical assistance projects provided for in the national budget planning and securing repayment of part of the co-financing of sectoral ministries or 5 other central public authorities the State budget funding in its budget plans, taking into account the provisions of paragraph 3 referred to the program terms and conditions, as well as on the basis of the managing authority and the beneficiary of the contract for the co-financing of the programme (hereinafter referred to as the financing agreement) and the project partners ' agreement on the implementation of the project (hereinafter referred to as partnership) or the managing authority a decision on project approval. 6. If, in the light of the conditions of the financing agreement or partnership agreement national budget planning is not possible, the sectoral ministries or other Central Government institutions the State budget funding in its budget plans, taking into account the provisions of paragraph 3, the conditions and on the basis of the evidence given to the Latvian beneficiaries the amount of financing of the project submitted by the partner, who signed a financing agreement with the managing authority (hereinafter referred to as the lead partner). 7. The protection of the environment and regional development Ministry in the budget as national budget allocations from general revenue and General long-term plans: 7.1. European regional development fund co-financing provided for in these rules referred to in paragraph 2, the beneficiary; 8.2. European regional development fund co-financing programs technical assistance priority and annual contributions of the Republic of Lithuania. 9. The protection of the environment and regional development Ministry in the budget plan to finance this rule 3.1, 3.3 and 3.4 of the information programme referred to in point operation of Latvia as a foreign financial assistance and the State budget long-term liabilities under the contract concluded between the protection of the environment and regional development Ministry or the State regional development agency and the managing authority for the programme information point (hereinafter management contract). 10. The protection of the environment and regional development Ministry in the budget plan to finance this provision 3.5 and 3.6 of the information programme referred to in point operation of Latvia and the national budget long-term commitment in accordance with the management agreement as: 10.1 Government grant from the General revenue up to one hundred percent; 10.2. foreign financial assistance, the program received by the managing authority of the programme financing to ensure the repayment of the State budget. 11. where the protection of the environment and regional development Ministry has this provision of the program referred to in paragraph 3, the implementing of projects it plans to the State budget in accordance with the provisions of 12, 13, 14, 15 and 16. 12. the sectoral ministries or other Central Government authorities concerned Ministry budget in the State budget or plan in subprogramme features this provision in paragraph 3 referred to the program approved projects according to priorities set in the project and the distribution of the financing granted by year and State budget long-term commitment this provision 2.1.1. and 2.1.2, 2.1.3. beneficiaries referred. 13. If these provisions 2.1.1. beneficiaries referred to is not the lead partner, the Ministry of industry or other central public authority in its budget plans to: 14.1. pre-financing of grants from the State budget from the general revenue to the hundred percent their part for the implementation of the project and the costs, in accordance with the terms of the contract; 14.2. lead partner received from the European regional development fund co-financing, in order to ensure the repayment of financing State budget. 15. If this provision 2.1.2 and 2.1.3. beneficiaries referred to is the project partner or managing partner, the concerned ministries or other Central Government institutions budget plan: 15.1 pre-financing of grants from the State budget from the general revenue to the hundred percent this provision 2.1.2 and 2.1.3. beneficiary referred to in part to the implementation of the project; 15.2. The European regional development fund co-financing received from the budget of the Ministry of these provisions 2.1.2 and 2.1.3. beneficiary referred to in order to ensure the repayment of financing State budget. 16. III. State budget request preparation programs, program technical assistance priorities, programs and projects of the information points 18. The protection of the environment and regional development Ministry and the other sectoral ministries shall prepare the national budget requests in accordance with regulations on the preparation of the budget request, taking into account the provisions laid down in chapter II of the planning conditions. 19. The protection of the environment and regional development Ministry of State budget request include the following: 19.1 3. these provisions referred to in the funding allocated to the programme for the year concerned; 19.2. the national long-term budgetary commitment; 19.3. the national budget for the current year in the law and its amendments, or according to the maximum planned expenditure and additional necessary funds this provision referred to in paragraph 2, the beneficiary of the financing for the implementation of projects, programmes and technical assistance priorities of environmental protection and regional development ministries and subordinated institutions in the implementation of the project; 19.4. The European regional development fund co-financing amount and the State budget according to the Latvian National co-financing. 20. Ministry of Industry State budget request include the following: 20.1. in funding allocated for the project in the relevant year; 20.2. State budget long-term commitment; 20.3. the national budget for the current year in the law and its amendments, or according to the maximum planned expenditure and additional necessary financing this provision 2.1.1. and 2.1.2, 2.1.3. beneficiary referred to in project implementation; 20.4. The European regional development fund co-financing amount and the State budget according to the Latvian National co-financing approximately in accordance with the provisions of paragraphs 5 and 6; 20.5. the funding of the planned repayment of the European regional development fund co-financing resources this provision 2.1.1. and 2.1.2, 2.1.3. beneficiaries referred by years, throughout the project implementation period. 21. the sectoral ministries or other Central Government authorities shall ensure that the European regional development fund co-financing to be applicable to the State is counted in the State's general revenue 20 working days after its receipt, but no later than the end of the financial year. If the industry Ministry and other central public authority funding is received later than 20 working days before the end of the financial year and can not provide funding of State budget revenue, within that period, it shall act in accordance with the laws and regulations on the allocation and execution of appropriations and transfer funding next year, as it will become possible. IV. Payment arrangements 22.
