Cabinet of Ministers Regulations No. 584, 2004 in Riga on July 6 (Mon. No 41, § 23) procedure is assigned to national and EU support for agriculture and rural development have been issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which is assigned to the national and European Union support for agriculture and rural development.

3. The national and European rural development support includes support for rural development and the measures which are being implemented according to the Council of 17 May 1999 on the Regulation No (EC) 1257/99 on support for rural development from the European agricultural guidance and guarantee fund (EAGGF), as well as some of the amendments to the regulation and deregulation, as well as State aid under article 51 of the regulation requirements.
4. If the applicant has supplied false information or violated the conditions for granting the aid payment, claiming the rule 2.2. the payments referred to in support of the applicant does not receive specific duty and one year is deleted from a particular form of payment of the aid recipient list, as well as the repayment of the aid granted to the rural support service, if any, is paid before the finding of non-compliance.
II. Area payments system in the Area of payments 5 eligible farmers who meet the following conditions: 5.1 in agricultural activities according to the Council on 29 September 2003 of the Regulation No (EC) 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers and amending certain regulations, article 2, point "c";
5.2. is the owner of agricultural land, legal possessor or the lessee;
5.3. invest means in material management of agricultural land or agricultural production.
6. Agricultural land except land set aside and unused agricultural land, are: 6.1., and planted sown arable land under crops or farm grass;
6.2. Black fallow land (arable land, harvest year concerned is not sown and not left fallow for two consecutive years) or the fallow land (arable land, which yield no more than one consecutive year is sown for the production of green manure);
6.3. the meadows and pastures;
6.4. Permanent plantations.
7. Area payments are eligible for them, farmland areas that meet the following conditions: 7.1 the agricultural area is groomed, and the crop is grown under cultivation agrotehnik, as well as agricultural land is not present in the invasive plant species ' Sosnovsk the Hogweed (Heracleum of sosnowsky) ' and the bushes;
7.2. the relevant agricultural land drainage in the system are maintained, ensuring the regulation of soil moisture regime;
7.3. a plant or crop residue and stubble soil in order to maintain the fertility of agricultural land;
7.4. the meadows and pastures are used for animal feed or grazing. They are noganīt or at least once in the flat, and the grass is harvested to the august 1, cultivated pastures and cultivated pasture — up to 10 July;
7.5. fire regulations are complied with and the area of the object is not the burned brush. The condition should be taken into account in the log on to area payments in 2005 and subsequent years.
8. The area payment application, the applicant shall submit in support of the Field support service regional agricultural administration until 21 may for the year in question.
9. If actually ridden in the agricultural land area in the calendar year is greater than or less than the initial payment of the area declared in the application, specify the information about the workload of the field support service regional agricultural administration by 15 June of the year in question.
10. If the amount in one payment of area aid application form the national and European Union aid for agriculture and rural development, does not exceed 50 euros equivalent in lats, aid shall be granted. Euro exchange rate relative to the dollar is determined according to the Commission on 16 December 2003 by Regulation No 2199/2003 (EC) laying down the transitional measures Council Regulation No (EC) 1259/99 application in 2004 as regards the single area payment scheme in the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia.

IV. Forage the forage area 12 payments payment are eligible for the following: 12.1 the forage area cultivated meadows and cultivated pasture where zelmeņ the botanical composition consists mainly of legumes and grasses linked to herbaceous species and with a uniform density zelmeņ;
12.2. the arable land sown to perennial grassland for;
12.3. cereals, legumes and silage maize and green.
13. in legumes and grasses linked to grassland species are alfalfa, Eastern Galega, red clover, white clover, alsike clover, Timothy, meadow fescue, Cocksfoot, meadow foxtail, perennial ryegrass, meadow grass, red fescue.
V. national direct additional payments for cattle and sheep to mothers 14. national direct additional payments for cattle and sheep to mothers are entitled to support applicants, who then owned the animals are registered and regularly provides information on legislation, animal herds and the recording of holdings, as well as the procedures laid down in accordance with the Council of 17 May 1999 on the Regulation No (EC) 1254/1999 on the beef and veal market common organisations article 21.

15.1.2. the minimum retention time of the bovine herds of the applicant before slaughter or export not less than two months, as set out in the Commission of 28 October 1999, regulations No 2342/1999 (EC) laying down detailed rules for the application of Council Regulation No (EC) 1254/1999 on the beef and veal market common organisations for the application of premium schemes, article 37, paragraph 1, in accordance with the public limited liability company "national breeding information data processing center";
15.1.3. the rural support service regional agricultural administration every quarter until the tenth date of the first month has filed an application (annex 1), which shows the animals slaughtered or exported identity number, as defined by the Commission on 28 October 1999, regulations No 2342/1999 (EC) laying down detailed rules for the application of Council Regulation No (EC) 1254/1999 on the beef and veal market common organisations as regards premium schemes 35. in paragraph 1 of article;

15.2. a meat breed suckler cows, suckler cows or obtained in a cross with a meat breed, as laid down in the Council of 17 May 1999 on the Regulation No (EC) 1254/1999 on the beef and veal market organization of common article 3 "f" point, as well as the dairy breeds of cows inseminated by meat breeds of cattle, as set out in the agreement between the Kingdom of Belgium, the Kingdom of Denmark, the Federal Republic of Germany, the Hellenic Republic , The Kingdom of Spain, the French Republic, Ireland, the Italian Republic, the Grand Duchy of Luxembourg, the Netherlands, the Republic of Austria, the Portuguese Republic, the Republic of Finland, the Kingdom of Sweden, the United Kingdom of Great Britain and Northern Ireland (Member States of the European Union) and the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia, the Slovak Republic, the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary , The Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union annex VIII, section 4 (A) in paragraph 3, after calving and where suckler cows is not is milked as well if the following conditions are met: 15.2.1 to 2004 1 October supports the applicant is declared by the national society of suckler cow held limited "public breeding information data processing center";
15.2.2. the rural support service regional agricultural administration to the second or fourth quarter in the first month of the tenth date of the application, the applicant shall submit the aid (annex 2);
15.2.3. a minimum holding time of suckler cows in the herd is the applicant for at least six consecutive months from the date of submission of the application, as laid down in the Council of 17 May 1999 on the Regulation No (EC) 1254/1999 on the beef and veal market organization of common article 6, part 2, point "b" of the derogation;
15.3. the mother sheep, as laid down in the Council of 19 December 2001, Regulation No 2529/2001 (EC) for sheepmeat and goatmeat the common organisation of the market in part 1 of article 4, if the following conditions are met: 15.3.1. a flock of sheep is not less than 10 mothers, as laid down in the Council of 19 December 2001, Regulation No 2529/2001 (EC) for sheepmeat and goatmeat the common organisation of the market in part 2 of article 4, paragraph 3 of the that's according to the national society with limited liability "the national breeding information data processing center" data to the application over time of the year;
15.3.2. support to 15 July, the applicant submitted the rural support service regional agricultural administration application (annex 3) concerning the number of sheep on July 1.
16. for calculation of the Payment, as defined in the Council of 17 May 1999 on the Regulation No (EC) 1254/1999 on the beef and veal the common organisation of the market in part 2 of article 6, the rural support service to obtain such data from public corporations with limited liability "the national breeding information data processing center": 16.1. number of cows in the herd of mixed, indicating the number of dairy cows and suckler cows and the number of their identity numbers on April 1. 15.2.2., where referred to in the application submitted to the first month in the second quarter was the tenth date, or on 1 October, where the rules of 15.2.2. referred to in the application submitted to the fourth quarter's first month on the 10th. If this information is not available, the number of suckler cows eligible for payment shall be used to calculate the average milk yield in the country (4796 claiming the payment kg in 2004), as set out in the Commission of 28 October 1999, regulations No 2342/1999 (EC) laying down detailed rules for the application of Council Regulation No (EC) 1254/1999 on the beef and veal market common organisations for the application of premium schemes, article 18.
Vi. additional national direct payment per tonne of milk quota 17. additional national direct payment per tonne of milk quotas granted to dairy in the form of premium per tonne of individual reference quantities (milk quotas) in that calendar year, 31 March is obtained (assigned) supports the holding of the applicant.
18. The eligibility rules of the premium referred to in paragraph 17 is where: 18.1. support the applicant fulfilled the requirements for milk quotas, which determine the legislation on milk quotas.

19. the rural support service retrieves data from the State limited liability company "national breeding information data processing center" for the support of the applicant's conformity with the receipt of payment.
VII. additional national direct payment for grass and flax seed 20. national direct additional payments are eligible for Council of 26 October 1971, Regulation No (EEC) 2358/71 on the common organisation of the markets listed in annex 1 and realized crop produced species seed, in the case of certified seed: 20.1. national plant protection services, as specified in the Council of 19 May 1981 Regulation No 1659/81, (EEC) amending Regulation (EC) no 1674/72 (EEC) laying down general rules for granting and financing aid for seed, in article 1, and realized;
20.2. the rural support service of the regional administration has registered a growing declaration if sēklaudzētāj produced seeds distributes itself or is registered cultivation contract, if the application is lodged by the company (the company), as set out in the Council of 2 august 1972 on Regulation No (EEC) no 1674/72 laying down general rules for granting and financing aid for seed, article 5;
20.3. the rural support service regional agricultural administration has submitted the following information: 20.3.1. the resulting harvest (in quintals) — each year up to October 1;
20.3.2. the previous annual seeds actual sales price (excluding value added tax): each year up to august 1. To qualify for aid for the 2004 crop year, up to 1 august 2005.
21. the rural support service registers the rule 20.2. growing declaration referred to or a cultivation contract, as defined in Council august 2, 1972 in Regulation No (EEC) no 1674/72 laying down general rules for granting and financing aid for seed, article 5.
22. the applicant submits to the rural support service regional agricultural administration: 22.1. submission: each year up to June 15. To qualify for aid for the 2004 crop year, up from 15 June 2005;
22.2. a copy of the certificate of seed;
22.3. the invoice – invoice copies (the original show) or — natural persons — established in the State revenue service mandatory receipts on the left, and disposed of the varieties seeds.
VIII. additional national direct payment for potato starch 23. national direct additional payments are entitled to receive the potato producer per tonne of potato starch, if: 23.1. potato has been concluded a cultivation contract between the potato producer and the starch manufacturer on certain amounts of potato supply;
23.2. starch potatoes delivered to the manufacturer for which the sealed potato cultivation contract, as defined by the Council on 29 September 2003 of the Regulation No (EC) 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers and amending certain regulations, article 94;
23.3. potato producer is registered with the national plant protection service;
23.4. the rural support service regional agricultural administration each year up to 15 may have application to the.
IX. Closing questions 24. Field Support Service issued those rules in the application form.
