Cabinet of Ministers Regulations No. 858 in Riga 2004 (19 October. No 60 10. §) rules on the characteristics of surface ūdensobjekt type, classification, quality criteria and procedures for the determination of anthropogenic activities issued in accordance with the water management act article 5, fourth, eighth, and ninth and tenth parts 1, 3 and 4 point i. General questions 1. determines: 1.1. characterisation of surface ūdensobjekt type and classification of surface ūdensobjekt;
1.2. anthropogenic load detection procedures, as well as priority substances and emissions;
1.3. surface water high, good, average, poor and very poor environmental quality criteria, good and bad chemical quality criteria, as well as artificial or heavily modified ūdensobjekt ecological potential criteria (also a good ecological potential criteria).
2. For the preparation of the river basin management plan (management plan) and the programmes of measures as well as specific management plans to include in the environmental quality objectives (hereinafter referred to as the environmental quality objective), Geology Department of State territorial units — River basin management (management) based on existing monitoring data: 2.1 fall into rivers, lakes, transitional waters, coastal and terrestrial ūdensobjekto and determines the type of each ūdensobjekt;
2.2. the classified surface ūdensobjekt and heavily modified or artificial ūdensobjekt;
2.3. define the anthropogenic load surface waters and, taking into account the quality of the ūdensobjekt and anthropogenic load effects, determines the surface ūdensobjekt where are the risks of not achieving environmental quality objectives.
3. at the request of the national administrations and municipal authorities to provide the information and data necessary to describe the types of surface ūdensobjekt and assess their quality, as well as specific surface ūdensobjekt of anthropogenic load.
II. characteristics of surface ūdensobjekt type 4. Surface ūdensobjekt — rivers, lakes, coastal and transitional waters — the type determined according to the type of surface ūdensobjekt characteristics (annex 1). Ūdensobjekt characteristics of the type used in the separate determination of surface ūdensobjekt management plan development.
5. Broken down rivers, lakes, transitional waters, coastal and terrestrial ūdensobjekto, assess the relevant circumstances (for example, anthropogenic load effects (water body or watercourse also morphological changes), the use of waters for the abstraction of drinking water, their association with the protected areas), as well as comply with the following conditions: 5.1 ūdensobjekt only in one combined the ūdensobjekt type, the appropriate surface water;
5.2. ūdensobjekt does not overlap with other ūdensobjekt and does not cross the boundaries of another ūdensobjekt;
5.3. ūdensobjekt according to the ecological and chemical quality is solid;
5.4. ūdensobjekt waters are considered separate and important hydrographic network elements.
6. in the light of the provisions of paragraph 5 of these conditions, the individual can be ūdensobjekt: 6.1. River or river where the catchment area is greater than 100 km2;
6.2. the lake surface area which is 0.5 km2 or greater;
6.3. the river that has a smaller catchment area or the Lake, which has a lower surface area than this provision accordingly or 6.2 6.1, if the single ūdensobjekt need to achieve environmental quality objectives.
7. Water Management Act established protected areas, existing surface water can be ūdensobjekt separately, if a separate ūdensobjekt need to ensure particular territory protection and management, and if these waters are considered separate and important hydrographic network elements.
III. the anthropogenic load procedure and the limitation of emissions of priority substances 8. 8.1.3. changing surface water hydrological mode or morphology;

8.3. the determined economic activities that are necessary to take into account, in the rivers, lakes, transitional and coastal waters, as well as artificial and heavily modified by ūdensobjekt of anthropogenic stress;
5.2. develop criteria by which to evaluate the significance of anthropogenic activities, as well as loads of anthropogenic causes, magnitude and impact;
8.5. assess whether the goals can be achieved ūdensobjekt environmental quality goals, or there is a risk it will not be achieved.
9. In assessing the management of anthropogenic load, use water monitoring data and information obtained by preparing River basin characteristics.
10. Priority substances whose emissions need to limit this provision, laid down in annex 2. Emissions of priority substances restricted by the Cabinet of Ministers of 22 January 2002, Regulation No 34 of the "regulations on the emission of pollutants in the water".
IV. classification of surface ūdensobjekt and quality criteria, as well as artificial or heavily modified ūdensobjekt ecological potential criteria 11. Surface ūdensobjekt are divided into ecological quality classes and chemical classes.
12. Surface ūdensobjekt in accordance with the rules laid down in annex 3 of the ecological criteria (biological, hydromorphological, chemical and physico-chemical), and 4. the explanation of the criteria set out in the annex shall be classified into high (etalonstāvokļ) ecological class, good ecological quality in the classroom or moderate ecological class. If the data show that ūdensobjekt ecological quality is worse than average, they fall into the bad ecological class or very bad ecological class, to be able to choose the most appropriate measures for the advancement of ūdensobjekt.
13. Surface ūdensobjekt ecological quality is high (etalonstāvokl), if the monitoring found that: 13.1 the biological, hydromorphological and physico-chemical criteria correspond to anthropogenic or not insignificant influence on the type of waters and habitats are specific to the type of waters;
13.2. in ūdensobjekt are not synthetic (artificial) concentration of the substance or the water is below the detectable in the laboratory;
13.3. ūdensobjekt found in naturally occurring concentrations of pollutants in the water match anthropogenic unharmed to the type of waters in the intrinsic background level.
14. Surface ūdensobjekt ecological quality is good, if the monitoring of biological and physico-chemical criteria differs only slightly from the value laid down for high quality (etalonstāvokļ) surface ūdensobjekt.
15. Surface ūdensobjekt ecological quality is average, if monitoring the biological and physico-chemical criteria values are lower than the value laid down for good ecological quality of surface ūdensobjekt.
16. Surface ūdensobjekt ecological quality is poor, if monitoring the biological and physico-chemical criteria values are lower than the value laid down in the middle of the ecological quality of surface ūdensobjekt and ūdensobjekt species and habitats which occur in significantly different from those specific to the type of surface ūdensobjekt, which are not affected by anthropogenic activities.
17. Surface ūdensobjekt ecological quality is very poor, if monitoring the biological and physico-chemical criteria values are lower than the value laid down for the bad ecological status of surface ūdensobjekt, and ūdensobjekt is not present in the majority of those species and habitats which are specific to the type of surface ūdensobjekt, which are not affected by anthropogenic activities.

18. Artificial and heavily modified in ūdensobjekt according to the ecological quality of the highest possible broken ecological potential in the classroom, a good ecological potential class, medium class, the ecological potential of the poor ecological potential class or very bad ecological potential in the classroom. 21. in order to determine the compliance with the environmental quality criteria for a quality class and ensure comparability between the classes, the Latvian Environment Agency creates a etalonobjekt network. Etalonobjekt network includes all the terms set out in annex 1 of the ūdensobjekt types, the corresponding ūdensobjekt, which divided into high quality (etalonstāvokļ) class. Surface ūdensobjekt of the type of etalonstāvokl shall be determined, taking into account the multiple ūdensobjekt of monitoring data, a longer period for data or modeling results. These techniques can be combined. If the available information is not sufficient to use these techniques, you can fix the etalonstāvokl, having regard to the opinion of experts.
V. closing question 22. Be declared unenforceable in the Cabinet of Ministers of 17 February 2004, Regulation No 93 of the "provisions on the characteristics of surface ūdensobjekt type, classification, quality criteria and procedures for the determination of anthropogenic loads" (Latvian journal, 2004, no. 30).
