Cabinet of Ministers Regulations No. 568 Riga, June 29, 2004 (pr. No 39 29) living organisms registration issued under the plant protection act, article 5, paragraph 11 i. General questions 1. determines the procedure of registration of living organisms and invertebrates, such as insects, mites, nematodes (living organism), plant protection products included in the register (hereinafter register). 2. plant protection service (hereinafter service) living organism shall be entered in the register, if in accordance with the provisions of annex 1 or 2 data and information referred to in 2.1 is: the living organism identification and recognition;
2.2. it has been demonstrated that living organism is sufficiently effective (due to the effects of the harmful organism, the number of direct or indirect damage caused by the effects of the plant or crop loss decreases by at least 10%);

2.3.2. safety for human health, particularly in relation to the living organism and introductions in blooms leading players;
2.3.3. the purity of the party, especially in relation to quarantine organisms and harmful organisms that live in the body during blooms leading used for feeding or life cycle;
2.3.4. control options, if observed in biota of unwanted effects on the environment or human health;

II. incorporation into living organisms register 4. to include living organisms, the applicant shall submit the service: 4.1. the application for registration of the living organism;
4.2. documents containing these rules 1 or 2 information referred to in the annex;

If, in the light of the characteristics of living organisms or intended use, the applicant failed to submit all the information referred to in this provision in annex 1 or 2 (for example, it is not necessary to submit or technically impossible to obtain), the applicant shall submit to the Department a statement of the reasons why the information is not submitted. 9. The applicant is obliged to immediately notify the service about the modifications made to the registration of the documents submitted in support of the change. IV. Decision on the inclusion of the living organism registry service: 10 10.1. check that the information submitted for the preparation of the assessment provide a living organism and its packaging in compliance with the rules referred to in paragraph 2, the conditions and, if necessary, request the submission of additional information;
10.2. the Act on administrative procedures within the time limits laid down in article 64 shall prepare an assessment of the living organism and its compliance with this provision of the packaging referred to in paragraph 2. If necessary, the service requires the applicant data analysis or assessment involved in the preparation of the experts;
10.3. assess whether the living organism, species that are not of local origin or not introduced in Latvia, under certain circumstances (for example, development or survival of the population without sufficient quantities of alternative host, host selection, which is not a harmful organism) cannot become a harmful organism. If a living organism under certain conditions, can become a harmful organism, that harmful organism risk analysis;

If the decision has been taken not to include in the register of living organisms, the Department within 10 days after the decision is issued or sent by post to the applicant for registration and the reasons for the decision. 16. If the decision is taken to include in the register of living organisms, the service determines the decision: 16.1 organism living conditions of use: 16.1.1. combination "crop/pest organism" or "purpose of use/site";
16.1.2. dose;
16.1.3. method of use;
16.1.4. period of use (or harmful organism crop developmental stage);
16.1.5. the conditions necessary for ensuring the biota populations introduction, such as air temperature, humidity, day length, light intensity;
16.2. labelling requirements for instructions about the safety for human health and the environment if necessary in accordance with the provisions of the assessment referred to in point 10.2;
16.3. trade name (names) for distribution in Latvia;
16.4. the packaging material and the manner of distribution of the living organism in Latvia, as well as the number of living organisms in the unit;
16.5. the number of the registration certificate. 17. the decision to include in the register of living organisms accompanied by the following documents: 17.1. the approved label text;
17.2. the list of documents that have been granted limited access to information. 18. Post 10 days after these regulations referred to in paragraph 16 of the decision requires the applicant to submit service for approval marking text that contains specified in decision According to this provision of the information specified in annex 3. 19. within 10 days after the approval of the submitted labelling service confirms the receipt of the text of the label, the record shall be made in the registry or sent by mail to the applicant a decision on the inclusion of the living organisms in the registry, then the attached document and a certificate of registration. 20. The registration certificate shall bear the following information: name of the bearer of the name, the address, the living organism is the trade name of the genus and species name (if available) and Latvian Latin languages, the number of the certificate of registration, registration class, number of living organisms in the packing unit, registration date, decision number and date of expiry of the licence. 21. the registry shall specify: 21.1. the trade name the living organism;
21.2. the number of the registration certificate;
21.3. the living organisms of the genus and species in English (if available) and the Latin name;
21.4. the registration certificate holder's name and address;
21.5. the living organism, the manufacturer's name and address;
21.6. the registration class;
21.7. packaging type and material life of the organism for distribution in Latvia, as well as the number of living organisms in the unit;
21.8. the registration date and number of the decision;
13.6. the validity period of the certificate of registration;
21.10. This provision 16.1. information referred to in point. V. transfer of certificate of registration 22. Where a change in the owner of the registration certificate, the date of expiry of the licence, does not change. 23. for the registration certificate is transferred to another person, the owner shall submit a corresponding application to the Department. The application shall be accompanied by the licence holder and the next card holder signed on the surrender of the certificate of registration and acceptance. The acknowledgement shall state: 23.1. the register includes living organism's trade name (name), registration certificate number and date of registration of the living organism;
23.2. the registration certificate holder's name and address and the registration certificate holder's name and address;
23.3. information on the biota of the registration dossiers and its availability for the next owner of the registration certificate;
23.4. the date by which the holder of the registration certificate of the registration certificate holder transfers all rights and obligations for the next owner of the registration certificate, and the date by which the next mAh takes over all of the registration certificate holder's rights and obligations. 24. 28.2. the registration certificate holder has informed the authorities about the living organisms in the register of the potentially dangerous effects on human health and the environment; 28.3. There is reasonable suspicion that the living organism is no longer one of those provisions referred to in paragraph 2, the registration conditions. 29. the holder of the registration certificate within the time limit set by the authorities shall submit the requested additional information that is needed for the preparation of the assessment. 30. on the basis of the additional information submitted, the service prepares an assessment of the living organism and its packaging in compliance with the rules referred to in paragraph 2 and the conditions in the month following the receipt of the additional information shall take a decision on the conformity of the living organism to conditions of registration. 31. If the re-evaluation reason contained in the register is suspected of living organism not compliance with this provision 2.3.1 or 2.3.2. the conditions referred to in the service for the period of time until a decision can be determined using the live organisms and distribution restrictions or a ban. The service shall immediately inform the holder of the registration certificate restrictions or prohibitions, as well as indicate the reason of restriction or prohibition. VIII. The amendment in the register 32. Service record shall be amended if: 32.1. in the light of the achievements of science and technology development, it is possible to change the registered use of the living organism or dose;
32.2. the amendments required under the living organism of repeating the results of the evaluation. 33. the service may be amended in the register, if requested by the owner of the registration certificate and the necessity of the amendment is based. 34. Amendments to the register service: 34.1. request the owner of the registration certificate within the time limit set by the authorities to submit the additional information required in accordance with the provisions of Appendix 1 or 2 or separate study assessment;
21.3. the basis of the submission of the additional information, within one month of the receipt of the additional information, prepare assessment for the life of the organism and its packaging in compliance with the rules referred to in paragraph 2;
21.3. The administrative procedure laid down in article 64 of the law within the time limit, decide on the necessary amendments in the register and shall make the relevant amendments on the basis of this provision, paragraph 30, and 21.3. assessment and referred to Commission recommendation for registration. IX. withdrawal of the certificate of registration 35. The holder of the registration certificate within 30 days after the decision on the cancellation of the registration certificate, certificate of adoption shall be referred to the service. X. information and publication Services and registration 37. Commission provides limited access status information in accordance with the provisions of annex 1 and 2 in the information submitted to the service that contains business secrets, if so requested in writing by the applicant and the Department acknowledges that the information contains business secrets. 38. A restricted availability status shall not be granted: 38.1. biota the trade name and the registration certificate holder's name, or name and address;

23.9. the trials and a summary of the results of studies that prove the effectiveness of the living organisms and plants safety, human health and the environment. 39. the Department within 10 working days of the adoption of the decision in question provides the following information for publication in the newspaper "journal": 24.3. for inclusion in the register of the living organisms (biota indicate the trade name of the owner of the registration certificate, registration certificate number and expiration date);
24.4. on cancellation of registration certificate (indicate the trade name of living organisms, the registration certificate holder and number of the registration certificate);

Description of the life cycle; 2.1.3. the breeding; 2.1.4. the breeding season; 2.1.5. the reproductive potential (for example, number of eggs, juvenil specimen); 2.1.6. number of generations per year; 2.1.7. life expectancy; 2.1.8. particular characteristics and features (such as toxicity, harmful effects, the ability to cause an allergic reaction, feeding characteristics, aggressive and defensive behavior, unpleasant smell, characteristic of plant damage, resistance to pesticides, frost resistance, aggressiveness foraging); 2.2. the factors that may affect the development of populations of organisms in the life and activity (effectiveness) after the distribution environment (such as temperature, humidity, wind, precipitation, soil type, water quality, the corresponding range of height above sea level, the species that live in the body uses food or life-cycle assurance (host); 2.3. the spreading mechanism; 2.4. geographical and ecological distribution of: 2.4.1. natural area (for example, tropical, subtropical) and spread in the world, including information on any known incidence outside the area where the body was deliberately or accidentally introduced to introducēj; 2.4.2. II.
