Cabinet of Ministers Regulations No. 606 Riga 20 July 2004 (pr. Nr. 44, 7. §) veterinary requirements for animal by-products, which is not intended for use in food in accordance with article 25 of the law on veterinary medicine (1) of rule 1 defines the health requirements for animal by-products, which is not intended for use in food (by-products), under: 1.1. Of the European Parliament and of the Council of 3 October 2002 Regulation No 1774/2002 laying down health rules concerning animal by-products not intended for human consumption, and its amendment (referred to as European Parliament and Council Regulation No 1774/2002);
1.2. the Commission of 12 May 2003 Regulation (EC) no 809/2003 on transitional measures under European Parliament and Council Regulation (EC) No 1774/2002 as regards the processing standards for category 3 material and manure used in composting plants (hereinafter referred to as Commission Regulation (EC) no 809/2003);
1.3. Commission of 12 May 2003 Regulation (EC) no 810/2003 on transitional measures under European Parliament and Council Regulation (EC) No 1774/2002 as regards the processing standards for category 3 material and manure used in biogas plants (hereinafter: Commission Regulation (EC) no 810/2003);
1.4. the Commission of 12 May 2003 Regulation (EC) No 811/2003 of the European Parliament and of the Council Regulation (EC) No 1774/2002 as regards the intra-species recycling ban for fish, the burial and burning of animal by-products and certain transitional measures (hereinafter referred to as Commission Regulation (EC) No 811/2003);
1.5. Commission of 26 April 2004, Regulation (EC) no 780/2004 on transitional measures in accordance with European Parliament and Council Regulation (EC) No 1774/2002 for certain imported from third countries for the import and transit of the products (hereinafter referred to as Commission Regulation No 780/2004);
1.6. the Commission of 12 May 2003 Regulation (EC) no 813/2003 on transitional measures under European Parliament and Council Regulation (EC) No 1774/2002 as regards the collection, transport and disposal of former foodstuffs (hereinafter referred to as Commission Regulation (EC) no 813/2003).
2. European Parliament and Council Regulation No 1774/2002 and Commission Regulation No 809/2003, no 810/2003, no 811/2003, (EC) no 780/2004 and (EC) no 813/2003 lays down the functions of the competent authority shall take the food and veterinary service (hereinafter service).
3. European Parliament and Council Regulation No 1774/2002 article 7 specific requirements shall not apply to manure transported one farm or between farms and users in Latvia.
4. the Department shall authorize the regulation of the European Parliament and of the Council (EC) No 1774/2002 article 8 laid down in paragraph 2 of the by-products from other Member States of the European Union. If necessary, the service determines that the by-products must be processed using the first processing method.
5. The owner or keeper shall ensure: 5.1. processed animal protein and other processed animal feed product compliance with European Parliament and Council Regulation No 1774/2002, article 19;
5.2. the House (room) of animal feed, animal toys and chewing technical products (with the exception of the European Parliament and of the Council Regulation (EC) No 1774/2002, article 20, paragraph 2 and 3 of the by-products specified in) European Parliament and Council Regulation (EC) No 1774/2002, article 20, paragraph 1;
5.3. the organic fertilizers and soil improvers (except those derived from manure and digestive tract content) to the European Parliament and of the Council Regulation (EC) No 1774/2002, article 20, paragraph 2;
5.4. the by-products of category 2 for fat compliance with European Parliament and Council Regulation (EC) No 1774/2002, article 20 paragraph 3.
6. By-products are allowed to use: 6.1. diagnosis, education and research, as well as taxidermy in a technical plant approved for this purpose is in accordance with European Parliament and Council Regulation (EC) No 1774/2002, article 18;
6.2. the feeding of animals in accordance with European Parliament and Council Regulation (EC) No 1774/2002, article 23, paragraph 2.
7. in accordance with European Parliament and Council Regulation No 1774/2002, article 23, paragraph 3 shall inform the Commission of the use of the according to point 6.2. these rules and for checks to ensure the use of the intended purpose.
8. in accordance with European Parliament and Council Regulation No 1774/2002, article 23, paragraph 4, shall be drawn up of by-products of users and collection centres list and assign them the registration or recognition.
9. in accordance with European Parliament and Council Regulation No 1774/2002, article 24, paragraph 4, inform the Commission of the European Parliament and Council Regulation No 1774/2002, article 24, paragraph 1 "(b)" the application of the derogations in point.
10. the service shall provide the Commission with: 10.1. European Parliament and Council Regulation No 1774/2002, article 26, paragraph 4 information required;
10.2. European Parliament and Council Regulation No 1774/2002 annex VIII, Chapter VIII, paragraph 1, "a") (the "part III".
11. the Ministry of agriculture to the Commission to the European Parliament and of the Council Regulation (EC) No 1774/2002, article 35 of the information specified in paragraph 1.
12. the sanitary border inspection shall authorize the by-products from countries which are not Member States of the European Union, in accordance with European Parliament and Council Regulation No 1774/2002.
13. Until 31 December 2005 the earlier collection, food processing and destruction of Commission Regulation No 813/2003 article 1.
