No 42 51) information society National Council regulation Issued pursuant to the public administration Act, article 13 of the equipment 1. Information Society National Council (hereinafter Council) is a consultative and coordinating body, the purpose of which is to promote the development of the information society in Latvia and to coordinate the country's integration into the global and European development process, promoting the country's sustainable development, and sustainable growth in the gross national product and all levels of society rises. 2. the Council shall have the following functions and tasks: 2.1 to promote Latvia a. society, focused on education and knowledge;
2.2. promoting the knowledge management process (for example, knowledge creation, accumulation, identification, adaptation, development, deepening the promotion, distribution, use) on a national scale as a basis for the company's priority and the country's economic and social life;
2.3. promoting all kinds of information and knowledge available to every Member of the public;
2.4. to promote national information system and information society infrastructure, including technological, informational and regulatory components, information service and the development of their use;
2.5. to increase the higher education and scientific research, to build research and innovation strategies, and coordinate national regulatory authorities ordered research project about the policy-making process in higher education, research and innovation;
2.6. to assess the use of the results of scientific research opportunities and encourage their implementation in the economy, the development of innovation system in the country, improving the research and technological development sector and industry cooperation;
2.7. According to competence to promote economic restructuring, using knowledge, contribute to a high-tech based enterprise development in the country;
2.8. the Cabinet of Ministers to submit proposals for the budget section: 2.8.1. creation of the basic principles and structure that are associated with the functions of the Council;
2.8.2. the development of the laws and measures of the development of the information society;
2.8.3. the State of higher education, science and information body formation, operation, reorganisation and liquidation;
2.9. to encourage members of the public of any involvement in the process of building the information society;
2.10. recommend socio-economic programs "e-Latvia" and the national programme "e-Government" and the development of implementation guidelines. 3. the Council shall have the following rights: 3.1 invite to attend meetings of the Board of Governors the State, municipal and other officials of the institution;
3.2. use of the expert assessment;
3.3. to request and receive from the State, the municipality and other bodies of the Council for information. 4. the Council shall consist of: 4.1. Prime Minister (Chairman of the Board);
4.2. the authorised person of the Prime Minister (Secretary of the Board);
4.3. the Minister of the economy;
4.4. the Minister of finance;
4.5. the Minister of education and science;
4.6. the Minister of culture;
4.7. regional development and local Government Minister;
4.8. traffic Minister;
4.9. The higher education Council representative;
4.10. Information Society Office representative;
4.11. The Latvian development agency representative;
4.12. the small and medium-sized enterprises, social organizations, the representative of the Association;
4.13. the Latvian Chamber of Commerce and industry spokesman;
4.14. The Latvian Science Council representative;
4.15. the representative of the Academy of Sciences;
4.16. the Library Council representative;
4.17. The national programme "e-Administration" Coordination Council representative;
4.18. the national radio and Television Council representative;
4.19. the Rector Council representative;
4.20. the representative of the Economic Council;
4.21. the municipal representative of the Union. 5. the personnel of the Council after consulting the relevant bodies determine the Prime Minister with the order. 6. the Chairman shall convene a meeting of the Council either on its own initiative or at least five members of the Council, but not less frequently than once every three months. 7. the Council are valid if they participate in the hearing not less than half of the Board members. 8. the Council's competence issues are addressed when making decisions of Council meetings. The Council's decisions shall be taken by majority vote. If the vote splits equal, the Chairman of the Board shall have a casting vote. 9. the meetings of the Council with the right to participate in the Advisory Council invited representatives of the institutions and experts. 10. If a question is not reached, it shall be sent to the Council for the coordination meeting of the bodies involved. If after that the reconciliation is reconsidering the question at the next Council meeting, no agreement is reached, the matter may be submitted to the Cabinet for consideration. 11. The Council meeting are recorded. The Council recorded in the agenda, the meeting participants, people talked about the matter, as well as the decisions taken. 12. The President of the Council shall: 12.1. Approves the Council's agenda, convene and chair the meetings of the Council;
12.2. the signature of Council decisions, minutes of meetings and other documents;
12.3. control of the Council decision. 13. The Secretary of the Board shall draw up the agenda of the Council, prepare materials, organizes the results of Council meetings and at least five days before the Council meeting shall send to the members of the Council meeting agenda and relevant documents. 14. Seven working days following the Council meeting the Secretary of the Board shall send a copy of the minutes of the sitting of the Council for all members of the Council, as well as the decisions of the Council shall forward to all interested institutions and officials. 15. The work of the Council technically public registry. 16. Be declared unenforceable in the Cabinet of Ministers of 25 April 2000, the provisions of no. 161 "information society National Council Charter" (Latvian journal, 2000,/163.nr.; 2001, 48 161. no).
