Cabinet of Ministers Regulations No. 386 in 2004 (April 22. No 24 20) amendments to the Cabinet of Ministers of 26 September 2000, the provisions of the "rules on no 332 of petrol and diesel fuels" conformity assessment Issued in accordance with the law "on conformity assessment" article 7 1. make the Cabinet of 26 September 2000, the provisions of the "rules on no 332 of petrol and diesel fuel conformity assessment" (Latvian journal, 2000, 341./343.nr.; 2002, 111 no; 2003, 45, 180. no) the following amendments: 1. supplement to chapter I 1.1 and 1.2 points in the following : "1.1 petrol means any volatile mineral oil intended for vehicles with internal combustion engines with forced ignition and which meet the following CN code 2710 11 41, 2710 11 45, 2710 11 49:2710 11 51 and 2710 11 59.1.2, diesel fuel is gas oil falling within CN code 2710 19 41 and used wheeled vehicles laid down in the Cabinet of 19 December 2000, in Regulation No 448 ' wheel of the vehicle and its components conformity assessment rules". ";
1.2. to replace 8.7 in number and the words "150 mg/kg" with a number and the words "10 mg/kg";
1.3. to replace in paragraph 9.5. number and the words "350 mg/kg" with a number and the words "10 mg/kg";
1.4. make 11, 12 and 13 as follows: "11. Gasoline and diesel fuel (fuel) fuel importer compliance with the requirements of this Regulation shall be attested by accredited conformity assessment bodies (for which the accreditation notice published in the Gazette" journal ") the certificate of compliance issued by the relevant authority, on the basis of the testing laboratory test report (issued in accordance with EN ISO 17025" General requirements for the operation of testing laboratories "standard requirements, making their interpretation according to the standard EN ISO 4259" petroleum products-determination of precision data and use testing methods ").
12. the supplying Member State of the European Union for its marketing of fuels produced in Latvia, the fuel supplier compliance with the requirements of this Regulation shall be verified by a declaration of conformity is accompanied by an accredited testing laboratory of the fuel supplied by the test report issued in accordance with LVS EN ISO/IEC 17025 "General requirements for the operation of testing laboratories" standard requirements.
13. the supplier proof of compliance shall include at least the following information: 13.1 of the manufacturer or of his authorised representative, the name and address;
13.2. the supplier name and address and the number of the tank;
13.3. the gasoline or diesel mark and the main descriptors;
13.4. petrol or diesel lot identification;
petrol or diesel 13.5;
13.6. accredited (according to LVS EN ISO/IEC 17025 standard requirements) testing laboratory accreditation authority the name of the test report number and date;
8.5. proof of compliance with this provision of the fuel requirements;
13.8. the issuing of the Declaration, signature, transcript, date and place of issue. ';
1.5. make points 24 and 25 as follows: "24 With 1 January 2005 at the point of sale to be available for this provision in paragraph 8.7. According to requirements for petrol. Maximum sulphur content of gasoline to 1 January 2005 is 150 mg/kg. From 1 January 2005 to 1 January 2009 the allowable sulphur content in petrol is 50 mg/kg.
25. By 1 January 2005 at the point of sale to be available for this provision in paragraph 9.5. requirements to the appropriate diesel. Maximum sulphur content in diesel to the 1 January 2005 is 350 mg/kg. From 1 January 2005 to 1 January 2009 the allowable sulphur content in diesel is 50 mg/kg. ';
1.6. delete paragraph 26;
1.7. to make informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 23 March 1993 directive 93/12/EEC relating to the sulphur content of certain liquid fuels;
2) of the European Parliament and of the Council of 13 October 1998 Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Council Directive 93/12/EEC;
3) Commission 7 November 2000 Directive 2000/71/EC of the European Parliament and Council Directive 98/70/EC in annexes I, II, III and IV sets out the measuring methods adapted to technical progress as foreseen in article 10 of that directive (text with EEA relevance);
4) of the European Parliament and of the Council of 3 March 2003 of Directive 2003/17/EC amending Directive 98/70/EC relating to the quality of petrol and diesel fuels (text with EEA relevance) ".
2. the rules shall enter into force on 1 May 2004.
