Cabinet of Ministers Regulations No. 268 in 2004 (April 8. No 20, 38) natural park "Lake Engure" personal protection and terms of use are Issued in accordance with the law "on especially protected natural territories" in article 17, the second part of rule 1 defines natural park "Lake Engure" (natural park) and the use of individual protection and its functional zoning to provide waterfowl and their habitats, marine and Lake coastal habitats and dunes, as well as rare and protected species of animals and plants protection and management saving the Engure Lake as a wetland of international importance.
2. in the territory of the nature park is valid for specially protected natural territory protection and general terms of use, unless these rules otherwise.
3. Natural park area is 19762 ha. Functional area of natural park scheme set out in annex 1 of these provisions, but the functional boundaries of the area — in annex 2.
4. Natural park in the following functional areas: 4.1 adjustable mode area;
4.2. nature reserve area;
4.3. natural park area;
4.4. the neutral zone.
5. throughout the territory of the nature park: 5.1 prohibited from 15 April to 31 July to carry out any of the activities of the forestry, except fire and dangerous tree felling and harvesting;
5.2. waterfowl hunting use projectiles containing lead;
5.3. take land transformation, except transformation: 5.3.1. neutral zone;
5.3.2. the cognitive, recreational and tourism infrastructure deployments of nature protection areas in the plan by written coordination with the regional environmental governance. Before taking a decision, the regional environmental authority in writing requesting Lake Engure nature park Advisory Council (hereinafter Council);
5.3.3. specially protected habitat restoration.
6. Waterfowl hunting territory of natural park allowed at the following location: Engure Lake: 6.1 6.1.1. opening of the season to 15 September, Wednesday and Saturday from 16:00, and on Sundays until 12:00 a.m.;
6.1.2. from 16 September to seasonal closures for Wednesday, Saturday and Sunday;
6.2. the sea under hunting regulatory legislation.
7. the Engure Lake allowed to enter only from the municipal specific locations (boat bases).
8. Lake Engure forbidden to drive motor boats and watercraft, boat, as well as yachts and rowing boats, using the motor, except if the necessary monitoring, management of the territory and carrying out scientific research.
9. adjustable mode zone established to provide waterfowl and specially protected predatory bird species nesting in unimpeded, feather, barošano and refuge hunting, as well as to ensure the sustainable exploitation of fish resources.
10. adjustable mode area prohibited to: 10.1. any economic and other activities, except: 10.1.1. fire safety measures;
10.1.2. the nature protection plan in nature conservation and management measures;
10.1.3. subglacial fishing and angling;
10.1.4. Reed mowing nature protection plan of specific places and times;
10.1.5. hunting from 15 august to 31 January (waterfowl hunting in adjustable mode areas is prohibited);
10.1.6. areas supervisory measures and carry out scientific research (allowed to move with the vessels if necessary these measures and scientific research);
10.2. to stay in the Lake Engure from 1 March to the Lake freeze over, except where necessary for the provision of activities referred to in point 10.1;
10.3. stay in forests from 1 February to 14 august, except where this is necessary for this provision the transaction referred to in point 10.1.
11. Natural restricted area established to ensure special protection of plant and bird species, and their habitats.
12. Natural barring area prohibited to: 12.1. take any action that would change the surface and ground water level, except for existing water level regulatory structure repair and installation of water intake wells for personal needs;
12.2. use fertilizers and chemical plant protection products Engure Lake coast 300 m wide band;
12.3. turn up or cultivate grasslands Engure Lake coast 300 m wide band;
12.4. to collect medicinal and decorative plants and materials collections, except where this is necessary for scientific research;
12.5. installation of the bog Cranberry plantation;
12.6. getting valid minerals;
12.7. the main harvesting;
12.8. the ramifications of growing trees stands, unless it is intended for installation and maintenance of the site, as well as see if there is a need to ensure traffic safety on the road;
12.9. to cut trees and remove dead krital or parts of larger diameter space exceeding 25 cm, excluding hazardous tree removal;
12.10. to cut the trees thinning hair (except disease, pests infested infected or otherwise damaged tree felling on the written coordination with the regional environmental governance), if the ruling stands tree species aged: 12.10.1. pine and oak groves — 60 years;
12.10.2. spruce, birch, melnalkšņ, an ash and lime groves 50 years;
12.10.3. Aspen groves 30 years;
12.11. fix up camp or build tents outside the designated places;
12.12. Engure Lake: 12.12.1. ride with water bikes and surfboards;
12.12.2. deal with underwater hunting;
12.12.3. deal with industrial fishing from 16 April to 20 June;
12.12.4. fishing from boats from 16 April to the third Saturday of June;
12.13. burn the dry grass and reeds, cane burning, except through a conservation plan in nature management measures (if written consistent with regional environmental management) at a time when the Lake Engure covered in ice;
12.14. stay the night in Lake Engure (a period which starts one and a half hours after sunset and ends an hour and a half before sunrise), except where it is necessary for the monitoring of the territory and carrying out scientific research.
13. in the area of natural park was created to preserve the natural and cultural heritage values in public education and recreation in the nature park.
14. Natural park area prohibited to: 14.1. to carry out any kind of activity that converts the Riga Gulf Coast characteristic landscape;
14.2. to burn dry grasses and reeds from 1 April until 1 December;
14.3. turn up or cultivate mērsrags meadows;
14.4. use mērsrags meadows in fertilizers, pesticides and other chemicals;
14.5. fix up camp or build tents outside the designated places;
14.6. Hunt mērsrags meadows;
14.7. to divide the land into land units smaller than five hectares;
14.8. the sea — move with water motorcycles and boats other than movement in the designated areas of the municipality and State and local officials of the institutions of movement, of their duties.
15. the neutral zone created to preserve the characteristic landscape of the coastal zvejniekciem and ensure the development of sustainable use of local natural resources.
16. The neutral zone is not valid for specially protected natural territory protection and general terms of use, which apply to natural parks.
17. the nature protection authority in accordance with the Council recommendation in the area of natural protection can detect seasonal restriction. The season barring creates waterfowl colony sites, to ensure a smooth change of feathers and nesting. The season barring may be derived from 16 April to 1 September.
18. Season barring illegal stay, except where it is necessary for the monitoring of the Lake Engure, scientific research and conservation management measures envisaged in the plan.
19. Be declared unenforceable in a Cabinet of 24 February 1998, Regulation No 60 "rules for Lake Engure nature park" (Latvian journal, 1998, no. 51).
