Cabinet of Ministers Regulations No. 207 in 2015 (28 April. No 22 22) operational programmes for the "growth and jobs" 7.2.1. specific objective "to increase employment, education or training shall not be involved in youth employment and education for young people within the framework of the guarantee" measure "active labour market policy measures for unemployed young people in employment" and "initial vocational training programmes for young people in the framework of the guarantee" implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" 7.2.1. specific aid target "to increase employment, education or training shall not be involved in youth employment and education for young people within the framework of the guarantee" (hereinafter referred to as the support specific) measures the "active labour market policy measures for unemployed young people in employment" and "initial vocational training programmes for young people in the framework of the guarantee" (hereinafter measures); 1.2. the objectives of the measures; 1.3. measures the funding available; 1.4. requirements for project applicants and partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the conditions for the implementation of the measures, including the agreement on the implementation of the unilateral notice conditions; 1.8. with the receipt of State aid related conditions. 2. the objective of measures: measure 2.1 "active labour market policy measures for unemployed young people employment" objective to promote young people's transition to employment, in particular through labour market skills requirements and skills improvement measures and practical experience in the workplace; 2.2. the measure "initial vocational training programmes for young people in the framework of the guarantee" – extending the initial implementation of vocational training programmes, including providing basic general training, professional development and continuing education of teachers in prisons and to ensure that the labour market for trainees of the necessary professional qualifications, as well as to promote their competitiveness in the labour market. 3. Specific aid target group is young people aged from 15 to 29 years (inclusive) who are not studying and not employed, giving priority to support the target group aged between 15-24 years (inclusive), including: 3.1 action, "active labour market policy measures for unemployed young people employment" target group: these provisions 18.1.1 3.1.1. eligible actions referred to are young people aged 15 to 29 years (inclusive) that State employment agency registered as unemployed; 3.1.2. This provision 18.1.6. eligible activities referred to in the context of the young people aged between 15 and 24 years of age (inclusive), which State employment agency registered as unemployed and who have not acquired their professional education or have not been previously employed or have been employed in the mazkvalificēto works (simple occupations according to the ninth core professions), but at the same time are not beneficiaries of the national education development agencies implemented in "initial vocational training programmes for young people in the framework of the guarantee"; 3.1.7.18.1.7. This provision referred to the activities to be supported are young people aged from 18 to 29 years old (inclusive), which State employment agency registered as unemployed, but at the same time are not beneficiaries of the national education development agencies implemented in "initial vocational training programmes for young people in the framework of the guarantee" which meets one of the following conditions: 3.1.7.1. the persons with disabilities; 3.1.7.2. There have been without work for at least six months; 3.1.7.3. haven't got general education or professional qualifications (international standardised classification of education) or have completed full time educational program not later than two years ago (got a vocational or higher education) and still have not got their first regular paid employment (not been regarded as workers or self-employed according to the law "on State social insurance" for more than two months without a break); 3.1.8.18.1.8. This provision referred to the activities to be supported are young people between the ages of 18 to 29 years old (inclusive), which State employment agency registered as unemployed, but at the same time are not beneficiaries of the national education development agencies implemented in "initial vocational training programmes for young people in the framework of the guarantee" which State employment agency expressed a desire to start self-employment or business and which meet at least one of the following conditions 3.1.8.1. has got professional: secondary education or higher education, business, business management or other similar area or areas in which to start a business or self-employment; 3.1.8.2. have received vocational training programme, which provides the necessary knowledge in the field of business management or field that is scheduled to launch a commercial or self-employment; 3.1.8.3. have got professional secondary education or higher education and trained in non-formal education programme (not less than 120 academic hours) with business management related field; 3.1.9.18.1.9. This provision referred to the activities to be supported are young people involved in this provision, 18.1.3., 18.1.2.18.1.4., 18.1.6.18.1.7. referred to in and eligible activities; measure 3.2 "initial vocational training programmes for young people in the framework of the guarantee" target group: 3.2.1. This provision and 18.2.3 18.2.1. eligible actions referred to are young people under the age of 17 to 29 years (inclusive) (taking in the operation supported): 3.2.1.1. without previously obtaining professional qualifications, which may be registered in the State employment agency as unemployed or job seekers who meet the following conditions: 3.2.1.1.1. The youth employment initiatives supported participants of the measures together – 28 700; 5.2. the result indicators: 5.2.1 qualifications got players immediately after the membership training-12 015; 5.2.2. the members who are unemployed and completed the youth employment initiatives supported intervention – 12 920; 5.2.3. the members who are unemployed and receives a job after leaving, adult education, apprenticeship or internship proposal (after participation in a measure),-11 266; 5.2.4. the members who are unemployed and after leaving engaged in education/training, qualification, or are employed including self-employed (after participation in a measure)-11 266; 5.2.5. the members who are long-term unemployed and completed the youth employment initiatives supported intervention-3 420; 5.2.6. the members who are long-term unemployed and receives work, adult education, apprenticeships or traineeships offer after leaving (after participation in a measure),-2 052; 5.2.7. the members who are long-term unemployed and after leaving engaged in education/training, qualification or employed in mining, including the self-employed (after participation in a measure) 2 052; 5.2.8. inactive members not involved in education or training, and completed the youth employment initiatives supported intervention – 6 500; 5.2.9. inactive members not involved in education or training, and get work, adult education, apprenticeships or traineeships offer after leaving (after participation in a measure),-3 900; 5.2.10. inactive members not involved in education or training, and after leaving engaged in education/training, qualification or employed in mining, including the self-employed (after participation in a measure) – 3 900; 5.2.11. Members who participate in adult education, training programs, which when finished will get a qualification, apprenticeship or internship activities within six months of leaving (after participation in a measure),-1 673; 5.2.12. participants engaged in employment six months after leaving (after participation in a measure) – 5 826; 5.2.13. the participants engaged in self-employment within six months after leaving (after participation in a measure)-80; 5.3. financial performance – up to 2018 31 December 63 398 803 certified expenditure. 6. the measures implemented in the restricted application of the project selection. 7. the functions of the authority responsible measure to fulfil the Ministry of welfare (hereinafter referred to as the responsible authority). 9. the maximum applicable to the budget of the European Union special grant youth employment initiatives for funding does not exceed the percentage of the specific support 45.76 total eligible funding, and the maximum eligible for the European Social Fund funding does not exceed the percentage of the specific support 46.10 total eligible funding, including: 9.1. under "active labour market policy measures for unemployed young people in employment," the maximum applicable to the budget of the European Union special grant youth employment initiatives for funding does not exceed 45.66 percent of the project's total eligible cost the maximum eligible European Social Fund funding the project shall not exceed 46.19 percent of the total eligible cost of the project (including pursuant to this provision, paragraph 41); 9.2. under "initial vocational training programmes for young people in the framework of the guarantee" the maximum applicable to the budget of the European Union special grant youth employment initiatives for funding does not exceed 45.87 percent of the total eligible cost of the project, the maximum eligible European Social Fund funding the project does not exceed the percentage of the project 46.01 eligible cost total (including pursuant to this provision, paragraph 41). 10. II. Requirements for the project the applicant 12. Project: 12.1. under "active labour market policy measures for unemployed young people in employment" is the direct administrative authority, in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and unemployment, employment and unemployment rates of persons at risk in the area of aid, the State employment agency; 12.2. event "initial vocational training programmes for young people in the framework of the guarantee" is a direct administrative authority, in accordance with the regulations implementing the national policy for education, science and innovation and provides the education and Science Ministry responsible State policies of the European Union and foreign financial assistance programs, projects and initiatives, implementation and monitoring of national education development agency. 13. The national education development agency under "initial vocational training programmes for young people in the framework of the guarantee" 18.2.1. these provisions referred to eligible activities implemented in cooperation with State, local and public person derived founded professional education institutions and colleges. 14. Service (Enterprise Agreement) costs with job search support implementation of measures related to the preparation of handouts; 22.2. the cost of this provision and 18.1.2 18.1.3. eligible activities referred to in implementation: 22.2.1. costs which the beneficiary is granted in the form of education grants authority: 22.2.1.1. training costs (training vouchers cost) and in accordance with arrangements laid down by laws of the active employment measures and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles; 22.2.1.2. scholarship under the legislation on unemployment scholarship professional training, retraining and qualification improvement and informal education; 22.2.1.3. one-time grant for the acquisition of facilities and equipment, as well as for the manufacture of technical AIDS and purchase to customize the training places for young people with disabilities. Service (Enterprise Agreement) the cost of the ergoterapeit and surdotulk services, if the only task is to help a young person with a disability in accordance with the conditions laid down in the law on employment of the measures of active and preventive measures to reduce unemployment in organizing and financing arrangements and measures implementing selection principles; 22.3.4. the cost of the ads in the media to attract the employer; 22.4. the cost of this provision 18.1.5. referred to the implementation of the assisted actions: 22.4.1. costs of the beneficiary in the form of a grant awarded to the employer: 22.4.1.1. the monthly scholarship for a young person in proportion to the amount of eur 90 per month worked days; 22.4.1.2. the legislation on minimum health checks for the cost of health checks for young person; 22.4.2. accident insurance costs; 22.4.3. the cost of the ads in the media to attract the employer; 22.5. the cost of this provision referred to the assisted 18.1.6. the action by the beneficiary in the form of grants granted educational institution: monthly stipend 22.5.1. young person eur 56.91 and young person with a disability in the amount of eur 85.37 in proportion to the number of days when the young men involved in the operation to be supported; 22.5.2. training (Enterprise Agreement) the costs for the implementation of the assisted actions (introduction to the selected young people vocational training program for the required theoretical and practical basic knowledge, practical guidance to young people in the selected vocational training programme and the youth accommodation service in the hotel), not exceeding a total of 570 euros for young people's participation in the event, calculated pro rata per month provide one day of youth engagement activities to be supported; 22.6. the cost of this provision 18.1.7. referred to the implementation of the assisted actions: 22.6.1. costs of the beneficiary in the form of a grant awarded to the employer: 22.6.1.1. rewards (monthly salary) cost of this rule and 3.1.7.3 3.1.7.2. employment of young people referred to. State social security payments for young people involved in the activity (with the exception of those provisions referred to in subparagraph 22.6.1.6.); 22.6.3. Service (Enterprise Agreement) the cost of the ergoterapeit and surdotulk services, if the only task is to help a young person with a disability in accordance with the conditions laid down in the law on employment of the measures of active and preventive measures to reduce unemployment in organizing and financing arrangements and measures implementing selection principles; 22.6.4. Service (Enterprise Agreement) the costs for support work with young people with mental disabilities, if its only task is to help a young person with a disability. Service (Enterprise Agreement) this provision referred to the assisted 18.1.11. activity implementation (cost accounting and financing this provision in the order referred to in paragraph 41); 22.10. This provision 18.2.1. the costs referred to in the implementation of the activities supported: 22.10.1. costs of the beneficiary in the form of a grant awarded to the institution or vocational college education and the implementation of the programmes which the per-unit cost method: 22.10.1.1. project implementation involved teachers and other teaching staff pay, including State social security payments; 22.10.1.2. professional training institutions for the implementation of the project required the space management costs (heating, electricity, water supply, waste management services); 22.10.1.3. the cost of service (internet, postal and telecommunications costs); 22.10.1.4. teaching aids, materials, computer software, books, journals, stationery costs, they determine the learners involved in the project number of educational school year concerned; 22.10.1.5. the cost of the equipment, if its value does not exceed eur 213 per unit and the lifetime is less than a year; 22.10.1.6. the learning process-related travel expenses (visiting programmes of vocational training places, professional exhibitions, organizing tours of businesses); 22.10.1.7. expenditure qualifying practice for organizing practice up to 7.11 euro a day per student; 22.10.1.8. kultūrizglītīb and sport expenses; 22.10.1.9. the learners involved in the project maintenance costs, living in dormitories (heating, electricity, water supply, waste management services, with the exception of those provisions referred to in subparagraph 22.10.3.2. case); 22.10.2. costs of the beneficiary in the form of a grant awarded to the institution or vocational college education programmes support staff involved and subject to the per-unit cost method: 22.10.2.1. project implementation involved in vocational education and College project coordinator salary, including State social security payments; 22.10.2.2. project implementation involved in vocational training institutions and colleges pay accounting officer of the project, including State social security payments; 22.10.3. other costs (in addition to this provision and paragraph 22.10.1.22.10.2. specified) by the beneficiary in the form of grants awarded to the institution or vocational college: 22.10.3.1. expenses for participation of representatives of the sector organized exhibitions and competitions; 22.10.3.2. travel expenses to learner proficiency practice and expenditure on accommodation practices during qualifications not exceeding 71 € per month per student; 22.10.3.3. civil insurances to qualifying practice time; 22.10.3.4. the legislation on minimum health health checks provided for costs of trainees; 22.10.3.5. professional education or college teacher-supervisor-work trips and travel costs including skilled practice; 22.10.3.6. the mainstream stem (science, technology, engineering and math) subjects teachers ' pay, including State social security payments, and the cost of training tools to ensure target group knowledge level of compliance with the relevant professional education programs learning requirements; 22.10.3.7. the cost of the mērķstipendij rules laid down in point 3.2.1. the target group who teach initial training programmes, if the monthly average success rate of assessment in each subject is no less than four balls or credited and do not justify the absence of training hours. Every month the amount of mērķstipendij to one vocational training institutions for the trainees are from 70 to 115 euros per month. Service (Enterprise Agreement) this provision referred to the assisted 18.2.3. actions for the implementation of this provision 3.2.1. the target group referred to the employer or industry-led practical training, educational activities (including seminars, skill and profession, demos, contests) competence centres of vocational training or vocational educational institution, in order to provide for a single employer or industry-led implementation of practical training for all project professional training institutions and colleges; 22.13. the cost of this provision 18.2.4. referred to the implementation of the assisted actions to target outreach activities, including conferences, seminars, exhibitions, printed materials, as well as to insert it in national and regional media coverage, not more than 50 000 € (cost accounting and financing this provision in the order referred to in paragraph 41); 22.14. closing the service (company) contracts, take into account the following conditions: If the service provider is a natural person and is not registered to the State revenue service as a self-employed person, or where the service provider is registered in the State revenue service as the European Social Fund, the beneficiary of the worker, the employer also has to apply to the State social security payment; 22.15. work equipment acquisition cost the beneficiary of the financing and implementation of project management staff new jobs or existing jobs for the recovery of no more than eur 3 000 per job site throughout the project implementation period (if the project management and implementation staff is employed in the normal working time, workplace equipment costs are eligible for 100 percent; if the project management and implementation staff is employed full time or part time in jobs in equipment acquisition cost is attributed in proportion to the percentage of the load allocations); 22.16. domestic travel and business travel costs for the beneficiary of the financing and implementation of project management personnel according to the laws that determine the order in which the recoverable costs associated with missions; 22.17. transport costs (for fuel, vehicle lease, purchase of transport services, the use of public transport) the beneficiary of the financing and implementation of project management personnel; 22.18. mandatory health checks and vision correction for the compensation cost of the means of the beneficiary of the financing project management and implementation of personnel; 22.19. the health insurance costs of the beneficiary of the financing and implementation of project management personnel, if health insurance is for the beneficiary of the financing institution. If the project management and implementation staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the project management and implementation staff is employed part time, health insurance costs are not detectable in a full-time capacity. If the project management and implementation staff remuneration shall apply the principle of relevance, part-time health insurance costs shall be determined in proportion to the percentage distribution of remuneration. Health insurance costs are attributable only to the period when the project management and implementation of the personnel employed in the project; 22.20. information and publicity costs this rule 18.3. supported referred to the implementation of the actions under the laws that determine the order in which the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements. 23. Accounting software depreciation or rent costs is attributable to the implementation of the project; 14.6. Service (Enterprise Agreement) the cost of the project and the payments of the supporting documents in the electronic processing (refer to the beneficiary of the financing, which is implementing a project under "active labour market policy measures for unemployed young people in employment"); 14.7. recipient of the funding support and management personnel remuneration costs, not included in these rules referred to in paragraph 20 of the direct eligible costs, but the staff are directly or indirectly involved in the implementation of the project. Subject is also the beneficiary of the financing project implementation and project management personnel remuneration costs if the personnel capacity project in accordance with the principle of part-time incidence is less than 30 percent; 23.7. other costs that are not included in these rules 20, 21, 22 and 23 of the eligible cost referred to in headings, but this provision is required in paragraph 18 that the implementation of the activities supported. 24. IV. conditions for the implementation of the measures, including the agreement on the implementation of the project in terms of unilateral notice 26. measures in the framework of the approved projects will be implemented under the conditions laid down in these provisions. 27. Under "active labour market policy measures promoting employment of youth unemployment" involving the target group that is not involved in other competitive events, training events or activities that provide for the conclusion of a contract according to the regulations on the active employment measures and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles. 28. Under "initial vocational training programmes for young people in the framework of the guarantee" implement education programs existing in young people aged 15 to 29 years (including) the general basic skills learning, vocational training and career development forms synergies with measures provided for in the specific objective 9.1.2. "to increase the integration of former prisoners into society and the labour market". 29. Measures is provided in this rule and 18.1.10 18.2.4. referred to youth information and participation measures raising the demarcation with the pilot project financed by the European Commission "promoting the awareness of young people on the youth guarantee measures in the four Member States of the European Union". 30. These provisions 18.1.1., 18.1.2.,.,., 18.1.3 18.1.4 18.1.5 18.1.7 18.1.6.,.,.,., and section 18.1.8 18.1.9. eligible activities in the State employment agency implement appropriate legislation on employment measures active and preventive measures to reduce unemployment, organisation and financing arrangements and measures implementing these check the principles, in so far as the rules do not stipulate otherwise. 31. If necessary, the Assistant services this provision, 18.1.3., 18.1.2.18.1.4.18.1.7. referred to in and eligible activities involved young people with disabilities under the laws and regulations on the procedures for the granting and funded by the municipality of Assistant services (except for this provision, paragraph 55). 32. the State employment agency, organizing support services to persons that assisted 18.1.7. referred to activities, comply with the following requirements: 32.1. in order to ensure the young person with a disability support service of the person, the beneficiary according to the requirements of legislation on public contracts, the choice of service providers, associations, foundations or other legal or natural persons, whose objective is related to the provision of support to persons with disabilities; 32.2. support person services can provide a person with education, health care, social care or social rehabilitation, social work or social karitatīv work, pedagogy or psychology; 32.3. the young person of persons with mental disabilities helps to integrate in the workplace (for example, participation in the negotiations with the employer support of the work of the head of the specified tasks and implementation of learning, communication and contact with the employer, supervisor and colleagues, psychological and motivational support to comply with the staff rules and job responsibilities); 32.4. the young person provides personal services labour relations 12 months amounting to: 32.4.1. the first labour relations a week – every young person the prescribed working days all young people of the agreed working time; 32.4.2. from the second labour relations to the fifth week of the week – every young person the prescribed working days but not more than three hours a day; 32.4.3. the sixth labour relations a week to ninth for the week – two times a week, but not more than one hour of service each time a young person within the working day; 32.4.4.10. labour relations week-once a week, but not more than one hour each time the provision of the service; 32.5. this rule 32.4. the time limits referred to in subparagraph excludes temporary inability to time and another time when a young person has not done this work for good reasons; 20.3. after 12 months, but not longer than until the end of the contract period the employer and the young person with a disability, if necessary, have the right to have recourse to this provision 32.1. service provider referred to in the form of advice, get the necessary support to labour relations for successful continuation. 33. in implementing this provision 18.1.9. eligible activities referred to in: 33.1. State employment agency regional mobility aid is granted subject to the following requirements: 33.1.1. This provision is 18.1.9.1. in the case referred to in subparagraph 33.1.1.1. jobs located: at least 20 kilometres away from the young person's declared place of residence (except Riga), and a young person at the specified place of residence has been declared in at least six months or changed during this time, and declared both the new and previous residence is located in one of the municipal administrative territory. Exception for Riga does not apply when an employer start work at the relationship with at least 10 young people registered in State employment agency as unemployed; 33.1.1.2. a young person is defined in the normal working time and wages of young people is at least national minimum monthly wage, but not more than two of the national minimum monthly wage; 33.1.1.3. the young people receive is the application for the necessary financial support to the regional mobility and State employment agency has taken a decision on the granting of financial assistance (decision within three working days after receipt of the application); 33.1.1.4. the legal relationship is established not earlier than 10 working days before the regional mobility aid measures date of request; 33.1.2. This provision is 18.1.9.2. in the case referred to in subparagraph 33.1.2.1. training location: located 20 kilometers from the place of residence declared by the young, and the young men at the specified place of residence has been declared in at least six months or changed during this time, and declared both the new and previous residence is located in one of the municipal administrative territory;
33.1.2.2. the young people receive is the application for the necessary financial support to the regional mobility and State employment agency has taken a decision on the granting of financial assistance (decision within three working days after receipt of the application); 33.1.3. This provision is 18.1.9.3. in the case referred to in subparagraph 33.1.3.1. training location: located 20 kilometers from the place of residence declared by the young, and the young men at the specified place of residence has been declared in at least six months or changed during this time, and declared both the new and previous residence is located in one of the municipal administrative territory;
33.1.3.2. the young people receive is the application for the necessary financial support to the regional mobility and State employment agency has taken a decision on the granting of financial assistance (decision within three working days after receipt of the application); 33.2. the State employment agency regional mobility costs, subject to the following conditions: 33.2.1. after each labour relations or training at the end of the month, but no later than the fifth day of the current month in a young State employment agency, submit supporting documents for expenditure in the previous labour relations or training month (public transport tickets or fuel costs supporting documents and living space for rent or lease services of hotel and charge a copy of identity document (living space rental or service contract, the hotel rents the second copy month and the month when the young person changes the living room or the service of a hotel, if applicable)); 33.2.2. monthly financial aid for training or labour relations month State employment agency costs up to the current month the tenth or twentieth day after transport and rental expenses for the production of supporting documents; 33.2.3. If a young person occurs in temporary incapacity, his duty is the next working day following the end of the temporary inability to notify the Agency of the country of employment. For temporary incapacity the time financial aid costs are not made, and financial support, the received time is extended (only if established a working relationship in the case of training financial aid is not extended); 33.2.4. If a young person is terminated or a young relationship stopped training, his duty is two working days after labour relations or termination of training days to pay the State employment agency overpaid the amount of financial assistance for the period in which the young person no longer had relations or employment training. 34. the State employment agency, starting to implement this provision of youth involvement, 18.1.2., 18.1.1.18.1.3.,.,., 18.1.4 18.1.5 18.1.7 18.1.6.,.,., and section 18.1.8 18.1.9. assisted activities referred, assessed the adequacy of each youth engagement criteria. If engagement during the young person loses the match to one of engagement criteria: 34.1. with regard to age limits and criteria it is not possible to predict in advance, 18.1.2. these provisions, 18.1.3 and 18.1.6.18.1.8., referred to activities and assisted in the provision referred to in subparagraph 18.1.9. assisted in the operation, if the aid is granted for regional mobility training, the young person has the right to complete the involvement in the event. This condition does not apply to the involvement of young people with disabilities in these rules referred to in subparagraph 18.1.7. assisted in the operation, if the young person is not a disability. In this case, the involvement of young people in the event ended with the first date of the month following the end of the period of disability; 21.3. as regards compliance with the rules referred to in paragraph 4, the limit – a young person has the right to complete the involvement in the event. This condition applies to this provision, 18.1.3., 18.1.2.18.1.6. and section 18.1.8. eligible activities referred to in and to young people enrolled in this rule referred to in paragraph 18, eligible activities up to March 2014, 15 august. 35. the State employment agency within four months after the unemployment status of a young person in the target group offers a suitable job (a young person started working relationship) or according to the profiling results participation in any of these rules, 18.1.3., 18.1.2.18.1.4.,.,., 18.1.5 18.1.7 18.1.6., and section 18.1.8. mentioned in 18.2.1. eligible transactions. If the young person involved in these rules or 18.1.2.18.1.6. eligible activities referred to in subparagraph, State employment agency two months after participating in these activities assisted offers suitable work (a young person started working relationship) or presence of these rules, 18.1.3 18.1.5 18.1.7 18.1.4.,.,.,., or section 18.1.8 18.2.1. eligible activities referred to in. 36. If a young person renounces participation in any of the provisions referred to in paragraph 35 the eligible activities, the State employment agency inform the young person of the appropriate job vacancies. If a young person refuse from job search capabilities, State employment agency shall document the reasons for the refusal and valued the opportunity to invite young women to get involved in activities and events supported (including those organised by other institutions), which provides youth activation and motivation programmes.
37. If a young person acquired the status of unemployed person before January 2, 2014, employers applied for the implementation of the measures the number of seats is not enough, the deteriorating labour market situation, the choice of measures implementing end without result, or in other cases where the State employment agency cannot offer a young person a suitable job (a young person started working relationship) or participation in any of the provisions referred to in paragraph 18 of the eligible activities, the State employment agency may not follow these rules referred to in paragraph 35 of the four month period. 38. in implementing this rule 18.2. eligible activities referred to in the national education development agency shall comply with the following requirements: 38.1.18.2.1. these rules referred to the implementation of the activities supported the national education development agency with every professional education institution and College cooperation agreement concluded; 38.2. about this rule referred to in paragraph 18.2.2. eligible activities in the implementation of the national education development agency closed interdepartmental agreement with the prison administration, which supports the coordination of the educational process in (target group selection, set the Group coordinate training material supply prisons, authorized service providers the education process for prisons); 38.3. The National Education Development Agency calculates and controls the amount of funding provided by its availability according to the number of students, as well as cooperation authority provides information about project learning funding; 23.9. The National Education Development Agency arranges the procurement, in order to make the selection of the service provider that provides education programmes of the general basic skills learning, vocational training, vocational advancement 18.2.2. these provisions referred to activities supported within prisons; 38.5. The national education development agency shall ensure that the young person within four months of the lodging of an application for admission to an institution of professional education programs of the second and third professional qualification level abstraction of one or one and a half during the school year receives the training offer this provision referred to in subparagraph 18.2.1. eligible activities in the educational institution in which the young person has made an application, or another young person in an appropriate educational institution that implements vocational training programmes of the second and third level of professional qualification for one to one and a half gained during the school year; 24.0. State education development agency in cooperation with the prison administration and the partners, starting to implement youth involvement in this provision, and 18.2.3 18.2.1.18.2.2. eligible activities referred to in subparagraph, shall assess the compliance of each youth engagement criteria.
