No 52 16) Latvian language training regulations Issued by the national agency, in accordance with the law of public agencies 8. the third paragraph of article i. General questions 1. Latvian language training national agency (hereinafter the Agency) is the Minister of education and science in the national monitoring authority. 2. the Agency aims to provide opportunities to learn the Latvian language to people who are not Latvian language knowledge or they are incomplete. II. functions and rights of the Agency 3. the Agency shall have the following functions: 3.1. implementing the Latvian State language learning program;
3.2. perform publishing through the Latvian language training programme and other State agencies;
3.3. to provide natural and legal persons the following public services: 3.3.1. organize seminars, courses, camps and other educational measures Latvian language learning, language teaching methodology and intercultural communication;
3.3.2. provide advice to the Latvian language training;
3.3.3. selling training materials and other expenses, printed in the Latvian language training programme and other State agencies;
3.4. the Latvian diaspora abroad provide support for Latvian language learning and language retention. 4. the Agency shall have the following rights: 4.1. manage and implement projects and programs, language learning and intercultural communication;
4.2. perform the contract and charge for services provided by the Agency;
4.3. carry out State and local procurement;
4.4. to request and receive from legal and physical persons in the performance of the tasks of the Agency the necessary information. III. structure and administration of the Agency 5. Agency shall be headed by a Director. The Agency's Director shall make public administration facilities Act direct authorities managerial functions. The Director shall determine the duties of the public agency law, these rules, the management contract and the contract of employment. 7. To facilitate the Agency's activities and maintain a relationship with various State, local authorities and non-governmental organizations, the Minister of education and science established the Agency's Advisory Board (hereinafter the Board). Advisory Board on the Agency's Advisory rights. 11. the Advisory Council shall operate in accordance with the regulations of the Board. 12. The Board's task is to promote the development of the Agency's strategy for effective implementation. 13. the work of the Council to ensure the Agency's facilities. V. property of the Agency and funded 14. the Agency's financial resources shall consist of: 14.1. Government grants from the general revenue;
14.2. own revenue, including revenue on public services provided by the Agency;
14.3. donations, gifts and foreign financial assistance. 15. If the Minister of finance received the permission, the Agency shall have the right to take loans and to assume a guarantee in the law on budget and financial management. The Ministry's decision may appeal to the Court. 18. the Agency's regulations established shall prepare and provide a current and an annual report on its activities and the use of financial resources.
