Cabinet of Ministers Regulations No. 1025 Riga 2004 December 14 (Mon. No 72 56. §) rules for the special task Minister for electronic Government Affairs expertise Issued in accordance with the Cabinet of equipment article 3 of the law the second part 1. provisions of the special task Minister for electronic Government Affairs (hereinafter: the Minister).
2. The Prime Minister directs the public policy for the electronic administration and the information society, as well as to ensure its implementation.
3. The Minister shall have the following objectives: 3.1 develop and implement policy electronic governance, information society and information technology;
3.2. to organize activities related to the implementation of information technology in public administration, in order to ensure the modernisation of the public administration and effectiveness;
3.3. ensuring investment in information society, electronic government and information technology;
3.4. to coordinate and control the development of the information society in the preparation and implementation of measures;
3.5. to coordinate the implementation of the policy of a single national information system in the field of development;
3.6. the coordinating State and local e-service development and to ensure their implementation;
3.7. develop and implement national policy issues related to internet services;
3.8. to drive electronic regulatory coordination Council;
3.9. information society National Council;
3.10. the coordination of the laws of the development of the information society, electronic government and information technology, as well as to ensure the relevant legislation of the European Union;
3.11. to coordinate the participation in the European Union electronic governance, information society and information technology;
3.12. in accordance with the competency to ensure Latvia's national positions on development, validation and representation in the European Union;
3.13. European Regional Development Fund (ERDF) funded measures within the competence of the Minister for the management issues;
3.14. the coordinating institution of the public administration mutual cooperation as well as cooperation with local authorities on issues related to electronic Government Affairs;
3.15. develop proposals and submit the requests for State budget allocations, the electronic management of the information society and information technology, as well as to organize the national budget funds are used for the intended purposes and ensure that use control;
3.16. do other with electronic management, the development of the information society and information technology implementation-related tasks.
4. the Minister is entitled to: 4.1 according to competence to request and receive the necessary information and documents from the ministries, local authorities and other State bodies, as well as non-governmental organizations;
4.2. to represent the national interest in international and European institutions on issues related to the information society, electronic government and information technology;
4.3. According to competence to cooperate with foreign Governments, international organizations, program and project representatives and experts in electronic governance, information society and information technology matters;
4.4. the Cabinet of Ministers created to participate in councils dealing with electronic governance, information society and information technology-related issues;
4.5. subordinated authorities to approve the work plans, annual reports and public requests for the next budgetary year;
4.6. to appoint and relieve of office heads of institutions subordinated to;
4.7. the laws and regulations in order to issue orders, instructions and recommendations;
4.8. to give instructions to the subordinated to the head of the national regulatory authorities;
4.9. Cancel subordinated to the head of the national regulatory authorities ' orders or suspend the operation of the institution concerned in the cases specified by law, if the order or action of the authority is unlawful;
4.10. provide opinions on other institutions developed with the development of the information society related legal acts and policy planning documents for the project.
