Cabinet of Ministers Regulations No. 845 in 2004 (October 12. No 59 14) the order in which the information institutions and institutions that issued the certificate of recognition of professional qualifications for regulated professions, documents submitted by the applicant for foreign recognition of professional qualifications of permanent professional activities in the Republic of Latvia in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36 paragraph 7, article 43, first and second subparagraph and article 57, first paragraph, point 1 1. establish procedures which institutions and bodies issuing certificates of recognition of professional qualifications for regulated professions, documents submitted by the applicant of the recognition of professional qualifications, permanent professional activities regulated profession in the Republic of Latvia, the application of the General system for the recognition of professional qualifications, the special system for the recognition of professional qualifications and the recognition of professional qualifications on the basis of the applicant's professional experience, and the rights and obligations of the applicant for the recognition of professional qualifications, except in the case of the Republic of Latvia in binding international agreements have a certain other foreign countries for the recognition of professional qualifications.
2. the relevant regulated profession in the Republic of Latvia of information provided by the applicant in the application filled out and attached to the document, first check and make sure that the applicant has provided: 2.1. complete application for the recognition of professional qualifications certificates;
2.2. documents proving the profession specified in the application to the appropriate educational and professional qualifications (originals or certified copies of the institution, or notarized copies);

2.4. the competent authority of the home State-issued documents (originals) proving the applicant's right to carry out professional activity in the profession or professional experience in the host country — cases provided for by law "For the regulated professions and the recognition of professional qualifications".
3. If a first examination of the document in the institution information establishes that the applicant has not submitted all the required documents for the recognition of professional qualifications or the documents submitted by the applicant requires a translation into the official language, the applicant's registration application is deferred until such time as the applicant shall submit all the required documents or information institution certifies in writing that the documents submitted are complete proof of his qualifications. 4. If a first examination of the document by submitting additional documents or information institution finds that the applicant's application is completely filled in and submitted all the required documents, the institution shall inform the applicant of the procedure to be carried out for the recognition of professional qualifications.
5. the Provisions of paragraph 4, in the case referred to in the information the institution satisfy itself that the applicant is paid for the recognition of professional qualifications and the information is presented to the institution of a fee, a copy of the identity document of the applicant's application to register the information submitted by the institution and examine the application in the register (hereinafter register of applications) and started to consider the applicant's application and the documents attached to it.

10. 11. Rule 10. in the case referred to in paragraph the institution shall issue a certificate of recognition, prepare a certificate of recognition of professional qualifications or the law "For the regulated professions and the recognition of professional qualifications" in the second subparagraph of article 41 of the document certifying the applicant's right to carry out professional activities in the regulated profession in question in the Republic of Latvia.

14.2. an adaptation period or an aptitude test in accordance with the law "About the regulated professions and the recognition of professional qualifications ', if the applicant wishes to carry out professional activities regulated professions in which professional qualifications recognised through the application of the General system for the recognition of professional qualifications, or on the basis of the applicant's professional experience.
15. the decision referred to in paragraph 14, the institution issuing the certificates of recognition, also indicate: 15.1. information on institutions (or, if there is a possible choice) in Latvia in which applicants can gain additional necessary education or sort the aptitude test;
15.2. information about specialists in Latvia in which an applicant can work an adaptation period;
15.3. information on the applicant's right to choose: the adaptation period or aptitude test, or information about the optional aptitude test or adaptation period, stating the reasons why those rights are limited.

16. If the documents submitted by the applicant and the institution of information cognition does not certify the applicant's educational and professional qualifications in compliance with the law "on the regulated professions and the recognition of professional qualifications" requirements of the professional qualification, the relevant regulated profession in which the recognition of professional qualifications, the General system for the recognition of professional qualifications, the institution issuing the certificate of recognition, a decision on non-recognition of professional qualifications and the decision indicates the required additional educational content and duration , information on institutions (or, if the choice is possible), where you can get the education, and the order in which the applicant can instantly sort tests to prove that he has the necessary knowledge to perform professional activities in the regulated profession in the Republic of Latvia, which did not confirm his presented education and professional qualifications in the supporting documents.
17. the institution issuing the certificates of recognition, that rule 14 and 16 of that decision, send the information to the institution that registers the application of decisions taken by the registry and shall notify the applicant in writing of the notification of the decision, adding the original.
18. The date on which the institution of information sent out to the applicant written notice of that rule 10, 14 or 16, the decision referred to in the application as the applicant indicated in the registry with consideration of the application of the final day.
19. Where the applicant has complied with the rule in paragraph 14 or 16 requirements and submitted the requirements of formal institution, which issued the certificates of recognition, this month valued the mentioned requirements: 19.1. If the rating and a positive decision on the recognition of professional qualifications of the applicant and shall notify the applicant in writing;
19.2. If the assessment is negative, it shall take a decision on the applicant's non-recognition of professional qualifications, and shall notify the applicant in writing.
20. Rule 19.1. in the case referred to in subparagraph body issuing the certificate of recognition, prepare a certificate of recognition of professional qualifications or the law "For the regulated professions and the recognition of professional qualifications" in the second subparagraph of article 41 of the document certifying the applicant's right to carry out professional activities in the regulated profession in the Republic of Latvia, and this document shall be issued to the applicant.
21. the Body issuing the certificate of recognition, paragraph 19 of these rules the decision referred to in the information sent to the European institutions. The institution of information that decision shall be recorded in the register of applications to ensure the accumulation of statistical information about the applicants, for the recognition of professional qualifications which is raised by one of the law "on the regulated professions and the recognition of professional qualifications" specified additional requirements.
