Provisions of the Ministry of transport no. 19 in Riga 2003. on 25 august, the Latvian seafarers certification and Watchkeeping Regulations Issued in accordance with the maritime administration and the Maritime Security Act 26. the second paragraph of article i. General questions 1. these provisions define the sailor of training, certification and Watchkeeping procedures in the Republic of Latvia.
2. Seafarers ' training, certification and Watchkeeping in the Republic of Latvia in accordance with the International Maritime Organization (IMO), the 1978 International Convention on standards of training, certification and Watchkeeping for seafarers, with subsequent amendments (hereinafter the Convention).
II. Qualification 3. qualifications of seafarers (certificates of competence, qualifications, certificates, approvals, course certificates and other professional qualifications or expertise supporting documents) be issued by the nonprofit organization public joint stock company "Latvian maritime administration" (the maritime administration) seafarers ' register (hereinafter register of Seafarers, "Latvian Registry of Seamen").
4. Masters of vessels (vessel owner's authorized person responsible for the General management of the vessel and the safety of navigation) and officers under the rules specified level of competence shall be issued a certificate of competence (annex 1) and its approval (annex 2). The approval is valid for a period of up to five years if no other restrictions.
5. Approval is according to international law the Republic of Latvia or other competent authorities of the country of issue of the document certifying the competence of the owner of the certificate of professional competence in conformity with the requirements of the Convention and the right to occupy the positions on certain types of ships with the limitations, if any.
6. the rating shall be issued a certificate of qualification (a document that certifies the holder's level of competence) (annex 3).
7. Seafarers certificated in Latvia according to the rules in force (unconventional rules): mechanic on board vessels with main engine power (main (o) engine (s) total power in kilowatts (kW), which appears on the ship's certificate of registry) up to 750 kW, mechanic, refrigeration equipment elektromehāniķ ship, the ship's Cook, and issue a certificate of competency or qualification certificate without approval (annex 4, annex 5). Fishing vessel (vessel used in fish or other living marine resources for commercial purposes), with a length of up to 45 metres, personnel certification procedure determined by the traffic rules issued by the Minister for the Latvian vessel personnel certification.
8. The rest of the seafarers whose qualifications and/or post requirements are not subject to the supervision of the international conventions, to issue national (non conventional) qualification certificates/certificates of traffic in a fixed order of the Minister.
9. in the case of extreme necessity, after maritime authorities will be the opinion of a threat to persons, property or the environment, the register of seafarers, at the request of the shipowner, seafarer may allow up to six months to take a position on the Board, which is not relevant to seafarers holding qualifications. The master and the senior mechanic such authorisation may be issued only in cases of force majeure (force majeure), the shortest possible time. Radio staff permission may be granted according to the rules of radio (worldwide Telecommunication Union radio, which is regulated by the 1998 international telecommunications Convention).
10. Rule 9, paragraph (6) may be granted to a person certified pursuant to these rules, one rank below a post. If the lower post, these rules do not provide for the issue of certificates of competency, permission may be granted to the person of the Minister of transport in the order shown in your qualifications and experience match the requested position. The owner of the vessel as soon as possible, provide such persons with the substitution of the Certified Professional.
11. foreign captains and above the homeowners who want to work on the Latvian flag vessels and which have been issued abroad, according to the Convention, shall issue certificates of competency recognition certificate (annex 7). 12. Masters, officers and ratings of the qualification documents issued by Latvian language with English translation.

III. qualifications of seafarers coastal shipping 15. captains and officers who work on ships in coastal shipping areas, certified according to the requirements of these regulations. Coastal shipping area include the Baltic Sea, including its bays and straits, to Skagen head north latitude 57 ° 44.8 ´ parallel of the West.
16. foreign flag vessel captains and navigators, sailed the Latvian coastal waters must be certified according to the standards of competence which is equivalent to the requirements of these regulations.
17. Seamen who work on the Latvian flag vessels in coastal shipping areas off the coasts of other States parties, are certified according to national standard of competence requirements, which may not exceed the Convention's requirements in respect of vessels outside the coastal shipping areas.
IV. Rules of enforcement control 18. all seagoing vessels in the ports of Latvia are subject to control by the maritime administration ship control inspectors under the port State or the flag State control.
19. the crew's ability to perform his duties of ship control inspector checks if: 19.1. the ship has caused a collision, grounding or ran on the bottom insulted;
19.2. illegal of harmful substances from the vessel;
19.3. the ship is dangerous, the maneuvering accepted shipping rules or safe navigation practices and procedures;
19.4. the ship was managed in a way that has occurred danger to people, property or the environment.
20. Circumstances that may endanger persons, property or the environment: 20.1. these provisions are not appropriate for seafarers qualification document or official statements regarding the service of documents for approval (annex 8);
20.2. crew composition does not match the certificate of minimum crew composition;
20.3. the violation of the Convention and the code (IMO 1995, certification of seafarers and Watchkeeping code) as laid down in Chapter VIII, watchkeeping regulations;
20.4. the composition of the watch is not a qualified professional;
20.5. after the ship leaves port is not possible to provide a sea voyage to the first or next guard staff, who would be rested and fully ready to watch.
21. The Inspector law in has the right to detain the vessel, where it is not possible to prevent any of the rules referred to in paragraph 20.
V. infringement of rules and penalties 22. shipping company registered in Latvia and the Latvian flag vessel masters follow that rule and the requirements of the Convention.
23. The shipping company is the owner of the ship or any organisation or person, the operator or the bareboat charterer, who has assumed the owner from responsibility for the operation of the ship, as well as all the duties and responsibilities that shipping companies under that provision.
24. the maritime administration shall organise the investigation independent of jurisdiction of seafarers, shipping company or the captain's improper actions, or inaction, which caused or could cause damage to people, property or the environment.
25. on the basis of the conclusion of the investigation, the register of Seafarers seafarer qualification documents prevents or reverses.
26. Counterfeit document detection in the case of detained Seafarers phony documents, reported to the national enforcement authorities and withdraw on the basis of false documents of qualification documents issued.
27. The shipping company or the Mariners ' penalty in accordance with the laws of the Republic of Latvia to the requirements in the following cases: 27.1. these regulations have not been complied with;
27.2. the shipping company has appointed a Board employee who does not have these provisions appropriate qualifications;
27.3. the master allowed to perform any function or duty to the employee that does not have the relevant qualifications. This section's requirements do not apply to emergency situations;

28. the register of seafarers shall cooperate with the IMO Member States notified the infringement relating to the shipping company registered in Latvia or certified seafarers.
Vi. training of seafarers and competencies assessment General provisions 1.

29. the register of seafarers shall assess the professional training of seafarers submitted applications, which were developed by the maritime educational institutions which are based on the competency standards of the code, and recommended to the IMO paraugkurs (IMO recognized, seamen training model programs that aim to help the maritime educational institutions and special training courses to prepare training programs). 33. Maritime Education and training institutions in cooperation with shipping companies provide their students after the course theoretical practical training on ships at sea (maritime law).

35. the responsible person that organizes practical training of seafarers on board ships and the evaluation, knowledge of relevant training programs and requirements of the Convention.
36. Maritime education institutions trainees practice sea processes and results are documented in the book of records of sea practice. Notes is a Latvian or English.
37. the book presented to the Evaluation Commission.
38. the assessment of competency of seafarers to suit the qualifications for receiving the registry of seafarers performing the assessment drawn up by the Commission in accordance with the standards of the code of conduct conditional criteria and methodology.
39. Where it is found insufficient level of competence in one of the areas of expertise, valuation the Commission should have the right to request an applicant to perform additional proof of competence in this area or exit retraining courses.
40. A maritime educational institution in the final assessment of competence of seafarers tests can be combined with the closing of those bodies. Following the Joint Commission for the evaluation of the composition is consistent with the register of Seafarers.
41. the assessment of competence of seafarers and competence of these rules and standards of the Convention, the evaluators confirms with his signature scoring in the Protocol.

43. The Ministry of transport's maritime Department prepares and sends the information to the Secretary-General of the IMO in accordance with the Convention, article IV, I/I/3, 7., 8., I/I/I/10 and 13 of the regulations.
44. Maritime Education and training institutions is implemented and constantly maintained a system of quality standards according to A-I/7 of the code chapter and code B-I/Chapter 8 recommendations.
2. the issue of qualification and registration 45. register of seafarers, adopted following the applicant's qualification documents submitted: 45.1. applications;
45.2. the assessment protocol;
and presentation of the following documents: 45.3. identity document;
28.2. medical certificate;
28.3. basic safety training certificate;

28.4. maritime education certificate;
28.5. certificate of employment on board ship and/or seaman's book;
28.5. special training and professional development, or professional training courses (training courses, which include one or more search paraugkurs program IMO) certificate/as needed/as qualifications in question.
46. the Seafarers health checks shall be carried out and the medical certificate shall be issued by the physician according to traffic the Minister's procedure for doctors who perform medical examinations of seafarers, certification (recognition).
47. The master's certificate of competency may be issued to persons who have reached 20 years of age. Ship's officer or radio operator's certificate of competency may be issued to persons who have reached the age of 18. Ratings qualifications certificate may be issued to persons who have reached 16 years of age.

3. foreign certificates of competency issued by the recognition by the Ministry of transport 51. Maritime Department Director performs recognition of certificates according to the provisions of the Convention in Latvia I/10 and rules in force.
52. If the master or officer who has a valid foreign competent authority issued the certificate and the approval of competence, has submitted the documents for the approval of the register of Seafarers, the register of seafarers ' certificates of competency issued in recognition of approval (annex 7).
53. Documents to be submitted for approval: 53.1. applications;
53.2. certificates of competency and endorsement copies;
53.3. medical certificate copy.
54. Where necessary the register of seafarers can allow a seaman who has issued the relevant qualifications abroad and who has filed 53 documents on approval of the register of Seafarers, to take a position on the flag ship of Latvia for a period up to three months, except for radio professionals, having such an authorization may be issued only to radio in the cases provided for in the rules of procedure. In such a case, the document maker seaman shall issue a certificate as to the acceptance of the document (annex 8).
55. The foreign certified masters, senior officers, senior mechanic, as well as a second engineer officer (ship's engineer, after their next behind the engineer) who claim to recognition of approval, proves knowledge of the laws of the Republic of Latvia in connection with the maritime sector.
56. Certificates of competency issued in a country which is not party to the Convention, are not recognised.
57. the recognition of certificates of competency from a third country cannot be the basis for recognition of a foreign certificate in the Republic of Latvia.
58. the register of seafarers may recognize European Union countries issued for inland waterway navigation certificate and issue a confirmation after the authentication. Latvia's inland waters ship personnel certification is determined by the Transport Ministers.
4. the qualification document approval 59. Masters, officers and ratings who are certified according to the requirements of this regulation, except those referred to in paragraph 7, the provisions applicable, not less frequently than every five years, the proof of their professional competence in conformity with the provisions and requirements of the code, thus confirming their qualifications for working on board a vessel at sea.
60. the competence of the applicant to be considered as such for the conservation of evidence: 60.1. existing qualifications document has been issued in accordance with the requirements of the Convention;
60.2. the past year successfully settled in the English language test results according to the qualifications and requirements of the Convention;
60.3. over the last five years, the applicant worked in the relevant post on ships at sea not less than one year, or carried out by the Ministry of transport's maritime Department is recognised as equivalent, or 60.4. at least three recent months traineeship in your post on a vessel at sea, or 60.5. finish Ministry of transport's maritime Department recognized professional development or vocational further education courses in their specialty;
60.6. successfully assessed competence according to level of qualification;
60.7. with regard to the captains and navigators: outstanding test or successfully completed the condensed global maritime distress safety system of communication (GMDSS) course at the maritime Department of the Ministry of transport recognized programs.

61. evaluation in the Commission, the applicant shall present the 60 required evidence of the negotiations which resulted in the Commission gives its judgement on the issue of the confirmation again.

5. Training (simulator) 63. Ministry of transport's maritime Department recognizes maritime education institutions and courses used in the gym training programs.
64. the seafarers ' register controls the gym equipment, training, qualifications and experience of instructors in compliance with the traffic Department of the Ministry of maritime and recognized by the standards of the code.
6. Shipping and company liability kruing 65. in Latvia the registered shipping company is responsible for: 65.1. crew members are the rules according to the qualification document;
65.2. the ship has been completed with the crew according to the certificate of minimum crew composition;
65.3. the company has a database with information on data, including health, competence rank position, practical experience, training and seniority;
65.4. each sailor regularly leave the health check at the doctor recognized, to prove his fitness for the job of health on the ship in the sea;
65.5. the crew is assembled in such a way that it is able to act in an emergency to ensure the safety, environmental protection and pollution control;
65.6. regularly to facilitate the professional development of seafarers and continuing education.
66. the master receives the owner developed a written instruction, which sets out the company's policies and procedures for sailors and trainees are posted on the Board, introduced with their duties, facilities, equipment, technical data and internal arrangements with respect to their immediate obligations.
67. In Latvia, the licensed company kruing (any organizations or persons providing mediation services for seafarers working on board ships of the premises) I/14 to the Convention provides rules and A code of conduct-I/14 chapter requirements regarding medieval seamen.
68. The Latvian shipping company kruing monitoring and for compliance with these rules shall be carried out in the register of seafarers.
69. The Latvian shipping company shall provide Seafarers and kruing register information for sailors who have started or finished work in respect of the ship, as well as other required information about the seamen employed.
VII. Board of captains and crew qualifications are 70. This provision in the context of the master and deck team qualification document classification is as follows: 70.1. master on ships of 3000 GT (tonnage of vessel units "gross tonnage", which appears on the ship's tonnage certificate) and larger;
70.2. captain on ships less than 3000 gt;
70.3. captain on ships less than 500 BT coastal shipping;
70.4. captain on ships less than 200 BT coastal shipping;
70.5. senior mate on ships of 3000 BTU and higher;
70.6. Senior Lieutenant to ships less than 3000 gt;
70.7. watch mate on ships of 500 GT and higher;
70.8. watch mate on ships less than 500 BT coastal shipping;
70.9. qualified sailor of the guard;
70.10. sailor of the guard;
70.11. the ship's Cook.
71. The Ministry of transport's maritime Department can recognize the exam requirement for preferential programs for masters and navigators of coastal shipping, taking into account all the other safety, which can fly the same waters. The restriction is recorded in the document.
72. masters of fishing vessels and crew on board fishing vessels longer than 45 meters, certified in accordance with this provision, VII., VIII., IX. and Department requirements, taking into account the conformity of qualification for work on fishing vessels appropriate posts. 73. applicants for navigators who completed the maritime Department of education recognized program of fishing vessel personnel (or equivalent) and your posts have a corresponding qualification, working on fishing vessels to work only on certified fishing vessels. 74. the requirements for the qualification of the master on ships of 3000 BTU and higher: 74.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/2, A-IV/2;
74.2. qualification: twenty-four months, of which at least twelve months of qualification of the sea watch helmsman or steersman's position earlier on any BT ships and coastal shipping outside the area and at least twelve months earlier, the steersman's position on ships over 3000 BT and outside coastal shipping areas;
46.2. the right to occupy any position of helmsman and captain on the ship and without from any driving BT district restrictions.
75. the requirements for the qualification of the master on ships less than 3000 BT: 75.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/2, A-IV/2;
75.2. qualification: twenty-four months in the guard's post, from which at least twelve months in the sea in an older post of Lieutenant qualification on ships 500 GT and above outside coastal shipping areas;
75.3. the right to occupy the following positions: 75.3.1. Captain posts on ships less than 3000 BT and without driving the district limits, or 75.3.2. any post on any deck vessels and without driving BT district restrictions.
76. the requirements for the qualification of the master on ships of less than 500 GT: 76.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/3 and A-IV/2;
76.2. qualification of at least twelve months of qualification of the sea Guard's post on any BT Board and the shipping area of the vessels;
76.3. rights to occupy the post of master on ships of less than 500 GT coastal shipping.
77. the requirements for the qualification of the master on ships of less than 200 GT: 77.1. education, vocational education or training at the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/3 and A-IV/2;
77.2. — after the qualification of vocational education or training completed twelve months at sea on ships deck crew, of which at least six months for the master's apprentice, fulfilling the duties of the guard on the navigation bridge or under the supervision of master's mate.
77.3. right: to occupy the post: Captain 77.3.1. for ships less than 200 BT coastal shipping in the area, or 77.3.2. the Commander to public service vessels of up to 200 BT.
78. the requirements for qualification for the senior helmsman on vessels with BT and larger 3000:78.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/2, A-IV/2;
78.2. qualification: the twelve months of the guard's post on ships of 500 GT and more, of which at least six months of qualification of the sea Guard's post on ships of 3000 BT and larger and outside coastal shipping areas;
78.3. rights to occupy any position on any deck vessels and without driving BT district restrictions.
79. the requirements on the qualifications of the senior officers of the ships less than 3000 BT: 79.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/2, A-IV/2;
79.2. qualification: the twelve months of the guard's post on ships over 500 BT outside coastal shipping areas;
79.3. occupy the following positions: 79.3.1. senior's posts on ships of less than 3000 GT no driving restrictions, the district or 79.3.2. Guard's position on any ship and without driving BT district restrictions.
80. the requirements for qualification to the Lieutenant of the guard ships of 500 GT and larger: 80.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-II/1, A-IV/2 and;
80.2. the qualification of at least 12 months of sea practice trainee post on ships of 500 GT and the larger outside coastal shipping area, which documented the practice book, or three years in the hands of the guard post. Practice time at least six months to perform the duties of navigational watch or guard of the master's supervision;
49.9. right: to occupy the post of Lieutenant of the guard on the ship without any BT driving area restrictions.
81. the requirements for qualification as a Lieutenant of the guard ships less than 500 BT: 81.1 education — maritime Department of the Ministry of transport recognized education program in accordance with the standards of the code A-II/3 and A-IV/2;
81.2. — at least the qualification six months of sea practices documented practice book, the trainee's post on any area of BT and shipping vessels or three years in the hands of the guard post. Practice time at least six months in the navigational watch duties of the master or deck watch;

81.3. right: to occupy the post of Lieutenant of the guard on ships in coastal shipping, less than 500 BT.
82. the requirements for the qualifications of skilled sailors of the guard: 82.1. education — watch the main courses at the Ministry of transport's maritime Department recognized programs in accordance with the standards of the code A-II/4, B-II/4 and completed two years of training, maritime training institution;
qualification — at least 82.2. twenty-four months of sea practice on ships over 500 BT, including training time of sailor maritime courses or educational establishment of which at least two months of sea practice on ships of 500 GT or more with navigation Watchkeeping Mate or watchkeeping supervision, as evidence, the sailors of the guard's licence;
the right to occupy the sailors 82.3. with a navigational watch or the coxswain's position on ships without BT and driving area restrictions.
83. the requirements for the qualifications of the crew of the guard: 83.1. education — watch the main course or at least six months of practical training at sea on board vessels in accordance with the standards of the code A-II/4;
51.7. qualification: after completion of the course the sailors of the guard for at least two months of practice on ships of the sea with the navigational watchkeeping officers of the guard's supervision;
the right to hold the mast 83.3. with navigation rights of the guard posts on ships without BT and driving area restrictions.
84. the requirements for qualification as a ship's Cook: 84.1. Education: special Cook vocational education and cook for at least one year of practice;
52.3. qualification: at least six months of sea practice on ships at sea;
84.3. to occupy the Cook or a Cook's mate on board ships without limit.
VIII. the mašīnkomand qualification documents 85. provisions for such mašīnkomand of qualifications classification: 85.1. senior engineer on ships with main engine power 3000 kW and larger;
85.2. senior engineer on ships of main engine power of less than 3000 kW;
85.3. second engineer officer on ships with main engine power 3000 kW and larger;
85.4. second engineer officer on ships of main engine power of less than 3000 kW;
85.5. watch engineer (engineer authorized ship's officer, who shall ensure the guard ship machinery spaces specified in the last hour or runs, the supervising engineer on ships with periodic service engine) on vessels with main engine power 750 kW and larger;
85.6. sentry motorists (ratings with right guard watchkeeping engineer machinery direct authority);
53.3. engineer on ships of main engine power of less than 750 kW;
85.8. ship mechanic refrigeration equipment;
53.4. elektromehāniķ.
86. The Ministry of transport's maritime Department may find the exam requirements by facilitating the programs mechanics in coastal shipping, taking into account automatic control and remote control devices, under which vessels are fitted, and all the other safety, which can fly the same waters.
87. the requirements for the qualification of the Chief Engineer Officer on ships of main engine power of 3000 kW and larger: 87.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-III/2;
87.2. the qualification of at least thirty-six months of qualification of the sea guard mechanic, of which not less than 12 months in the capacity of the other post on the main engines of vessels with capacity of 3000 kW and larger;
101.8. to occupy the post of the Chief Engineer Officer on ships without main engine power limitations.
88. the requirements for the qualification of the Chief Engineer Officer on ships of main engine power of less than 3000 kW: 88.1. Education: the Ministry of transport's maritime Department recognized education program in accordance with the standards of the code A-III/3;
qualification — at least 88.2. twenty-four months of qualification of the sea guard mechanic, of which at least twelve months in the marine engineer second qualification for vessels with main engine power 750kW and larger;
88.3. to occupy the post of the Chief Engineer Officer on ships of main engine power of less than 3000 kW.

89.2. the qualification of at least twelve months in the marine qualification engineer officer or engineer officer of the guard post on the ships with main engine power 3000 kW and larger;

91. requirements for the qualifications of the engineer in charge of vessels with main engine power 750 kW and larger: 91.1. Education: the Ministry of transport's maritime Department recognized engineers education program, which includes sea practice and practice of electrical and mechanical workshops engineer skills and meet the code A-III/1 of the standard of competence specified in section a;

94. the requirements for refrigeration equipment, ship mechanic qualifications: 94.1. Education: vocational education at the Ministry of transport's maritime Department recognised refrigeration equipment training programs;
94.2. qualification: six months on a ship mechanic trainees of the refrigeration equipment;

IX. Gmdss radio personnel qualification documents 96. Gmdss requirements class II radioelektroniķ qualifications: 96.1. Education: the Ministry of transport's maritime Department recognized education program, complying with the A-IV/2 and B-IV/2 of recommendation II class radioelektroniķ;
96.2. the right to occupy the GMDSS class II radioelektroniķ.
97. requirements for GMDSS qualification of class I radioelektroniķ: 60.3. Education: the Ministry of transport's maritime Department recognized education program, complying with the A-IV/2 and B-IV/2 of class I recommendation radioelektroniķ;
the right to occupy the 97.2. Gmdss class I radioelektroniķ.
98. requirements for GMDSS restricted operator qualifications: 98.1. Education: the Ministry of transport's maritime Department recognized education program, complying with the A-IV/2 and B-IV/2 GMDSS restricted operators;
the right to occupy the 98.2. Gmdss operator (radio-communications specialist with the right to work with the GMDSS A1 area appropriate radio equipment) post to craft GMDSS A1 area.

XIII. Watchkeeping 114. To prevent the ship's overload and fatigue of the guard, the shipping company provides watchkeepers at least ten hours of rest time in any twenty-four hour period.
115. Hours of rest may be divided into two parts, one of which may not be less than six hours.
116. the minimum rest period does not meet the requirements of the emergency, the alarm or other emergency event.
117. minimum ten-hour rest period, as defined in paragraph 114 and 115., can be reduced to six continuous hours provided that this reduction occurs not more than two days in a row and ensure at least seventy hours of leisure time every seven days.
118. the masters of vessels shall ensure the guard schedule deployment to vessels visible locations.
119. the basic principles of the organisation of the guard: 119.1. to ensure continuous and safe guard to ships, ship owners, masters, senior engineer and ship watchkeeping personnel observe the Convention and Chapter VIII (A)-Chapter VIII of the code requirements and (B) of the code-Chapter VIII principles and recommendations;
119.2. watch the helmsman is responsible for the safety of his guard;
119.3. radio operators or watch the helmsman is responsible for the continuous radio communications on the frequencies of their guard;

119.6. organizing the watch on board ship with dangerous goods, take into account the types of dangerous goods, quantity, packaging and deployment, as well as other specific conditions on board the ship on the water and ashore.
XIV. Alcohol and drug abuse control 120. Seafarers who are alcohol or narcotic substances, must not perform watchkeeping duties.
121. the concentration of Alcohol in the blood (BAC) seamen, then while on the Board of the watch in the spare time, shall not exceed 0.05% (0.5 [permil]).
122. The shipping company's management, and masters of vessels shall ensure appropriate measures to prevent alcohol and drug use, and the required test procedure.
XV. concluding issues 123. Certificates of competency, certificates of qualification and approval issued before the entry into force of these rules, with a certain expiration date, shall be valid until their expiry date. In turn, certificates of competency, certificates of qualification and approval issued before the entry into force of these provisions, without a fixed expiration date, are valid for five years from the date of issue. The documents referred to in this paragraph should be replaced with those rules for documents.
124. All seafarers employed in Latvia (including palīgflot) and the fishermen's professional qualification supporting documents (diplomas, certificates, certificates) that are not subject to the requirements of the Convention and issued before January 1, 1998, these regulations are replaced with national qualifications provided for documents up to December 31, 2003.
125. the maritime authorities in the development and certification of seafarers paid service tariffs. These tariffs approved by the Transport Ministers.
126. in the case of conflict concerning the application of the provisions of the text of the Convention is decisive.
127. these provisions shall enter into force on august 25, 2003.
