Cabinet of Ministers Regulations No. 88 2005 in Riga on 1 February (pr. 7. § 36) the order in which the Ministry of finance to prepare and submit to the Cabinet of Ministers proposals for the funding of the budget subprogramme "European Union funds and the financial instrument of the Government of the co-financed project and the implementation of measures" the reallocation of funds Issued in accordance with the Cabinet of Ministers of 14 law equipment of the first paragraph of article 3 i. General questions 1. determines the order in which the Ministry of finance to prepare and submit to the Cabinet of Ministers proposals for the funding of the budget subprogramme "European Union funds and the financial instrument of the Government of the co-financed project and the implementation of measures" (hereinafter referred to as the programme budget) the reallocation of funds to the State budget for the year, in order to facilitate the efficient and rational use of the resources of the State budget.
2. the ministries and other Central Government authorities at first use the national budget in (sub) the funds of the European Union laid the Foundation and the Norwegian Government bilateral project co-financed by the financial instruments and the implementation of measures, and only then, if necessary, requests for additional funding for the implementation of the project.
II. the redistribution of funds of European Union structural funds co-financed projects and measures 3. Proposals for budgetary reallocation of funds of the programme the European Union structural funds: the European regional development fund, the European Social Fund, the European agricultural guidance and guarantee fund, guidance section and the financial instrument for fisheries management-implementation of projects financed by the Ministry of Finance shall prepare, in cooperation with the first level intermediate.
4. At the first level, which shall submit its relevant Steering Committee in the structural funds the structural funds national reconciliation program and open competition project application list and grant scheme operator who submitted the relevant information in the structural funds monitoring Committee for the approved grant scheme projects, the provisions referred to in paragraph 2, the authority shall submit the request to the Ministry of Finance on the financial allocations for the provision in paragraph 3 that the structural funds of the European Union for the implementation of projects funded showing: 4.1. required State budget funds (grant from the general revenue) (part of the co-financing of the European Union, the share of the national budget) for the implementation of projects financed by the structural funds and/or repayment, based on projected cash flow as a whole, the breakdown of the years until the completion of the project, by priority, measures and projects, and also identifies other sources of financing (municipal budget, private funds) and information on the distribution of expenditure according to economic classification codes;
4.2. national budgetary resources for the implementation of the project and/or refund provided for in the State budget for the year;
4.3. in the course of project implementation: a month in the current year when payments will start from the national budget;
4.4. the structural funds and the beneficiary of the grant, the beneficiary of the financing. If the beneficiary of the structural funds and the grant beneficiary means the authority indicates that subordinated the Ministry it is located.
5. the second level intermediate to the expenditure deadline is June 30, 2008, December, but the beneficiaries of the structural funds, of 30 September.
6. The Ministry of Finance shall evaluate this rule the information referred to in paragraph 4 (also the relevance of the information to the national budget for the year), drawing up an opinion on the draft for the required amount of funds the State budget and submit it to the relevant structural funds Management Committee.
III. the reallocation of funds European agricultural guidance and guarantee fund, guarantee section measures co-financed projects and proposals for the implementation of the budget of 7 programs the reallocation of funds European agricultural guidance and guarantee fund, guarantee section and financed and co-financed measures for the implementation of the project shall prepare and submit to the Ministry of Agriculture Ministry of Finance State budget request (part of co-financing of the European Union, the share of the State budget).
8. national budget request, the Ministry of agriculture, based on the projected cash flow and overall breakdown of the years until the completion of the event, including information about the required State budget funds (grant from the general revenue): 8.1, direct payments rural development programs and the additional area payment direct payment, taking into account that the costs should be carried out once a year from December 1 for the year to next April 30;
8.2. the rural development programme in the rural support service projects and activities;
8.3. the intervention measures by the European Commission's decision to begin the implementation of the intervention measures and after the receipt of payment applications, and also cases where the current year's State budget to the Ministry of agriculture in the national budget for subprogramme 29.04.00 "intervention and support measures for the internal market in assurance" the funding is exhausted or insufficient;
5.2. export refunds to countries which are not Member States of the European Union, at the exporter's payment application and approval of Field support services;
8.5. other agricultural products to the European Union's common market organisation measures upon application approval, Field support services.
9. This rule 8.2., 8.4 and 8.5. referred to information submitted to the Ministry of Agriculture Ministry of finance every month to the fifth day of the following month. 8.4. Those provisions referred to information submitted to the Ministry of agriculture, Ministry of finance, even if the application amount reached 0.5 million lats.
10. in the light of the Government's financial capacity, the rural support service at the Ministry of agriculture may determine the criteria for the implementation of priority projects.
IV. the redistribution of funds to the European Community initiative projects co-financed in the framework of the implementation of measures and proposals for the budget of the 11 programs the reallocation of funds to the European Community in the framework of the initiative "EQUAL" priorities, funded projects and technical assistance to prepare the Ministry of welfare and the Ministry of finance submitted the following information: 11.1. information on national budgetary resources required for the open competition approved the priorities of the Ministry of Welfare and the implementation of the project and/or recovery and technical assistance based on the projected cash flow as a whole, the breakdown of the years until the completion of the project (time, costs the same as the structural funds), to the measures and projects, including other sources of financing (municipal budget, private funds);
11.2. information on State budget priorities or implementation of the project and/or recovery and technical assistance provided for in the State budget for the year;
11.3. in the course of the implementation of the project, information on the month in the current year when payments will start from the national budget;
11.4. an indication of the recipient of the funding. If the beneficiary is a public authority, the budget Ministry, which indicate the subordinated to it.
12. the programme budget proposals for the reallocation of funds to the European Community initiative INTERREG (hereinafter INTERREG) programme funded programmes, technical assistance projects and the production of regional development and local government Ministry, based on a memorandum of understanding (agreements) concluded with the managing authorities and the respective INTERREG Programme Steering Committee of open competition, and on the projects submitted to the Ministry of finance the following: 12.1. information on national budgetary funds (grant from the general revenue) (co-financing of the European Union part , State budget funds) needed to finance the programme priorities and the implementation of the project and/or repayment, based on projected cash flow as a whole, the breakdown of the years until the completion of the project, through the programmes, priorities and projects;
12.2. in the course of the implementation of the project, information on the month in the current year when payments will start from the national budget.
V. redistribution of funds projects co-financed under the Cohesion Fund and the implementation of measures of the budget proposals for the 13 programs in the reallocation of funds, the Cohesion Fund co-financed projects prepare the Ministry of transport (for projects in the field of transport) and the Ministry of the environment (for projects in the area of environmental protection) and submitted to the Ministry of Finance State budget request. The request shall contain information on the State budget resources required and not applicable eligible expenditure, based on the projected cash flow as a whole, the breakdown of the years until the completion of the project and to the projects. Information prepared and State budget funds requested only for the projects for which applications are received from the European Commission statement that they are adopted.

14. in the light of the Government's financial capacity, the Ministry of transport and Ministry of the environment can determine the order of priority of the projects.
Vi. the reallocation of funds from the Government of Norway bilateral financial instrument, co-financed projects and measures 15. Proposals for the programme budget reallocation of funds from the Government of Norway bilateral financial instrument (financial instrument) for the implementation of projects financed by the Ministry of Finance shall prepare, in cooperation with the sectoral ministries involved in the implementation of the financial instrument (hereinafter referred to as the Ministry of industry).
16. the Ministry of Industry, by the Management Committee of the programme, the financial instrument grants scheme or the individual project application, the Ministry of finance submitted a request for the allocation of the financial resources rules referred to in paragraph 15 of the financial instrument for the implementation of the projects funded, including: 16.1. State budget funds (grant from the general revenue) (part of co-financing of the financial instrument, the share of the national budget), which requires the financial instrument for the implementation of the projects funded, based on projected cash flow in General over the years, until the completion of the project, by priority, measures and projects, and also identifies other sources of financing (municipal budget, private funds);
16.2. national budgetary resources for the implementation of projects provided for in the State budget for the year;
16.3. in the course of project implementation: a month in the current year when payments will start from the national budget;
16.4. the beneficiary of the financing. If the beneficiary is a public institution, indicate the industry Ministry, which it is subordinated.
VII. financial resources for the preparation, at the request of 17 request for State budget allocations of funds of the European Union or a financial instrument, co-financed priority programmes, measures and projects and/or repayment shall prepare, pursuant to the requirements laid down in the laws and regulations of the relevant policy instruments of the European Union or a financial instrument.
18. The Ministry of finance to prepare and submit the proposal to the Cabinet and the Cabinet of Ministers draft order on the budgetary reallocation of funds of the programme, taking into account that: 18.1. national programme for the structural funds and the application of the open competition the project list in the structural funds, the Management Committee or Steering Committee aware of the approved grant scheme for projects;
18.2. financial instrument program grants scheme or individual project application has been approved in the Ministry of Foreign Affairs of Norway;
18.3. the ministries and other central public authorities have submitted these rules 4, 8, 11, 12, 13 and 16, paragraph information.
19. According to the order of the Cabinet of Ministers for Finance Ministers to increase the State budget appropriations for them first level intermediate and sectoral ministries, which provides for the financing of European Union funds and financial instruments funded priorities, program activities and for the implementation of the project and/or repayment.
