Cabinet of Ministers Regulations No. 593 in Riga in 2003 (28 October. No 56, § 29) sports Specialist certification procedures and the requirements to meet the sports specialist to obtain the right to work in the field of sport in accordance with the law of Sport 20. the third paragraph of article i. General questions 1. determines the sports specialist theory and skills testing (certification exam) and relevant professional qualification certificate is issued (hereinafter certification) the procedure as well as the requirements to meet the sports specialist to obtain the right to work in the field of sport.
2. Sports specialist vocational qualifications certificate (hereinafter certificate) shall be issued for a period of five years.
3. Certification and certificate issuing repeated certification exam without sorting (resertifikācij) carries out certification of specialists in Sports Commission (hereinafter the Commission) composed of seven persons. The composition of the Commission's Statute and approved by the Minister of education and science. The Commission operates according to EN 45013 standard no: 1989.

5. Sports specialist, which acquired abroad in sports education and qualifications have been recognized in the laws of the Republic of Latvia in accordance with the procedure laid down by, the certificate shall be issued without the certification exam in the sort.
 
II. procedure for the certification of specialists in Sport 6. 6.2. copies of documents on education and continuing education programs for the acquired, showing that the original documents or certified copies thereof;
6.3. activity report for the last five years;
6.4. certificate of compliance with the health status of the work to be performed;
6.5. a receipt certifying that payment for these rules referred to in point 14 of paid services;
6.6. two photographs (3.5 x 2.5 cm).
7. Sports specialist no later than three months before the certificate expires or the fifth year after the diploma of higher pedagogical education in sports training programme (hereinafter referred to as the resertificējam sports specialist) shall supply to the Commission: 7.1 written submissions, indicating name, surname, personal code, address, place of work and position, sport;
7.2. copies of documents concerning acquired during the period of validity of the certificate of professional development education programs not less than 60 hours, showing that the original documents or certified copies thereof;
7.3. activity report for the last five years;
7.4. the certificate of compliance with the health status of the work to be performed;
7.5. a receipt certifying that payment for these rules referred to in point 14 of paid services.
8. Sports specialist who education and qualifications acquired abroad, shall submit to the Commission: 8.1. pursuant to Cabinet of Ministers approved pattern design application for the recognition of professional qualifications certificates;
8.2. the educational and professional qualifications of the supporting documents;
8.3. the certificate of professional experience and qualifications issued by the competent institution of the country in which the sports specialist perform his professional activities;
8.4. the receipt certifying payment of those terms referred to in paragraph 14 of paid services;
8.5. the certificate of compliance with the health status of the work to be performed;
8.6. two photographs (3.5 x 2.5 cm).
9. the Commission: 9.1. approve the certification exam requirements;
9.2. adopting these rules 6, 7 and 8 of the documents referred to in paragraph 1 and not later than thirty days before the certification exam for certified Sports Announces professional certification exam time, the location, the program and the evaluation system;

9.10. the certificate or certificates shall be issued in duplicate;
9.11. revoke certificates;
9.12. build and maintain an electronic register of certified professional sport;
9.13. the appearance of a sports specialist complaints about certification exam, assessment and certification exam Commission and adopt appropriate decisions;
9.14. review and evaluate the proposals received for the cancellation of the certificate, and adopt appropriate decisions;

III. requirements for a sports specialist 15. 16. Sports specialist who won a diploma for higher pedagogical education in training, is entitled to work without a certificate in the field of sport and drive sport workouts (practice) five years after the receipt of a diploma. 17. 18. Certification provides certificates of three categories: 18.1. Category A certificate;
18.2. Class B certificate;
18.3. Category C certificate.
19. the Commission granted category A certificate to the person's length of service in the post of coach of at least five years, which obtained the highest pedagogical education in sport, received the sports federations or Sports Federation of Latvia Council opinion, in the last five years have learned professional development education programs not less than 100 hours and passed the certification exam.
20. the Commission granted certificate of category B the person who obtained the highest pedagogical education in sport, the Sports Federation concerned received Latvian Sports Federation Council and passed the certification exam.
21. the Commission granted certificate of category C the person is secondary education which is the concerned sports federations or Sports Federation of Latvia Council opinion, in the last five years, acquired the education and Science Ministry of the licensed professional development education program of not less than 320 hours, which includes knowledge of sports theory, sports medicine, sports Physiology, sports pedagogy, sports psychology, sports or field of activity and passed the certification exam.

22. Sports professional who has obtained qualifications abroad, these regulations 19, 20 and 21 of the type referred to in paragraph 1 shall be considered as met if his application for the recognition of professional qualifications are attached to receipt of equivalent requirements issued by the competent authorities of the country in which he has carried out his professional activities.
 
IV. Vi. the cancellation of the certificate procedure 28. Certificate may be revoked if a sports specialist sports industry violated the regulatory normative acts or conduct of the sport.
29. the proposal for the withdrawal of the certificate may submit to the Commission: 29.1. Ministry of education and science in Sport administration;
29.2. the Sports Federation Council;
29.3. sporting Federation;
29.4. the authority, which employs a certified sports specialist.
30. the certificate shall be cancelled by the Commission, by decision a month from the date of receipt of the proposal.
31. the decision on the cancellation of the certificate of the Commission five working days in writing: 31.1. sports specialist;
31.2. the proposal by the applicant;
31.3. the authority, which employs a certified sports specialist.
32. Sports specialist certificate, and the certificate shall be transmitted to the Commission within five working days from the notification of the withdrawal of the certificate and the certificate of shipment.
 
VII. Closing questions 33. Chapter III shall enter into force: 33.1. for category C sports professionals — September 1, 2005;
33.2. in the case of category B sports professionals — September 1, 2006;
33.3. for category A sports professionals — September 1, 2007.
34. Sporting these provisions an employee who, on the date of entry into force of implementing vocational guidance sports education programme run by sports training (lessons) or working in the field of sport, through an educational or methodological work, certificate shall submit to the Commission no later than September 1, 2007.
35. The entry into force of the provisions with the September 1, 2004.
