No 24, 40) European Union support, administration and supervisory arrangements of cream, butter or high fat butter purchase at reduced prices are Issued under the agricultural and rural development Act article 5, fourth and seventh part i. General questions 1. determined the support of the European Union (hereinafter referred to as aid), administration and supervisory arrangements of cream, butter or concentrated butter (high fat butter or butter oil) purchase at reduced prices.
2. The granting of aid, administration and supervision in Latvia carried out field support service (hereinafter service).
3. Cream, butter or concentrated butter for the acquisition price shall be determined in accordance with the Council of 17 May 1999, Regulation (EC) No 1255/1999 on the milk and milk products the common organisation of the market (hereinafter referred to as the Council Regulation No 1255/1999), the Commission of 31 July 1981 on the Regulation (EEC) no 2191/81 on the granting of aid for the purchase of butter by non-profit-making institutions and organizations (hereinafter referred to as Commission Regulation no 2191/81), the Commission of 15 December 1997, Regulation (EC) no 2571/97 on the sale of butter at reduced prices and the granting of aid for cream butter and concentrated butter for use in flour confectionery, ice-cream and other foodstuffs (hereinafter referred to as Commission Regulation No 2571/97) and the Commission on 20 February 1990, Regulation (EEC) no 429/90 on the granting of assistance and the nature of the invitation to tender for the concentrated butter intended for direct consumption in the Community (hereinafter referred to as Commission Regulation (EC) no 429/90).
II. the granting of aid for butter for non-profit organisations 4. Support shall be granted in accordance with Council Regulation No 1255/1999 and Commission Regulation no 2191/81, if butter meets the regulatory requirements of the national quality class for butter-extra class butter.
5. The aid shall be granted for the provision in paragraph 4 that the sale of the butter in the territory of Latvia and regulations on non-profit organizations requirements according to nonprofit organizations (hereinafter referred to as the recipient of the product).
6. The provisions referred to in paragraph 5 shall provide the recipient of the product a written application to the Department for approval to use butter in accordance with Commission Regulation no 2191/81. The application shall be accompanied by the following: 6.1 the written commitment to sort records by recording data in accordance with Commission Regulation no 2191/81 of those conditions and requirements;
6.2. a written commitment for the use of butter for certain customers;
6.3. written consent to unannounced inspection of the service, in accordance with Commission Regulation no 2191/81.
7. the service registers the product requested submissions within two working days, the Commission Regulation no 2191/81 products matching these requirements and requested the five working days following the adoption of a decision on approval shall be issued to the recipient of the product written confirmation.
8. these terms of service. the approval referred to in paragraph 7:8.1 suspended for a period of between one and 12 months (as long as you avoid the mismatch), if the recipient of the product does not meet at least one of Commission Regulation no 2191/81 established criteria;
8.2. products withdrawn if the beneficiary does not comply with all the Commission Regulation no 2191/81 established criteria;
8.3. the renewed after receiving the product, but not sooner than six months after the withdrawal of approval, after a check on compliance with Commission Regulation no 2191/81 established criteria.
9. Service this provision 7. above the approved product to the recipient within five working days after the decision on the approval of the adoption issue numbered delivery orders under Commission Regulation no 2191/81 is set for a period not shorter than one month.
10. National quality categories (extra class) to the butter supplier (hereinafter applicant) shall submit a written application to the Department, which shall be accompanied by the following: 10.1 a written commitment to the sort records and record data in accordance with Commission Regulation (EEC) no 2191/81;
10.2. the written consent of the unannounced inspection department and the quality control of the butter;
10.3. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 2191/81.11. An applicant for support calculation and payment service support request in writing about the amount of butter delivered, not exceeding the provision referred to in paragraph 9 of the delivery order in the specified. The request shall be accompanied by: 11.1. this rule 9, paragraph numbered delivery order, which is issued by the recipient Department;
11.2. the granting of aid and of the action taken to guarantee the necessary documents in accordance with Commission Regulation no 2191/81. Iii., the granting of aid for cream, butter and concentrated butter for use in the manufacture of 12. aid shall be granted in accordance with Council Regulation No 1255/1999 and Commission Regulation No 2571/97, the requirements of the appropriate cream, butter and concentrated national quality class for butter (butter extra class), which, in accordance with Council Regulation (EC) No 1255/1999 and Commission Regulation (EC) no 2571/97 for use : 12.1. using the formula (A) intermediate or end products of flour confectionery production;
12.2. using the formula (B) intermediate or end products of ice cream production.
13. This provision of the products referred to in point 12 of the beneficiary shall submit a written application to the Department for approval to use the products received pursuant to Commission Regulation (EC) no 2571/97. Application Add: 13.1 a written commitment to the sort records and register data;
13.2. a written undertaking on this provision the products referred to in point 12;
13.3. written consent to unannounced inspection of the service in accordance with the Commission Regulation (EC) no 2571/97.14. Service registers the product requested submissions within two working days, in accordance with the Commission Regulation (EC) no 2571/97 and five working days after the decision of approval shall be issued for receipt of written confirmation by a separate number for each operation concerned in accordance with the Commission Regulation (EC) no 2571/97.15. Service this provision 14. approval referred to in paragraph : 15.1 suspended for a period of between one and 12 months (as long as you avoid the mismatch), if the recipient of the product does not meet at least one of Commission Regulation No 2571/97;
15.2. products withdrawn if the beneficiary does not comply with all the Commission Regulation No 2571/97;
15.3. restore the beneficiary's request for a product, but not sooner than six months after the withdrawal of approval, after a check on compliance with Commission Regulation No 2571/97 established criteria.
16. the diet approved products — the recipients of final list of establishments which restores per month and is available to the other Member States of the European Union.
17. the applicant shall submit a written offer of the services of the application of this Regulation referred to in paragraph 12 of the supply of products or the purchase in accordance with Commission Regulation (EC) no 2571/97 for use by the formula (A) or (B) and the following formula: 17.1. the price offered for the purchase of butter from intervention stocks;
17.2. the requested amount of the aid, claiming to support the award.
18. The applicant this provision 17. above quotation submission adds: 18.1. written consent of Commission Regulation No 2571/97 that the lodging of tenders;
18.2. the written commitment in accordance with Commission Regulation No 2571/97, those conditions take inventory of manufactured products;
18.3. the tender offer related or unrelated to the ongoing production or processing application (written);
18.4. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation No 2571/97, the said conditions;
18.5. a written commitment to the packaging and labelling of the products in accordance with the legislation on milk labelling indicating the conditions referred to in the code or text in the intended use (formula A or B) and reference to the tender number;
18.6. the written consent of the unannounced inspection department in accordance with Commission Regulation (EC) no 2571/97.19. If this provision contained in paragraph 17 of the marker specified in the offer and use of the finished product or the manufacture of the intermediate product in another European Union Member State outside Latvia, service: 19.1. inform the competent authority of the Member State concerned for the security of and issue to the applicant a document informing the latter competent authority for security or repayment is deducted;
19.2. issue a written assurance of compliance with Commission Regulation No 2571/97, the conditions for submission to the competent authority of the Member State.
20. Tenderers will be rejected if the service: 20.1. the proposed price for the purchase of butter from intervention stocks is less than the minimum price fixed for the invitation to tender;
20.2. the requested amount of support, claiming the aid exceeds the maximum for the invitation to tender concerned.
21. the service shall inform all tenderers of the outcome of the contest and in accordance with Commission Regulation No 2571/97 that applicants indicate the intended use by the formula (A) or (B) submit the processing security, as well as:

21.1. the amount corresponding to the quotation on quantities of butter and optional services for the purchase of the warrant issued by identifying it with the tender number to which it refers;
21.2. the amount of the aid for the use of this provision, paragraph 12, of the quantity of products, identifying it with the tender number to which it refers.
22. The applicant purchased from intervention stocks of butter taken over, based on this rule 21.1. the orders referred to in (a), in accordance with Commission Regulation No 2571/97, and the prescribed period.
23. the applicant calculated and paid under Commission Regulation No 2571/97, and the prescribed period after product (intermediate or final) the manufacturing or processing of the supporting evidence submitted.
IV. The granting of aid for concentrated butter for direct consumption 24. Aid shall be granted for the Council Regulation No 1255/1999 and Commission Regulation (EC) no 429/90 compliant concentrated butter.
25. The rules referred to in paragraph 24 of the concentrated butter production company (hereinafter undertaking) shall submit a written application to the Department for approval in accordance with Commission Regulation (EC) no 429/90 the application adds: 25.1. food and veterinary service issued the company a copy of the certificate of recognition;
25.2. the written commitment of the sort records in accordance with Commission Regulation No 429/90 the said conditions;
25.3. concentrated butter production of writing programs (time schedule);
25.4. the written consent to unannounced inspection of the service, in accordance with Commission Regulation No 429/90 of those conditions.
26. the company recorded submissions within two working days, confirm it in accordance with Commission Regulation (EC) no 429/90 and within five working days after the decision of approval shall be issued for receipt of written confirmation by individual number in accordance with Commission Regulation (EEC) no 429/90.27.26 of these rules service. the approval referred to in paragraph 27.1. temporarily suspended: from six to 12 months (as long as you avoid the mismatch), if a company does not meet any of the Commission Regulation No 429/90 established criteria;
27.2. cancelled, if the company does not comply with Commission Regulation No 429/90 established criteria;
27.3. renewed at the request of the company, but not sooner than six months after the withdrawal of approval, after a check on compliance with Commission Regulation No 429/90 established criteria.
28. the applicant shall submit a written application to the bid Department in accordance with Commission Regulation No 429/90 the said conditions, which indicates: 28.1. the requested amount of aid;
28.2. support piesakām concentrated butter;
28.3. This provision 26. approved establishments referred to in paragraph 1, which will produce a concentrated butter.
29. The tenderer that rule 28. above quotation submission adds: 29.1. written commitment to offer concentrated butter produced in quantity;
29.2. the written acknowledgement of receipt of Commission Regulation No 429/90 offer specific security service account specified;
3. a written undertaking in accordance with Commission Regulation (EC) no 429/90 provide records of concentrated butter produced;
29.4. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation No 429/90 the said conditions;
29.5. the written commitment to concentrated butter packaging and labelling, in accordance with Commission Regulation No 429/90 the conditions and regulations for the dairy product labelling requirements, indicating the reference number of the tender;
18.4. the written consent of the unannounced inspection department in accordance with Commission Regulation (EEC) no 429/90.30. Tenderers shall be rejected if the service requested by the applicant, the amount of aid exceed the ceilings laid down for competition.
31. the service shall inform all applicants of the results of the competition, applicants indicating in accordance with Commission Regulation (EEC) no 429/90 deliverable end use provision, the amount of aid for concentrated butter concerned production quantity and deadline, indicating it is the number to which it refers.
32. The applicant in the calculation and payment of the aid applications shall be submitted in writing to the service support request, which adds: 32.1. written consent of Commission Regulation No 429/90 the specific end use of the securities account specified in the service;
32.2. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 429/90, which attest to the concentrated butter from retail.
33. in accordance with Commission Regulation (EEC) no 429/90 the aid amount shall be calculated and paid to the tenderer who submitted the rule in paragraph 32 that demand.
V. monitoring and control procedures 34. Service in accordance with the Council Regulation No 1255/1999, Commission Regulation no 2191/81, the Commission Regulation (EC) no 2571/97 and Commission Regulation (EEC) no 429/90 shall be unannounced spot checks and inform the food and veterinary service of the required controls: 34.1. This provision in paragraph 5 and 13 approved products and requested this provision in paragraph 25 of the companies;
21.3. the provisions of 10, 17 and 28 of the applicants referred to in paragraph test.
35. the service for the checks made shall draw up a written report which specifies the date of the inspection, testing, check the length of time the action taken and the results of the inspection. Report signature verification performed at the officer.
36. food and veterinary service of the control, at least once every six months the State veterinary diagnostic laboratory of the Centre of studies of their products by checking the quality characteristics and content.
37. The food and veterinary service of controls shall draw up a written report which specifies the date of control, control, control the length of time the actions and control results. Report signature control carried out in designated officer. The food and veterinary service inspection results in writing.
Vi. Closing questions 38. Regulations shall enter into force by 1 May 2004.
