No 31 38. §) rules for the river basin district management plans and programmes of measures Issued in accordance with the water management act article 18, second subparagraph, and article 20, the third part i. General questions 1. determines: 1.1. River basin management plan (hereinafter plan) the content of the information to be provided and the way the additional information to be included in the plan, restoring it;
1.2. minimum requirements, conditions and restrictions, which include a programme of activities (hereinafter referred to as the program). 2. River basin administrations (hereinafter the Board) the public institutions and authorities shall provide the General information required for the development of plans and programmes, including: 2.1 the surface and underground waters and water management of statutory protected areas (protected area), as well as the monitoring of emissions and other environmental monitoring data;

2.3. with water and usage of water resources-related plans and programmes;
2.4. municipal policy planning documents and planning;
2.5. specially protected natural areas conservation plans. 3. 7.6.3. regulatory cooperation partners in Latvia and abroad (if you have created an international river basin district) and administrative functions in cooperation with partners;
7.6.4. the composition of the Board, functions and rights. 8. the information on the most important loads and impact of human activity on the ground and surface waters: 8.1 evaluate point source pollution. 8.3. indicate the surface and underground ūdensobjekt in which concentrations of pollutants exceeding the legislation on water quality in certain good chemical quality criteria;
8.4. evaluate the loads that affect surface and groundwater quantitative status, also water pressures;
8.5. indicating significant water inlets and water use objectives describe the water volume and its changes during the year, the total annual water consumption and total water loss in water supply systems, as well as water use trends of the last 10 years;
8.6. points, in which area the existing surface and ground water extraction or ūdensobjekto regular level or surface waters regime change is not controlled, because according to the laws and regulations on water use, impact of these activities on the waters is not material;
8.7. Description adjusting the run-off area (including the construction of the hidromelioratīv) and its effects on run-off or water balance;
8.8. specify artificial and heavily redesigned ūdensobjekt and information about this object hidromorfoloģiskaj characteristics that significantly changed the human activities, as well as the grounds for recognition of the ūdensobjekt artificial or heavily modified;
8.9. analyse the impact of human activity on surface and ground waters, which are not mentioned in this paragraph. 9. the information on protected areas include the list of these areas, their objectives and create regulations that determine the status of the territory. Economic Analysis Summary: 11.1. Description of the importance of region water resources for economic and social development;

Information about other programs related to the management of the river basin district, including a list of all the named programs and plans for the territory, the existing sub-surface waters or of a certain type of management of the individual ūdensobjekt or specific environmental problems, as well as the action programmes for specific business sectors. The plan includes a brief summary of the document content. 15. the review of the public information and consultation, organised by the management plan or recovery time: 15.1. indicate the measures of the public consultation and advice, the time and place. The report shall be accompanied by a brief summary of the results of these measures and the amendments made to the plan;
15.2. include information about where and in what order the public can familiarize themselves with: the preparation of the plan used 15.2.1 dossier;
15.2.2. plan and public consultation;
15.2.3. the draft plan and the approved plan;
15.2.4. major water management and protection issues in the area;
15.2.5. surface and underground waters and protected areas monitoring results. 16. Plan to add maps to the following: 16.1. surface ūdensobjekt and their limits;
16.2. surface ūdensobjekt type;
16.3. the underground ūdensobjekt and their limits;
16.4. the protected areas in the area;
16.5. the main point and diffuse sources of pollution;
16.6. ūdensobjekt surface and underground and protected area monitoring items;
10.4. the monitoring results, reflecting: surface ūdensobjekt 16.7.1. ecological and chemical quality;
16.7.2. heavily modified and artificial ūdensobjekt ecological potential;

16.7.3. underground ūdensobjekt chemical quality and quantitative;
16.7.4. protected areas located ūdensobjekt. 17. the National Geology Department in cooperation with the Latvian environment agency prepares a spatial database. The database includes the provision of the information referred to in paragraph 16. III. Supplementary information to be included in the updated plan 18. Renewing the plan, in addition to these provisions in the 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16 shall include the information referred to in paragraph 1:18.1. Overview of amendments made after the publication of the previous version of the plan;
18.2. the environmental quality objectives. The assessment adds map showing the previous plan progresses, the results of the monitoring carried out. If environmental quality objectives are not achieved, provides an explanation of the causes;
18.3. Overview of the previous plan, but not included in measures taken and an explanation of the causes;
18.4. the report on additional measures which, after a previous approval of the plan performed in ūdensobjekto that monitoring results are shown that without additional measures the set environmental quality objectives will not be achieved. 19. If the area of a ūdensobjekt area had suitable water management law exceptions mentioned in environmental quality targets or objectives, the plan's stating: the renewed version 19.1. updates of the plan or design exceptions need is assessed, and any decision adopted by the evaluation;
19.2. what measures are being taken and what to ūdensobjekto referred to ensure the achievement of the objectives set;

IV. Programme content development in 20th century and at the choice of the measures to be included, on the basis of the information contained in the plan (also on economic analysis recommendations). 21. the program shall include the minimum measures to be taken to: 21.1. comply with the requirements laid down in the laws and regulations governing the surface and ground water resources use and protection (also directly emit pollutants in underground waters) and waters;
21.2. comply with laws and regulations on pollution abatement and control requirements;
21.3. comply with laws and regulations for industrial accident risk assessment and reduction requirements;
21.4. comply with laws and regulations on environmental impact assessment requirements;
21.5. comply with the law on specially protected natural areas, species and habitat protection requirements;
21.6. comply with laws and regulations on chemical substances and products and for plant protection products requirements;
21.7. comply with laws and regulations on the safety requirements;
21.8. comply with laws and regulations of waterworks construction requirements;
13.6. comply with laws and regulations for fisheries requirements;
21.10. the completed water management requirements laid down in the law on water resources to cover all water users in the use of resources and to follow the principle of cost — the polluter pays;
21.11. ensure consumers supplied drinking water compliance with the safety requirements and protected for the abstraction of drinking water or used for use ūdensobjekt;
21.12. control surface and underground mining in fresh waters and their rational use;
21.13. control surface level or fresh waters regime change;
21.14. control of the underground water resources in the artificial replenishment;
21.15. control emissions from point and diffuse sources of pollution;
21.16. control activities that substantially affect water status and ūdensobjekt of the hydromorphological characteristics, to achieve the desired environmental quality or potentially good ecological quality;
21.17. prevent pollution of surface water by the priority substances;
21.18. gradually reduce surface water pollution by substances that inhibit the set environmental quality objectives, and control those emissions, as well as the unintentional leak from different facilities;
21.19. prevent and reduce accidental marine pollution incident (also flood and crash) and reduce the impact of accidents and accident damage aquatic ecosystems;
21.20. prevent pollution of marine waters;
21.21. control the adverse impact on the waters not mentioned in this paragraph. 22. additional measures are any measures other than those referred to in paragraph 21 of these regulations and the necessary surface and underground ūdensobjekt for environmental quality objectives.
