No 60 59) European Union support, administration and supervisory arrangements of cream, butter or high fat butter purchase at reduced prices are Issued under the agricultural and rural development Act article 5, fourth and seventh part i. General questions 1. determined the support of the European Union (hereinafter referred to as aid), administration and supervisory arrangements of cream, butter or concentrated butter (high fat butter or butter oil) purchase at reduced prices.
2. The granting of aid, administration and supervision in Latvia carried out field support service (hereinafter service).
3. aid for cream, butter or concentrated butter is to be granted and the purchase price for the purchase of butter from intervention stocks determined in accordance with the Council of 17 May 1999, Regulation (EC) No 1255/1999 on the milk and milk products the common organisation of the market (hereinafter referred to as the Council Regulation No 1255/1999), the Commission's July 31, 1981, Regulation (EEC) no 2191/81 on the granting of aid for the purchase of butter by non-profit-making institutions and organizations (hereinafter referred to as Commission Regulation no 2191/81) The Commission of 15 December 1997, Regulation (EC) no 2571/97 on the sale of butter at reduced prices and the granting of aid for cream, butter and concentrated butter for use in pastry products, ice-cream and other foodstuffs (hereinafter referred to as Commission Regulation No 2571/97) and the Commission on 20 February 1990, Regulation (EEC) no 429/90 on the granting by invitation to tender of an aid for concentrated butter intended for direct consumption in the Community (hereinafter referred to as Commission Regulation (EC) no 429/90).
II. The granting of aid for butter sales to non-profit organizations 4. Support shall be granted in accordance with Council Regulation (EC) No 1255/1999 and Commission Regulation (EEC) no 2191/81, if butter meets the requirements laid down in the laws and the national quality class: extra class: butter.
5. the aid shall be granted, in accordance with Commission Regulation no 2191/81, where this provision is referred to in paragraph 4, the butter shall be sold for final consumption using State and local authorities, the national armed forces and the entities that do not carry out commercial activities (hereinafter referred to as the recipient of the product).
6. product beneficiary services shall submit a written application for approval for the use of butter in accordance with Commission Regulation (EEC) no 2191/81. the application for the grant of aid is added to the Administration and monitoring of the necessary documents in accordance with Commission Regulation no 2191/81.7. Service registers the application and receiving the product within five working days after registration, the recipient of the product which corresponds to Commission Regulation no 2191/81, shall issue numbered delivery orders for a period , not shorter than one month.
8. The rules referred to in paragraph 4, the national quality categories (extra class) to the butter supplier (hereinafter applicant) shall submit a written application to the Department. The application for the grant of aid is added to the Administration and monitoring of the necessary documents in accordance with Commission Regulation no 2191/81.9. the service shall register the applicant's submission, three working days shall take a decision on the approval of the applicant (if the applicant satisfies the Commission Regulation no 2191/81 requirements) and within five working days after the decision is issued to the applicant the written confirmation.
10. these terms of service. the approval referred to in paragraph 9:10.1. stop for a period from one month to 12 months (as long as you avoid the mismatch), if the applicant does not meet at least one of Commission Regulation no 2191/81 established criteria;
10.2. If an applicant withdraws, does not meet all of the Commission Regulation no 2191/81 established criteria;
10.3. restoring, at the request of the applicant, but not earlier than six months after the withdrawal of approval, before performing verification of compliance with Commission Regulation no 2191/81 established criteria.
11. An applicant for support, service, submit a written request for the aid delivered in butter, not exceeding the provision referred to in paragraph 7 of the delivery order in the specified. The request shall be accompanied by: 11.1. this rule 7, paragraph numbered delivery order, which is issued by the recipient Department;
11.2. the granting of aid and of the action taken to guarantee the necessary documents in accordance with Commission Regulation no 2191/81. Iii., the granting of aid for cream, butter and concentrated butter for use in the manufacture of 12. aid shall be granted in accordance with Council Regulation No 1255/1999 and in Regulation (EC) no 2571/97 requirements: appropriate concentrated 12.1. butter and national quality class: extra class: butter, in accordance with Commission Regulation (EC) no 2571/97 provided for the use of flour confectionery production applying the formula (A);
12.2. about the appropriate cream, butter and concentrated national quality class: extra class: butter, in accordance with Commission Regulation (EC) no 2571/97 for use in ice cream production, applying the formula B. 13.12. These provisions referred to in paragraph 1, the beneficiary of the service products shall submit a written application for approval for the use of the product in accordance with Commission Regulation (EC) no 2571/97 application adds support award administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 2571/97.14. 15.2. products withdrawn if the beneficiary does not comply with all the Commission Regulation No 2571/97;
15.3. restore the beneficiary's request for a product, but not earlier than six months after the withdrawal of approval, before performing verification of compliance with Commission Regulation No 2571/97 established criteria.
16. the Department maintains and restores each month to beneficiaries of the approved product — — the establishment of final list.
17. The provisions referred to in paragraph 12 of the support service of the applicant shall submit a written application for quotation of these provisions referred to in paragraph 12, the use of the product in accordance with Commission Regulation (EC) no 2571/97, applying the formula A or formula B and point: 17.1. the price offered for the purchase of butter from intervention stocks;
17.2. the requested amount of the aid, claiming to support the award.
18. The applicant this provision an application referred to in paragraph 17 shall be accompanied by the following: 18.1. written consent of Commission Regulation No 2571/97 that the lodging of tenders;
18.2. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 2571/97.19. Service rejected offer if the applicant: 19.1. the proposed price for the purchase of butter from intervention stocks is less than the minimum price fixed for the invitation to tender;
19.2. the requested amount of support, claiming the aid exceeds the maximum for the invitation to tender concerned.
20. the service shall inform all tenderers of the outcome of the contest and in accordance with Commission Regulation (EC) no 2571/97 specifies the intended use (formula A or formula applied B) submit, as well as the processing security: 20.1. the amount corresponding to the quotation on quantities of butter and optional services for the purchase of the warrant issued by identifying it with the tender number to which it refers;
20.2. the amount of the aid for the use of this provision, paragraph 12, of the quantity of products, identifying it with the tender number to which it refers.
21. The applicant deadline takes over from intervention stocks for the benefit of the optional butter, based on this rule 20.1. warrant and referred to in the Commission Regulation No 2571/97.22. An applicant for aid in accordance with Commission Regulation No 2571/97, the deadline shall be submitted in writing to the service support request. The request shall be accompanied by the following: 22.1. support award administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 2571/97;
22.2. the activities carried out in the production or processing of the product — supporting documents in accordance with Commission Regulation (EC) no 2571/97. IV., the granting of aid for concentrated butter for direct consumption 23. aid shall be granted for concentrated butter corresponding to Council Regulation No 1255/1999 and Commission Regulation No 429/90.
24. The provisions referred to in paragraph 23 of the concentrated butter production company (hereinafter undertaking) shall submit a written application to the Department for approval in accordance with Commission Regulation (EC) no 429/90 the application adds support award administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 429/90.25. Service registers the company application, within five working days in accordance with Commission Regulation (EC) no 429/90, shall decide on the approval of the company and three working days after the decision is issued to the company a written confirmation with an individual number in accordance with Commission Regulation (EEC) no 429/90.

26. This provision of the service referred to in paragraph 25 approval: 26.1. stop for a period of six to 12 months (as long as you avoid the mismatch), if a company does not meet at least one of the Commission's Regulation Nr. 429/90 established criteria;
26.2. withdrawn if the company did not meet all of the Commission Regulation No 429/90 established criteria;
16.3. restore after the request of the company, but not earlier than six months after the withdrawal of approval, before performing verification of compliance with Commission Regulation No 429/90 established criteria.
27. The rules referred to in paragraph 23 of the support, the applicant shall submit a written application to offer service in accordance with Commission Regulation (EC) no 429/90 the application adds: 27.1. the written acknowledgement of receipt of Commission Regulation No 429/90 offer specific security service account specified;
27.2. the grant of aid administration and monitoring of the necessary documents in accordance with Commission Regulation (EC) no 429/90.28. rejects the applicant's Service offer, if the requested aid amount exceeding the maximum amount defined for the competition.
29. the service shall inform all applicants of the results of the competition, in accordance with Commission Regulation (EEC) no 429/90 indicate the deliverable end use provision, the amount of aid for concentrated butter concerned production quantity and deadline, indicating it is the number to which it refers.
30. The applicant supports calculation and receipt of payment, in accordance with Commission Regulation No 429/90 laid down in writing the services support request. In accordance with Commission Regulation (EEC) no 429/90 the claim must be accompanied by the documents required for the granting of aid: 30.1. Administration and supervision;
30.2. the endorsement of the action taken.
V. monitoring and control arrangements 31. Service in accordance with the Council Regulation No 1255/1999, Commission Regulation no 2191/81, the Commission Regulation (EC) no 2571/97 and Commission Regulation (EEC) no 429/90 made unannounced inspections and inform the food and veterinary service of the required controls: 31.1. 34. The food and veterinary service of controls shall make a written report. The report indicates the control date, duration control, control during the operations carried out and control results. The food and veterinary service inspection results in writing.
VI. final question 35. Be declared unenforceable in the Cabinet of 22 April 2004, Regulation No 404, "European Union support, administration and supervisory arrangements of cream, butter or high fat butter purchase at reduced prices" (Latvian journal, 2004, nr. 69).
